About this file
This document is a Questions and Answers file for a CRAC (Computer Room Air Conditioning) Unit Replacement project at Edwards Air Force Base. The solicitation (FA930226Q0002) involves replacing CRAC units in the IHAT (Integrated Hypersonic Aerothermal Testing) facility, with specific requirements including maintaining 30-40% relative humidity, using existing refrigerant lines (to be flushed), and working with Siemens for DDC (Direct Digital Control) system integration. Key logistical details include site access restrictions, with technicians allowed access Monday-Friday from 0700-1600, requiring U.S. citizenship and daily site badges.
The solicitation timeline includes a site visit on 9 December 2025 and quotes originally due on 16 December 2025, which was extended to 23 December 2025 at 10:00 AM PT. The project requires a third-party licensed TAB (Test and Balance) report, off-base refrigerant and unit disposal with receipts, and coordination with IHAT testing schedules. Technical specifications note the CRAC units must be 26-30 tons, with a 15,000 lb freight elevator available and crane access behind the building. All visitors must have Real ID, and the project is managed by the Department of the Air Force Materiel Command Test Center.

EAFB B1020 CRAC UNIT REPLACEMENT RFI
1) What are the hours and days available for technicians to access the building and rooftop for work? Weekends available? Typically trade workers prefer to start early in the morning so thanks for guidance on this.
· Mon – Fri, excluding weekends and holidays. 0700-1600. We could make arrangements to move the stop time to 1700. Projects master schedule will be coordinated with IHAT testing schedule. IHAT testing scheduled is typically known 3+ months in advance. All activities behind B1020 will deconflict with RF Testing one week prior to taking place. The roof is access controlled; escorts are always required for access to the roof and inside lab space.
2) Can weekly or monthly passes be issued to managers and technicians to ease the “check-in” process?
· Yes, Base passes will be handled after contract is awarded.
· No, Site badges will be issued and returned daily. All visitors, to include managers and technicians, must be U.S. Citizens.
3) Do you know what the operating conditions are? Are you only rating at nominal or do you have a sensible load in mind you want the unit to cool?
· Nominal. 26 to 30 tons.
4) Does Edwards AFB have a preferred/base approved crane company for getting equipment onto the roof?
· No
5) Do you have a protocol for tying the equipment into the controls system? Are we just responsible for providing and installing the Control Compatible equipment and having your team connect everything to the system?
· Siemens is the site’s DDC. The contractor will need to work with Siemens to provide panel, connection, and programming.
6) Does the Airflow and test report need to be performed by a licensed third-party Test and Balance Contractor?
· See Question 18
7) Are you able to extend/push the bid time to allow Vendors adequate time to work on matching the equipment to meet operating and space constraint requirements?
· Yes, extending to the 23rd of December at 10:00AM PT
8) Are you able to provide a floorplan layout of the roof to show where equipment is and their dimensions? Maybe blueprint of the roof and the room on the roof?
· Not the whole roof or equipment dimensions, Providing a layout of the facility (IHAT Floorplan).
9) What is the building’s height?
· 57 ft
10) Does roll up door work next to the elevator on the top floor?
· Yes
11) Is it permissible for both existing CRAC units to be out of commission during the installation of the new units?
· Yes
12) Alternatively, is it required that one CRAC unit remain operational at all times, with the replacement performed one unit at a time to maintain continuous environmental control?
· No, we could shut down equipment in the Lab. Shutdowns will need to be coordinated with test windows on the project’s master schedule.
13) Do the existing and new line-sets need to be insulated? (Currently not).
· No, lines do not need to be insulated. Due to some of the lines being high temp, a protection shield/barrier is desired for safety reasons, while still allowing the high temp lines to dissipate heat efficiently.
14) Airflow testing is listed. Is it for just supply & return? There was no access to the space being conditioned.
· Airflow testing is required for the supply, return, and distribution throughout the room. There will be access inside the lab, as needed, for project execution. Space has raised access floor. Floorplan on page 4.
15) Are we able to reuse existing refrigerant lines? If so, is Flushing existing refrigerant lines required?(kind of a stupid question but they should advise)
· Yes, existing refrigerant lines can be reused if they are the correct size.
· Yes, existing refrigerant lines shall be flushed.
16) Would the government like us to dispose of the refrigerant on or off base? If so, are disposal receipts required? (Typically, disposal will be off base and require receipts.)
· Refrigerant shall be disposed of off base, receipts required.
17) Would the government like us to dispose of the units on or off base? If so, are disposal receipts required?
· Units shall be disposed of off base, receipts required for compressors.
18) Please confirm whether a full NEBB/AABC/TABB-certified TAB report is required. Third party provided by contractor or government.
· Yes, A full TAB report covering the entire system must be performed by a licensed third party. Third party provided by contractor.
19) Please confirm whether existing condensate drain piping may be reused.
· Yes, existing condensate drain piping may be reused; verify serviceability.
20) Please confirm whether a new condensate pump is required.
· Yes
21) Please confirm potential crane area is behind the building.
· Crane area is behind the building
22) Please confirm elevator holds 15k lbs.
· Yes, freight elevator maximum load capacity is 15,000 lbs.; hard cap, not to exceed.
23) Please confirm whether temporary cooling is required.
· No
24) DDC requirements, is there a preferred DDC contractor that handles the base wide automation?
· See question 5
25) Please confirm if the government would consider extending the bid due date by 7–14 days to allow offerors sufficient time to incorporate upcoming RFI responses and finalize pricing?
· See question 7
I wanted to note that the CRAC unit must be capable of maintaining humidity levels to ensure optimal performance and reliability of the IT equipment. The CRAC units shall be capable of maintaining the relative humidity (RH) within the controlled environment within the range of 30% to 40% , under typical operating load conditions. Target is 35%.
