The document is Revision 1, dated January 28, 2026.
The contractor must provide a complete solution including labor, materials, and equipment to replace existing CRAC units that have reached the end of their functional lifespan. The replacement units must deliver 26 to 30 tons of cooling capacity per unit, operate in an N+1 redundancy configuration with zone control, employ variable speed fans for energy efficiency, and maintain compatibility with the existing 480V, 3-phase power supply and available 125A circuit breakers for CRAC units and 25A circuit breakers for condensing units. The units must incorporate leak detection sensors, provide BACnet communications capability for integration with the existing Siemens Desigo building management system, and maintain relative humidity levels between 30% to 40% with a target of 35%. The contractor must assess the viability of using existing penetrations and, if modifications are required, must comply with ICD/ICS 705 standards to maintain physical, acoustic, and radio-frequency integrity of the facility's perimeter. Installation must be performed by qualified personnel according to manufacturer specifications and industry best practices, with comprehensive testing and airflow validation conducted to verify functionality and performance specifications.
Deliverables include material and equipment specification sheets (prior to purchase), a penetration plan if required (prior to perimeter wall work), an installation report (within 5 days of completion), a test and performance report (within 10 days of testing completion), technical and operator manuals (within 5 days of installation completion), and warranty documents (within 10 days of testing completion). All contractor personnel must be U.S. citizens with customer security clearance and daily temporary worker badges. The existing CRAC units are DATA AIRE Model DAAD-2634 (26-ton, 3-phase, 460V) and the existing condensing units are DATA AIRE Model DARC-5034 (50-ton, 3-phase, 460V).

B1020 IHAT CRAC UNITS
STATEMENT OF REQUIREMENTS
For
B1020 IHAT CRAC Unit Replacement
412 Electronic Warfare Group
Edwards AFB, California
Rev. 1 1/28/2026
1.0 PURPOSE:
The Electronic Warfare Group (EWG) at Edwards AFB, CA, requires the replacement and upgrade of two existing Direct Expansion (DX) Computer Room Air Conditioning (CRAC) unit systems, including condensing units, located at Bldg. 1020 Rm. 400. The existing systems are at the end of their functional lifespan, exhibiting reduced efficiency and unsustainable performance.
2.0 GENERAL REQUIREMENTS:
2.1. Coordination: The contractor shall coordinate all work with the designated Project Manager to minimize disruptions to ongoing operations and classified work within the facility and prevent unauthorized movement of personnel and equipment.
2.2. Personnel Security: All contractor personnel accessing the work site must be US citizens, cleared by the customer's security, and possess a daily temporary worker's badge.
2.3. Work Area Maintenance: The contractor is responsible for maintaining a clean and safe work area and for the timely removal and disposal of all waste materials in accordance with all applicable federal, state, and local regulations.
2.4. Damage Repair: The contractor is responsible for repairing or replacing any items damaged by contractor employees or subcontractors during the project at no additional cost to the government.
3.0 FUNCTIONAL REQUIREMENTS:
The contractor shall provide a complete solution, including all labor, materials, and equipment, to achieve the following functional requirements:
3.1. Procurement and Delivery:
3.1.1. The contractor shall submit specifications and documentation of the proposed DX CRAC unit systems, including capacities, dimensions, energy consumption, and compliance with industry standards, for government approval prior to procurement.
3.1.2. The contractor shall ensure that all equipment is properly packaged and transported to the site.
3.2. Performance:
The replacement DX CRAC unit systems shall meet or exceed the following performance criteria:
3.2.1. Cooling Capacity: Provide at least 26 tons and up to 30 tons of cooling capacity per unit.
3.2.2. Redundancy: Operate in an N+1 redundancy configuration with a rotation interface (zone control).
3.2.3. Energy Efficiency: Employ variable speed fans and controls to optimize energy consumption based on current cooling load.
3.2.4. Electrical Compatibility: Be compatible with the existing 480V, 3Ø power supply and available 125A circuit breakers for CRAC units and 25A circuit breakers for condensing units.
3.2.5. Physical Constraints: Be sized to fit within the existing equipment locations: condensing units on the exterior roof and CRAC units inside the IHAT mechanical room.
3.2.6. Leak Detection: Incorporate leak detection sensors and notification alarms.
3.2.7. Building Automation: Provide BACnet communications capability for integration with the existing building management system.
3.2.8. Humidity Control: CRAC unit must be capable of maintaining humidity levels to ensure optimal performance and reliability of the IT equipment. The CRAC units shall be capable of maintaining the relative humidity (RH) within the controlled environment within the range of 30% to 40% , under typical operating load conditions. Target is 35%.
3.3 Decommissioning and Removal:
3.3.1 Remove and dispose of existing DX CRC unit system equipment and materials in accordance with all applicable environmental regulations and policies.
3.4 Installation:
3.4.1. Installation of the new CRAC unit systems shall be performed by qualified personnel and in accordance with manufacturer specifications and industry’s best practices, using existing infrastructure where applicable. Downtime to the serviced facility shall be minimized.
3.4.2. Due to some of the lines being high temp, a protection shield/barrier is desired for safety reasons, while still allowing the high temp lines to dissipate heat efficiently.
3.5 Integration:
3.5.1. The new DX CRAC unit systems must be integrated into the building's Siemens Desigo control system via BACnet for real-time and remote monitoring through the nearest building patch panel.
3.5.2. The contractor will need to work with Siemens to provide panel, connection, and programming.
3.6. Testing and Validation:
3.6.1. Comprehensive testing must be conducted to verify that the new CRAC units and associated equipment are fully functional and perform to specifications. The testing process should encompass all operational modes of the units.
3.6.2. Airflow testing shall be conducted to verify proper cooling distribution.
3.6.3. Temperature and humidity levels shall be monitored to ensure the serviced environment is maintained within acceptable limits in accordance with performance specifications.
4.0. TECHNICAL REQUIREMENTS AND CONSTRAINTS
4.1. Optional Penetration Modification:
4.1.1. The contractor shall assess the viability of using existing penetrations and shall notify the government project manager if new or modified penetrations are required.
4.1.2. In the event that existing mechanical ducting and penetrations need to be modified to support the new system, a detailed plan for any new or modified penetrations must be submitted to the government for review and approval before work commences.
4.1.3. ICD/ICS 705 Compliance: Should any work require the modification or creation of penetrations on the facility's perimeter walls, the work must be performed in strict accordance with the most current version of ICD/ICS 705, "Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities. The contractor is responsible for understanding and adhering to all requirements for perimeter penetrations outlined within this standard.
