About this file

This is a Statement of Qualifications (SOQ) issued by the Orlando Utilities Commission (OUC) for professional engineering design, consulting, and support services for the Belle Isle Secondary Water Main Replacement project. The solicitation, numbered CCNA SOQ 25 8317 DPS (Rev. 1), seeks a qualified engineering consulting firm to replace approximately 4.5 miles of 2-inch galvanized water main and 1.5 miles of 6-inch and 8-inch cast iron water main along Hoffner Avenue. The SOQ was issued on June 20, 2025, with a pre-response conference scheduled for June 26, 2025, and proposal responses due by July 21, 2025, at 2:00 PM EST. The contract term will extend from the effective date through final project completion, including all warranties, with potential extension for related ongoing development. Evaluation will follow the Consultants Competitive Negotiations Act (CCNA), with a selection process that includes reviewing qualifications, conducting interviews, and ranking respondents.

The project has a preliminary estimated construction cost between $10-12 million and aims to address water quality issues, frequent repairs, and infrastructure inefficiencies in the Belle Isle area. Respondents must meet specific minimum qualifications, including being a licensed Florida Professional Engineer with at least 10 consecutive years of engineering design experience, maintaining appropriate insurance coverage, and providing three completed project references. The solicitation encourages minority/women-owned business participation and potential local economic development opportunities benefiting the Orlando area or State of Florida. Evaluation criteria will comprehensively assess firms' qualifications, experience, project team composition, approach, safety performance, and financial soundness, with an emphasis on controlling project costs, maintaining schedules, and delivering comprehensive engineering services.

REPLACEMENT OF THE BELLE ISLE SECONDARY WATER MAIN

SCM-SQC-T-01 – Statement of Qualifications – CCNA Template v1.3 – 10-21-19

1 INTRODUCTION

The Orlando Utilities Commission (OUC) is an electric and water municipal utility serving Orlando, Florida and portions of surrounding Orange County. OUC also has an Inter-local agreement with the City of St. Cloud, Florida for the management of its electric utility. Currently, OUC serves more than 380,000 customers. To obtain general information about OUC, access www.ouc.com.

1.1 SCOPE OF WORK SUMMARY

OUC is seeking proposals from qualified engineering consulting firms (“Consultant”) with demonstrated experience in design, permitting, and construction-phase support of water distribution systems. The selected Consultant will be expected to collaborate with OUC and the Construction Manager-at-Risk (CMAR) to ensure the successful replacement of the Belle Isle Secondary Water Main.

The project scope includes the replacement of approximately 4.5 miles of 2-inch galvanized water main and 1.5 miles of 6-inch and 8-inch cast iron water main along Hoffner Avenue. The Consultant shall provide services during both the design and construction phases and shall coordinate closely with OUC and the CMAR to enhance water quality, reducing maintenance costs, and improve fire protection through up sized infrastructure. Consultants shall have experience in water distribution systems design and demonstrate successful completion of similar projects.

The selected Consultant shall prepare and submit a conceptual layout and preliminary design early in the project, followed by completed detailed design and construction documents, assist in securing all necessary permits; support the bidding process by preparing clarifications, responding to bidder’s questions, and participating in pre-bid meetings as requests by OUC; and provide construction oversight and coordination support during implementation.

The objective is to deliver a high-quality, cost-effective solution to replace aging and corroded galvanized water mains in the Belle Isle service area.

A parent company, its subsidiaries, affiliates, and entities under common ownership or control may submit separate proposals under this solicitation, provided that all submitting entities fully disclose their affiliations and relationships in their proposals. Each proposal must identify all affiliated entities participating in the solicitation; however, affiliated entities must not engage in any coordination, communication, or activity that may constitute a violation of applicable laws or compromise the integrity of the competitive selection process, including but not limited to collusion.

Firms capable of providing both Engineering and Construction Manager-at-Risk (CMAR) services may submit proposals for both scopes; however, if selected, only one (1) contract will be awarded to a firm or its affiliates either for Engineering or CMAR services, not both to preserve the fairness and integrity of the process.

Refer to Section 2, Detailed Scope & Requirements for more information.

1.4 PROJECT DESCRIPTION

Galvanized water mains represent the most common main failure in the OUC system, a pattern seen regularly among other utilities in the United States. It was a low-cost plumbing material that was widely used for service lines until the 1970’s. Galvanized pipes can cause water discoloration from iron release and head loss resulting from corrosion scale buildup. There is approximately 133 miles of galvanized water main in the OUC distribution system (7% of total mains). Most of the galvanized mains in service are 2-inch diameter pipe (98%). In order to improve the water system’s performance, OUC is initiating a galvanized water main replacement program. OUC has prioritized the galvanized water main replacement projects based on locations that see frequent breaks, leaks, repairs, water quality issues.

Data from OUC’s water distribution crews and operations staff identified the Belle Isle area for galvanized water main replacement due to the volume of repairs, repeated repairs, and water quality complaints. The galvanized mains in this area are failing due to corrosion. In addition, a galvanized pipe that is repaired multiple times becomes weakened and will often fail at that same location or in close proximity to the previous repair. There have been multiple repeat leaks in the Bell Isles area, especially in the Venetian Gardens subdivision. As shown i n Attachment B: Figure 1, Vicinity and Site Maps, Belle Isle is at the end of OUC’s water distribution system, which poses water quality issues that require significant flushing within the area.

Replacement of the galvanized water main in the Belle Isle area would benefit greatly to improve water quality, decrease the amount of water flushed annually, and decrease the amount of time and money spent on repairs.

The Belle Isle Secondary Water Main Replacement Project consists of approximately

4.5 miles of 2-inch galvanized water main and 1.5 miles of 6-inch and 8-inch cast iron water main (along Hoffner). The project will additionally allow for the opportunity to add fire protection by upsizing the water main and adding hydrants where necessary.

Permitting, design and construction management services may also be required to transition customers currently utilizing OUC’s potable water for irrigation to the City of Orlando’s reclaimed water system.

A preliminary opinion of probable construction cost for the Belle Isle Secondary Water Main Replacement Project is ten to twelve (10-12) million dollars.

2. Company Experience.

OUC expects to receive an SOQ response that provides all the information requested and reflects the capabilities of the submitter. Excessive language or unclear SOQ responses may jeopardize your Firm's chances of being approved for the project

3.13 SELECTION PROCESS

The firm will be selected in accordance with OUC policy and the Consultants Competitive Negotiations Act (“CCNA”) using a qualification-based selection process. Pricing will not be discussed until after the firms are selected and ranked by OUC.

Upon evaluation of the Responses, the Selection Committee will determine the Respondents having the most responsive and responsible Responses in the best interest of the Commission and a short-list will be prepared for the firms. Some Respondents may be requested to provide “in-person” presentations to the OUC evaluation team.

This negotiation process may occur prior to OUC Commission approval. Each Respondent acknowledges that OUC shall evaluate all Responses and may initiate clarification discussions or seek additional information from all or some of the Respondents to fully understand any unclear elements of their Response.
