About this file
This document is Addendum No. 01 issued by the Orlando Utilities Commission (OUC) for SOQ 25 8317 DPS Professional Engineering Design Consulting Support Services for the Belle Isle Secondary Water Main project. The addendum addresses multiple questions from potential proposers, clarifies submission requirements, and provides additional guidance for the Request for Qualifications (RFQ). The solicitation deadline remains July 21, 2025, at 2:00 PM EST, with electronic submissions required via Vendorlink.com. Key clarifications include acceptable project references (both Central Florida and outside regions will be considered), sample deliverable document requirements (feasibility study, design document, and piping/instrumentation diagram are applicable), and confirmation that ongoing projects can be used for the three required project examples.
The addendum reveals that some project details remain fluid, particularly regarding the transition of irrigation to the City of Orlando's reclaimed water system, with additional specifics to be developed during the design phase in coordination with the City. OUC has relaxed some documentation requirements, such as accepting cover and table of contents for Safety and Quality Assurance Programs, and allowing a brief summary of training programs. The document emphasizes strict communication protocols, prohibiting proposers from discussing the solicitation with anyone at OUC except the buyer of record. No specific pricing information is disclosed in this addendum, which focuses primarily on clarifying submission expectations and responding to potential proposers' inquiries about the project's scope and requirements.
