About this file

This document is a Qualification Form (SOQ) for RFP 25 8317 DPS, issued by Orlando Utilities Commission (OUC) for Professional Engineering Design, Consulting, and Support Services for the Replacement of the Belle Isle Secondary Water Main in Florida. The qualification form outlines comprehensive requirements for engineering firms seeking to submit proposals, including mandatory minimum qualifications such as having Florida Professional Engineers licensed staff, meeting insurance requirements, demonstrating at least ten consecutive years of engineering design services in Florida, and providing three completed project references. Respondents must submit detailed information across multiple tabs covering company experience, key personnel, organizational structure, project approach, safety performance, and project references.

The solicitation requires respondents to provide extensive documentation including financial reports, insurance certificates, compliance forms, and project reference details. Firms must demonstrate capabilities in water distribution system design, permitting, and construction-phase support, with a preference for Central Florida project experience. Key evaluation criteria include the firm's ability to control project costs, maintain schedules, deliver added value, and provide comprehensive engineering services. The qualification form also seeks information about minority/women-owned business participation, pre-employment screening processes, and potential economic development opportunities that could benefit the local Orlando area or State of Florida. Proposers must submit detailed responses limited to specific page lengths across various sections of the qualification form.
