About this file
This Statement of Objectives (SOO) details the installation of video teleconferencing (VTC) equipment, microphones, and JTIC/DISA approved matrix equipment in Building 1758. The primary objectives include replacing existing Atlona A/V equipment with Crestron equipment, installing two CISCO codecs (one for secure and one for non-secure VTC), and integrating a 15-panel video wall with comprehensive audio-visual capabilities. The contractor must ensure seamless integration of secure and non-secure systems, install push-to-talk microphones, and develop a "mission control" area capable of controlling four monitors from a single computer.
Key requirements include using new equipment only, maintaining strict information assurance and operational security protocols, and completing the entire project within 180 days of contract award. The contractor will be responsible for all cabling, wiring, equipment mounting, programming, and system integration. Special qualifications mandate design and programming oversight by an individual with 10 years of experience, and physical installation by technicians with at least 5 years of audio/video equipment installation experience. Government-furnished equipment includes the 15-panel video wall, CISCO codecs, cameras, room kits, and a BIAMP Tesira HD-1 dialer.

STATEMENT OF OBJECTIVES
INSTALLATION OF VTC EQUIPMENT, MICROPHONES, AND INTEGRATION OF
JTIC/DISA APPROVED MATRIX EQUIPMENT IN BLDG 1758
Work involves the expeditious installation of hardware and software required for secure (SIPR) and non-secure internet protocol (IP) based video teleconferencing system (VTC). Install the VTC, push-to-talk microphones, and JTIC/DISA approved Crestron equipment within Bldg 1758.
VTC and SVTC must be controllable from the same location, via Crestron control panels.
Government furnished equipment includes two CISCO codecs. One is intended for Nonsecure VTC, the other is intended Secure VTC. Both SVTC and VTC, through the Creston control panels, must allow a user to select the given computer input and the desired display output projected onto the 15 panel wall.
Contractor will install two GFE CISCO cameras, replacing the defunct cameras currently stationed on the wall. These cameras will integrate with the SVTC, VTC, and Crestron equipment.
Contractor will provide and ensure enough desk-top, push-to-talk microphones are installed to sufficiently allow for any one individual to communicate across the VTCs without having to leave their seat. Microphones must be capable of being utilized for both secure and non-secure VTCs.
The micro-phone/speaker configuration will provide the greatest audio range and clarity throughout the room as system design provides, ensuring audio feedback, noise and interference is minimal or nonexistent across the system’s volume and sensitivity range.
Contractor will ensure the existing video display wall integrates with the contractor-furnished Creston equipment. Contractor will ensure the ability to display secured and non-secured data on the video display wall while meeting all communications security (COMSEC) and emission security (EMSEC) requirements. Secured and non-secured data will not be shown concurrently, all screens will show secured or non-secured data only.
Contractor will program all devices, including CISCO codecs, ensuring they meet intended specifications and operability. Contractor will provide programming code and up-to-date schematics/diagrams detailing system connections upon project completion.
Contractor will develop and install a “mission control” area. Intent of mission control area includes the ability to control, at minimum, four monitors from a single computer. Each monitor will serve as a separate display input into the Crestron and the videowall. This will allow the control of a Common Operating Picture by a single operator.
INSTALLATION OF JTIC/DISA APPROVED CRESTRON MATRIX EQUIPMENT LOCATED IN BLDG
Replace Atlona A/V equipment with JTIC/DISA approved Crestron equipment. Ensure the Crestron equipment integrates seamlessly with SVTC, VTC and current display wall. New matrix equipment must support the 15 panel video wall. New matrix equipment must integrate with the current speaker systems and play audio from any given source (computer inputs, cable television input, BIAMP HD-1 Tesira Tabletop Dialer.) Contractor must install/connect transmitter/receiver equipment such that multiple locations can utilize the Crestron to display onto the 15 panel wall. Crestron equipment must be configured such that the 15 panel wall can be tailored, as needed, to provide a Common Operating Picture pulling from multiple sources displayed simultaneously. Crestron programming must be flexible as to offer multiple display options on how given sources are portrayed on the 15 panel wall.
