About this file
This is a Statement of Objective for JBSA Randolph Air Force Base detailing the replacement of a 20-ton split air conditioning system. Lakland Air Force Base requires replacement of an existing, unsupportable system that uses R-22 refrigerant, which is being phased out of production. The contractor's scope is limited to purchasing and delivering equipment only, with no installation or labor services included. The new system must consist of a complete outdoor condensing unit and matching indoor air handler with a nominal cooling capacity of 20 tons (approximately 240,000 BTU/h) and must operate on 208/230V, 3-Phase, 60Hz power supply.
The system must meet or exceed US DOE 2023 minimum efficiency standards and be rated in accordance with AHRI Standard 340/360. It must use a modern, low Global Warming Potential refrigerant such as R-454B in compliance with current EPA regulations. The outdoor condensing unit shall feature dual scroll compressors (tandem or two-stage), be designed for replacement with minimal structural modifications, and include forkable base rails for handling. The indoor air handler must deliver a minimum airflow of 8,000 CFM with a multi-row DX cooling coil and belt-driven fan system, and the system must include an integrated or compatible electric heat kit with approximately 20 kW capacity. Prior to procurement, the contractor must submit complete technical data sheets and performance data for government approval and provide the manufacturer's operating and maintenance manuals. The contractor shall deliver all equipment to 1615th St East, Building 2, Randolph AFB, Texas 78150-2100, and provide the manufacturer's standard commercial warranty with a minimum of one year on all parts.

STATEMENT OF OBJECTIVE
FOR
JBSA RANDOLPH AIR FORCE BASE
B41 AIR CONDITIONING SYSTEM REPLACEMENT EQUIPMENT PURCHASE
ONLY
1.0 Needs Statement
Lakland Air Force Base requires the replacement of an existing, unsupportable 20-ton split air conditioning (A/C) system. The current system utilizes R-22 refrigerant, which is being phased out of production and is no longer available in new equipment. The objective of this project is to replace the aging system with a modern, energy-efficient, and fully compliant 20-ton split A/C system. The new system must provide reliable cooling and heating, meet current Department of Energy (DOE) efficiency standards, and adhere to all relevant environmental and safety regulations.
2.0 Existing System
The current system is a 20-ton commercial split A/C system. The system's outdoor condensing unit and indoor air handler have reached the end of their service life. The contractor shall be responsible for just purchasing and delivering the equipment only.
3.0 Requirements
3.1 General Requirements
The contractor shall provide a complete, turn-key solution including all necessary equipment, materials, and labor to replace the existing A/C system. The proposed system must meet the following general criteria:
• Equipment: The system shall consist of a new outdoor condensing unit and a matching indoor air handler.
• Capacity: The system shall have a nominal cooling capacity of 20 tons (approximately 240,000 BTU/h).
• Compliance: All equipment must be new and unused. The system shall meet or exceed the US DOE 2023 minimum efficiency standards and be rated in accordance with AHRI Standard 340/360.
• Refrigerant: The system must use a modern, low Global Warming Potential (GWP) refrigerant, such as R-454B, in compliance with current EPA regulations.
• Electrical: The system must operate on a 208/230V, 3-Phase, 60Hz power supply.
3.2 System-Specific Requirements
• Outdoor Condensing Unit:
• Shall feature dual scroll compressors (tandem or two-stage) for improved efficiency and reliability.
• Must be designed for replacement with minimal structural modifications to the existing mounting pad.
• Shall be constructed with forkable base rails to facilitate handling and installation.
• Indoor Air Handler:
• Must be capable of delivering a minimum airflow of 8,000 CFM.
• Shall include a multi-row DX cooling coil and a belt-driven fan system designed to meet the required static pressure.
• Heating Capability:
• The system must include an integrated or compatible electric heat kit with a capacity of approximately 20 kW.
4.0 Implementation Services
• Submittals: Prior to procurement, the contractor shall submit complete technical data sheets, and performance data for all proposed equipment for government review and approval.
• Documentation: The contractor shall provide the manufacturer’s operating and maintenance manuals for the new system.
5.0 Logistics Requirements
• Warranty: The contractor shall provide the manufacturer's standard commercial warranty, which shall include a minimum of a one (1) year warranty on all parts.
• Contractor will deliver all equipment to the following address.
