SOL-OAA-11-000098 - AMENDMENT III

August 9, 2011

This amendment responds to questions regarding the Request for Quotation (RFQ). All questions concerning this RFQ must be emailed to Lance Butler III, Contracting Officer, at the email address lbutler@usaid.gov. USAID will be extending the question and answer period for this RFQ. All questions must be submitted no later than August 11, 2011, at 4:30 pm to allow sufficient time for a response.

Question 1: With respect to options for the packaging/kitting, how will pricing be handled during “post award,” with USAID reserving "the right to provide technical direction with respect to packaging requirements? “Is USAID asking bidders to provide pricing and details of their intended kit packaging, which will be subject to adjustments based on post-award technical direction?

Answer 1: USAID has reserved the right to provide technical direction/supervision with respect to the placement of the accessories (lights, reflective tape, switches) on the Kawasaki Mule. USAID will also inspect the final packing of the equipment. The agency will, however, be flexible with respect to how the materials are kitted together. We encourage vendors to come up with creative solutions and will offer latitude regarding the pricing and packaging details.

USAID’s “technical direction” will be limited to the inspection and acceptance protocols outlined in the RFQ.

Offerors should consider the following in preparing the packaging proposals:

The Kawasaki Mule and kit will be used in austere environments immediately following a disaster. Each vehicle should, therefore, be packed with all equipment specified in the solicitation so that it may be driven on and off of an aircraft. The kitting should not exceed the height of the canopy or the side walls of the cargo section of the Kawasaki Mule. In some cases this kit may also be sent on a separate aircraft ahead of the airfield logistics officer. As such, equipment may be out in the open and exposed to the elements (rain or otherwise) for short periods of time. Accordingly, items should be packed so that equipment remains secure and protected against inclement weather. Although USAID has a preference for plastic containers, prospective vendors are encouraged to use their best judgment with respect to fulfilling the requirement in their responses.

Sincerely, s/

Lance Butler III Contracting Officer Office of Acquisition and Assistance
