Justification For Other than Full And Open Competition
Agency Name: U.S. Agency for International Development Bureau for Democracy, Conflict, and Humanitarian Assistance Office of U.S. Foreign Disaster Assistance Disaster Response and Mitigation Division
DCHA/OFDA/DRM
Contracting Activity: U.S. Agency for International Development Office of Acquisition and Assistance 1300 Pennsylvania Avenue, N.W. / SA-44 Washington, D.C. 20523
CITATIONS: FAR PART 13.106(1)(b) Only One Source Reasonably Available Brand Name Requirement
NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:
DCHA/OFDA is requesting the award of contract, without full and open competition, for 2 Logistics Airfield Deployment Kits designed to assist with the management of DCHA/OFDA’s humanitarian assistance programs. These kits will be staged in USAID/OFDA’s warehouses in Miami and Dubai for rapid global deployment in response to a disaster.
DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S
NEEDS (INCUDING THE ESTIMATED VALUE):
DCHA/OFDA requires the items listed in the statement of work (SOW) to be the specific brand name items. Specific brand name and model type are critical to USAID/OFDA to meet the needs of the logistics mission in humanitarian emergency. Specifically, the following items from the SOW:
Kawasaki Mule 2011 Model, 4010 trans 4x4: The Kawasaki Mule is the standard utilized by our partners and US Embassies. The specifications for personnel and equipment transport as well as durability, feasibility of maintenance and availability parts worldwide are determining factors. USAID/OFDA has utilized this equipment as a loan item from other USG agencies during emergencies and has had positive experiences.

The Honda EU 200I Portable Generator: The Honda EU 200I Portable Generator was chosen from firsthand experience by our logs office. This particular piece of equipment is also widely used by USG Embassies and is one of the most common generators available worldwide. The portability, quiet operation, ease of use, fuel conservation and voltage inverter make this the most appropriate equipment for our needs in an austere environment.
