SOL-OAA-11-000098 - AMENDMENT I
August 4, 2011
This amendment responds to questions regarding the Request for Quotation (RFQ). All questions concerning this RFQ must be emailed to Lance Butler III, Contracting Officer, at the email address lbutler@usaid.gov. All questions must be submitted no later than August 5, 2011 at 12:00 pm to allow sufficient time for a response.
USAID will post all questions and responses accordingly.
Question 1: For newly established companies who may or may not possess Past Performance, would a bid be considered conforming if it were submitted without a Past Performance questionnaire?
Answer 1: As per Section ix of the solicitation, past performance is one of three indicators (Price, Technical Acceptability, Past Performance) of an offeror’s ability to perform the contract successfully that we will consider in our evaluation of quotations.
For purposes of this acquisition, in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, USAID will not evaluate the vendor favorably or unfavorably.
Provided your quotation meets all other requirements as specified in the solicitation, it would still be conforming if were submitted without a past performance questionnaire. However, please indicate in your quote the reason(s) why your organization did not submit performance references.
Question 2: Is the 50' specification for the heavy duty extension cords a specific requirement, or would offering a longer cord be acceptable?
Answer 2: The 50’ specification for the heavy duty extension cords is a minimum acceptable requirement. A longer heavy duty extension cord would be considered acceptable.
Sincerely, s/
Lance Butler III Contracting Officer Office of Acquisition and Assistance
