About this file
This Performance Work Statement (PWS) defines requirements for pilotage services in Okinawa, Japan, for United States Ship (USS), U.S. Navy Ship (USNS), and other vessels in Kin-Nakagusuku Bay and Naha Port. The contract, effective from 1 January 2026 through 31 December 2026 with a 6-month extension option, replaces the existing contract N68246-23-D0002. The contractor must provide licensed marine pilots certified under the Japanese Marine Pilot Law, ensuring 24/7 availability to navigate vessels safely, avoid environmental damage, and comply with local, national, and international maritime regulations.
Key performance requirements include providing pilots to guide vessels to and from designated locations, using a pilot boat or tugboat for embarkation/disembarkation, maintaining communication with vessel masters, and submitting detailed pilotage reports. The contract covers various vessel types for Commander Fleet Activities Okinawa (CFAO) and Military Sealift Command (MSC), with pricing structured by vessel type, displacement, and draft. Rates differ for daytime and nighttime services, with additional charges for waiting time and cancellations. The contractor must also conduct background checks on personnel and report labor hours through the specified government reporting system.
