About this file
This document is a Solicitation Amendment issued by the State of North Dakota Department of Health and Human Services for a Crisis Residential Unit in Devils Lake, North Dakota. The amendment provides responses to questions related to the RFP schedule, location of work, and required licenses. The RFP has a deadline for receipt of proposals on June 28, 2024, and an approximate contract start date of September 1, 2024, which can be negotiated with the successful offeror. The state is not aware of any potential suitable buildings for this property that are preferable for lease or sale. The amendment revises the wording on required licenses, allowing the successful offeror to obtain the necessary professional licenses and permits by the contract start date instead of at the time proposals are due.
The solicitation is seeking proposals from entities to establish and operate a 10-bed sub-acute crisis residential unit in Devils Lake, North Dakota. The jurisdiction for this opportunity is Ramsey County. The solicitation does not provide any details on pricing terms, set asides, incumbents, funding requirements or sources, or other salient commercial information.

SOLICITATION AMENDMENT 1
May 31, 2024
Solicitation Number: 325-24-930-034 Title: Crisis Residential Unit Deadline for Receipt of Proposals: June 28, 2024, at 12:00 PM, CT Solicitation Issued: April 30, 2024
Section 1.03 RFP Schedule established a Deadline for Submission of Questions and Objections. The responses, including any necessary amendments, are as follows:
Questions related to Section 1.03 RFP Schedule:
1. Question: Based on the current deadline of proposals of 06/28/2024, there will likely not be enough time to vet potential property locations/buildings for this program and determine start-up costs to include necessary renovations to meet the minimum requirements of the RFP, to submit an accurate cost proposal. If no proposals are received, can the deadline be extended 60 days.
Response: No, STATE will not extend the Deadline for Receipt of Proposals past June 28, 2024. STATE will re-evaluate whether it will issue another RFP at a later date should STATE not receive any proposals.
No amendment necessary.
2. Question: Is the approximate contract start date of September 1, 2024 negotiable?
Response: Yes, as stated in Section 1.03 RFP Schedule, the contract start date of September 1, 2024, is an approximate date and, therefore, can be negotiated with the successful offeror. An offeror shall include their anticipated contract start date within their proposal.
No amendment necessary.
Question related to Section 2.04 Location of Work
3. Question: Is the state/Director of Lake Region HSC aware of any potential suitable buildings for this property that are preferable for lease and/or sale?
Response: No, STATE is not aware of any potential suitable buildings for this property that are preferable for lease and/or sale.
No amendment necessary.
Question related to Section 2.05 Required Licenses
4. Question: Would the state agree to revise wording to allow bidding vendor to secure any licenses and/or permits by the agreed upon opening date instead of at the time the proposals are due?
Response: Yes, STATE will agree to extend the requirement for an offeror to have the required professional licenses and permits by the contract start date. An offeror who does not currently have the professional licenses and permits required by federal, state, and local laws for performance of a contract entered as a result of this RFP will need to provide in their Technical Proposal when the professional licenses and permits are expected to be obtained.
Amendment: Section 2.05 Required Licenses shall be deleted in its entirety and replaced as follows:
By the Contract Start Date, the successful offeror must have and keep current any professional licenses and permits required by federal, state, and local laws for performance of a contract entered as a result of this RFP. An offeror who does not currently have the professional licenses and permits required by federal, state, and local laws for performance of a contract entered as a result of this RFP will need to provide in their Technical Proposal when the professional licenses and permits are expected to be obtained.
