Re: Response to Comments/Questions Draft Request for Proposal 86614121R00001
HUD Office of Multi-Family Housing (MFH) Programs, Nationwide Construction Inspection Services
Dear Potential Offeror
Here are the government’s responses to all the questions that came in on time:
GENERAL QUESTIONS
General Question 1 (GQ1): What is the name of the current or past contractor for this contract?
General Response 1 (GR1): Pages 38-41 have the name for the current contractors per region.
GQ2: What is the current monthly or total annual awarded amount for this contract?
GR2: Pages 38-41 show the total contract value of the current contract ceiling amount, which divided by 5 would show you the annual average of all 5 years.
GQ3: What will be the anticipated start date for this contract?
GR3: Pages 38-41 shows the contract end dates, and HUD anticipates to make an award within 60 days of the contract expiration date to make an award within the 60 day transition period.
GQ4: What will be the anticipated award date for this contract?
GR4: Based upon contract expiration shown on pages 38-41 of the solicitation.
GQ5: Have funds been appropriated for this opportunity?
GR5: Fiscal Year 22 funds have been appropriated for continuing resolution FY22
Spending Bill for Affordable Housing and Community Development.
TECHNICAL QUESTIONS
Technical Question 1 (TQ1): There are 5 regions identified on Page 6, which includes multiple states in each region and there are number of units provided on Page 7. Can you provide distribution of these units among different states in each region? This will help to estimate average travel time required in each region and identify required experienced personnel in each region.
Technical Response 1 (TR1): Distribution starts on page 38 through 41, on percentages for historical work performed in each region. HUD further breaks it down into FHA zones as well, with some small states having a single FHA zone or larger states with multiple FHA zones, the first 3 numbers of the FHA number define the zones.
TQ2: Construction Inspector Standard Minimum Experience – Requires 3 years of multifamily inspection experience for each phase – pre-pour, framing, plumbing, electrical, HVAC, and final inspections. It is not typical for one single inspector to be certified in all phases of the construction. Is it acceptable to have one dedicated construction inspector for each unit, and he/she utilizes additional certified inspectors for plumbing, electrical, etc. even though he/she will be responsible for that unit?
TR2: It is typical for HUD Multifamily inspectors to have experience in multiple phases of construction with certification in one or more areas but not necessarily all phases.
TQ3: Construction Inspections – During the monthly inspections, are construction inspectors required to verify if the construction is performed in accordance with the contract documents or are they responsible for verifying if the HVAC, plumbing, and electrical are installed in accordance with the applicable code?
TR3: They are HUD’s eyes and ears to verify the project is built per the approved plans, specs and approved change orders, not necessarily the local code.
TQ4: Will there be a tour, or a slideshow to explain the requirements, any bad weather storms days included into the schedule?
TR4: Referenced 52.212-4(f) Excusable delays, no slideshow or tour to explain the requirements. The builder and architect may delay due to weather which would fall under 52.212-4(f). Scheduling is coordinated with the Builder and Architect.
BUSINESS QUESTIONS
Business Question 1 (BQ1): Estimated number of units are provided for each region on Page 7 and minimum and maximum units are provided on Page 8. Can you please define what a unit is? Is it number of homes in a multifamily building or number of multifamily buildings? If they are multifamily family buildings, can you provide average number of homes in each building?
This will provide consistency in pricing from all offerors.
Business Response 1 (BR1): A unit for price quantity is the actual inspection of a project not per unit of a MFH building. You may use NMHC | Quick Facts: Apartment Stock for more data.
