About this file

This document is Amendment One for Solicitation No. 33330225RF0010027, a Request for Qualifications (RFQ) for Construction Indefinite Delivery Indefinite Quantity (IDIQ) Multidiscipline Contracts. The amendment provides responses to nine vendor questions and updates key solicitation details, including extending the project timeline from 5 to 10 years and clarifying submission requirements. The Smithsonian Institution is seeking small business contractors to support construction needs in the New York City area, specifically for the National Museum of the American Indian and Cooper Hewitt Design Museum, with project values between $1 million and $8 million.

The amendment addresses critical vendor inquiries such as project experience timelines, financial statement requirements, and proposal submission formats. Key changes include requiring audited financial statements, allowing a cover letter that counts toward page limits, and specifying that proposals should be submitted as a combined PDF with tabbed sections. The bid due date is set for May 16, 2025, at 3:00 PM Eastern Standard Time, and the solicitation remains a small business set-aside under NAICS code 236220 for Commercial and Institutional Building Construction.

We request the government to extend the project timeline in comparable and non-comparable projects to the past 10 years vs. the provided 5 years currently.

The project timeline is extended to 10 years. Projects within the last five years will be given a higher rating over older projects.

2 We request the government to consider projects above with magnitude above $8 million. This IDIQ is focused on projects below the $8M threshold. Experience in this cost range is required.

Reference is made to Part VI of the solicitation submission of audited financial statement, do we have to provide ‘audited’ financial statements, or will ‘reviewed’ financial statements be acceptable?

Yes. Please provide audited financial statements for review and accountability. An audited financial statement includes a detailed examination of four key financial reports: a balance sheet, cash flow statements, income statements, and statement of changes in equity. The audited of financial statements that have been reviewed and verified by an independent auditor provides a higher level of assurance and credibility compared to unaudited ones, and are often required for legal, regulatory, or financial purposes. This helps determination that your company possesses sufficient resources to successfully complete this project.

4 Will the Smithsonian accepted reviewed financial statements in lieu of audited? See quesiton 3

Can you please confirm whether there is a specific format or template required for the Qualification Statement, or should we follow the tab and part structure as described?

Follow the tab and part structure.

6 Are offerors allowed to include a cover letter or Cover Page, and if so, will it be counted toward the evaluation?

Offerers are allowed to include a cover letter and/or cover page. It will count against the total page count.

Do we need to submit the proposal in PDF format, and should each Tab be submitted as a separate file or combined into one PDF?

Submit as a combined pdf with sections tabbed.

8 Can you confirm whether Form A (Interim Financial Data) is required if our audited financials are dated within six months of the submission deadline?

See question 3

The RFQ identifies “Part I – General Information” and instructs us to include information under Tabs 1–12, but then also refers to “Part II – Contractor’s Background” starting again with Tab 1. Can you please clarify whether

TAB 1 will go in PART I or PART II?

Part II - Contractor's Background worksheet should be completed and filed under

Part 1, Tab No. 1.
