About this file
This is a Request for Quote (RFQ) for the procurement of raw subsistence (food products) to support the Illinois Army National Guard's 404th Aviation Training Unit during Annual Training Operations at Marseilles Training Center in Illinois.
The solicitation number is W91SMC-26-Q-A008, issued by the W91SMC contracting activity. Quotes are due by May 21, 2026 at 10:00 AM CDT, with Requests for Information due by May 18, 2026 at 11:00 AM CDT. The procurement involves four separate delivery dates: May 29, June 2, June 5, and June 9, 2026, with all deliveries required by 1600 hours at Building DFAC A, Marseilles Training Center, 1700 Army Road, Marseilles, IL 61341. The contract employs a Lowest Price Technically Acceptable (LPTA) source selection methodology with firm-fixed pricing. Offerors must submit two volumes: a technical proposal (not to exceed 20 pages) and a price proposal with no page limit. The technical proposal must demonstrate compliance with minimum acceptability standards covering product quality (USDA Choice or higher meat, fresh produce with 75% shelf-life remaining, Grade B or higher frozen items), delivery logistics (on-time delivery by specified dates, proper temperatures), compliance (sanitary transport vehicles, FDA Food Code adherence, Berry Amendment compliance requiring U.S.-grown products), and replacement commitments (rejected items replaced within 24 hours at no cost). Pricing must be fully burdened and include all products, accessories, calibration, and shipping to the designated Illinois location. Proposals shall be submitted electronically via email to the Contracting Officer, Donald Piper, at donald.g.piper6.mil@army.mil. The government anticipates a single award and reserves the right to award some, all, or none of the requirement.

INSTRUCTIONS TO OFFERORS:
1 The government will award a contract to the responsible offeror whose proposal, conforming to the solicitation, is determined to be the most advantageous to the Government. The award will be made on the basis of the Lowest Price Technically Acceptable (LPTA) source selection process.
2. To be considered for award, a proposal must be rated as "Acceptable" for all non-price factors. The award will then be made to the offeror with the lowest evaluated price among the technically acceptable proposals.
3. Quotes shall be submitted prior to the closing date and time of this posting. Send quotes to the contracting officer: Donald Piper at donald.g.piper6.mil@army.mil.
Contracting Officer reserves the right to accept late quotes if in the best interest of the government.
4. All questions regarding this Request for Quote (RFQ) shall be submitted in writing via email to Donald Piper at donald.g.piper6.mil@army.mil. The government is not obligated to provide responses to questions submitted to offerors.
GENERAL INSTRUCITIONS:
1. The Government will award contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. LPTA shall be used to evaluate technically acceptable offers in accordance with the "best value" definition outlined in FAR 2.101.
2. The Offer. The submission of the documentation specified below will constitute the offeror's acceptance of the terms and conditions of the RFQ, in accordance with the Statement of Work (SOW).
3. It is the Government's intention to award without discussions. Offerors are encouraged to present their best proposal in their initial submission. The Government reserves the right to hold discussions.

BASES FOR AWARD
1. Any award made will be based on the most advantageous (FAR 52.212-2 Evaluation Commercial Items) to the Government, price and technical acceptability considered.
2. The Government will award a contract resulting from this RFQ if the offerors proposal conforms to the RFQ, the offerors proposal conforms to the attached SOW, the offeror is found responsible, and if the final price is determined fair and reasonable in accordance with RFO PART 12.204
3. The Government reserves the right to award Some, All, or None. The Government anticipates only one award.
Evaluation Criteria. The evaluation process will proceed as follows:
1. The Government will evaluate the lowest-priced proposal for Technical Acceptability.
2. If the lowest-priced proposal is determined to be "Technically Acceptable," the evaluation stops, and that offeror will be considered for award.
3. If the proposal is found "Unacceptable," the Government will then evaluate the next lowest-priced proposal, continuing this process until a technically acceptable proposal is identified.
Factor 1: Technical Performance
Factor 2: Price
Factor 1: Technical Acceptability
To be determined "Technically Acceptable," an offeror shall provide sufficient documentation, product literature, or a technical narrative demonstrating that their proposed solution meets or exceeds all the minimum requirements outlined in the Statement of Work (SOW).
Proposals will be evaluated on a pass/fail basis and assigned a rating of either Acceptable or Unacceptable. A rating of "Unacceptable" in any single requirement will render the entire proposal Technically Unacceptable and therefore ineligible for award.
