4. Existing Conditions:

a. Site Access:

i. All buildings are located at 75 Wilder St. Peterborough, NH and are within close proximity to each other as shown on Informational Map 1 in Appendix A.

b. General Descriptions of Buildings:

i. Operator's Quarters Building:

This building was constructed in 1949.

This building was originally constructed as a two-story, timber-built building with a full concrete basement in the classical revival style. In the 1980's the first floor of the building was removed along with the fireplace and chimney. The basement was filled except for a small hallway leading to an electric panel and access to a small cold storage room. Once the basement was filled and a concrete floor was poured, the second floor was supported with a steel I-Beam and vertical posts.

The north facing first story wall was removed to install two garage bay doors. The second story remained untouched except for the removal of the chimney up to the attic elevation.

The approximate building area consists of a 30' by 25' structure. With the main level (garage section) and the second floor, this approximates to 1,500 sq. ft. This does not incorporate the basement hallway and small cold storage room or the side porches.

The basement hallway and cold storage room area is approximately 153 sq.ft. in total.

The building was sided with wood clapboards and painted with paint that has been tested to show it does contain lead, though the concentration and quantity has not been calculated.

The building has since been sided with vinyl siding over the clapboards and some of the fascia boards have been wrapped in aluminum.

The heat and water for the building have been disconnected.

The second-floor windows have been replaced, the first-floor windows are original.

The glazing around the first-floor windows has tested positive for PCB's though concentration and quantity analysis has not been calculated.

In 1995 an Asbestos survey was conducted to inventory potential sources of Asbestos. Asbestos was found in the first-floor ceiling boards, around pipes in the pipe insulation, in the tile flooring, and in the drywall. Please reference the Merrimack River Basin Asbestos Survey; June 12, 1995, in Appendix C.

A 1996 Asbestos Removal contract did not require any removal of asbestos in this building;

however, drywall was installed over the asbestos ceiling panels in order to contain the asbestos.

Please see Informational Photos 1 through 11 in Appendix A.

Please see Informational Drawings 1 through 3 in Appendix B.

ii. Project Office Building:

This building was constructed in 1949.

The original building measured 72' by 25'. In the early 1960's a public bathroom addition was added (16' by 9') thus making the approximate area of the existing main level of the building 1,944 sq.ft. There is a small basement under the south end of the office that is approximately 328 sq.ft.

The Project Office is a timber-built, single-story structure with an attic.

The structure was sided with wood clapboards which had been painted with paint containing lead.

The structure has since been insulated with thin insulation board and sided with vinyl siding over the existing clapboards, and the fascia boards have been wrapped in aluminum.

The roof material is asphalt shingles with aluminum ice belt panels along the drip edge on each side of the roof.

Most of the windows have been replaced with vinyl windows except for two, four-pane deadlight transom windows. One of these windows is above the main entrance door, and the other is in the north wall of the garage above where a door had originally been located and has since been covered over. These two windows may contain PCBs in their glazing or caulking similar to those in the Operator's Quarters building.

In 1995 an Asbestos survey was conducted to inventory potential sources of Asbestos. Asbestos was found in the attic as loose vermiculite, around pipes in the pipe insulation, in ceiling boards, in the tile flooring, and in the drywall. Please reference the Merrimack River Basin Asbestos Survey;

June 12, 1995, in Appendix C.

In 1996 a contract was awarded for the removal of asbestos materials from the Project Office building. There is little documentation remaining of what actually was removed, but the basic summary was to remove the loose vermiculite in the attic, remove the pipe insulation, and to decontaminate any items that were contaminated with asbestos. Please see the Asbestos Removal Contract Summary of Work; DACW33-96-M-0903; July 17, 1996, in Appendix C.

At some point in time, the asbestos ceiling boards were covered over with drywall in the garage area, and a drop ceiling was installed in the office area.

The subfloor is painted, poured concrete. The paint has tested positive for lead, although concentration and quantity are unknown. There are floor tiles in the front entrance room that may contain asbestos. Most of the floor has been covered with carpet that was glued in place. Recently laminate plank flooring was installed over the carpet and floor tiles.

There is currently an air handler system in the attic with ducts to ceiling vents for the air conditioning system.

The basement area contains a propane boiler, a water pressure tank and water filtration system, storage shelves for office supplies, a masonry block storage room for flammable materials with the original steel doors, as well as the Information Technology equipment.

The original garage had two doors. When the garage doors were replaced with a single garage door, a steel support beam with two vertical posts was put in place to carry the building after the small dividing wall between the previous garage doors was removed.

The Project Office was formerly known as the Utility Building. There are still references to the Utility Building in the Informational Drawings.

Please see Informational Photos 12 through 27 in Appendix A.

Please see Informational Drawings 4 and 5 in Appendix B.

iii. Single Bay Garage Building:

This building was constructed in 1949.

The garage is approximately 22' by 12' (approx. 264 sq.ft.).

The garage is a timber-built structure on a concrete slab.

The structure was sided with wood clapboards and was most likely painted with paint containing lead, similar to the other buildings.

The garage has been sided with vinyl siding over the existing clapboards, and the painted fascia boards have been wrapped with aluminum.

The roofing is asphalt shingles.

The garage door and the personnel door are not original to the structure.

A side shed was added to the structure at some point after original construction.

Please see Informational Photos 28 and 29 in Appendix A.

Please see Informational Drawing 6 in Appendix B.

iv. Gatehouse Building:

This structure was constructed in 1949.

Primarily this structure is constructed of concrete, steel and masonry.

There is a flat rubber membrane roof.

There are two floors that are actively used in the course of normal duties in this building. The operating floor is the floor where gate changes and the gate operators are located as well as the emergency generator, and this is the level that is accessed directly from the service bridge. The level below the operating floor is the heating room floor where the furnace is located along with heating oil tank and other stored materials for the operation of the gatehouse.

The rough floor area of each floor is approximately 512.5 sq.ft.

Much of the base layers of paint on the floor, railings, and crane related steel has tested positive for lead though concentration; however, quantity analysis has not been calculated.

The floor, railings and some of the crane's steel components have been painted with non-lead containing paint to try and contain the lead containing paint beneath it.

The gate operators have been removed, blasted clean of lead containing paint, repainted with non-lead containing paint and reinstalled in the gatehouse.

The windows have been replaced except for the steel transoms between the upper and lower window sections on each window (See Informational Photos 33 and 34 in Appendix A). These sections may still have lead containing paint covering them.

In 1995 an Asbestos survey was conducted to inventory potential sources of Asbestos. The insulation around the generator exhaust piping appears to have been tested and it appears that it does not contain asbestos. Please reference the Merrimack River Basin Asbestos Survey; June 12, 1995, in Appendix C.

The Informational Drawings have the Gatehouse Building listed as Gate House.

Please see Informational Photos 30 through 39 in Appendix A.

Please see Informational Drawings 7 through 9 in Appendix B.
