3.2 Contractor Qualifications: The contractor must have extensive experience with in-shore and off-shore sampling techniques for the collection of water and sediment.

PART 4

SPECIFIC TASKS

4.1 Basic Services: The Contractor shall provide services and equipment for collection of in-shore and off-shore water and sediments.

4.2 Tasks: Tasks consist of the following:

4.2.1 Sample Collection:

Sediment samples will be collected via either a grab sampling device or a vibracore for shoaling depths greater than three feet above the project depth. Grab sampling devices need to be able to obtain sample material from the maximum project depth. The Contractor shall provide all materials and equipment needed to complete this work as described in the Southeast Regional Implementation Manual (SERIM) and the Green Book. The Contractor shall complete this work in general accordance with requirements and guidelines in the SERIM USACE/EPA 2008 and the Green Book https://www.epa.gov/cwa-404/inland-testing-manual-under-cwa-section-404.

Navigation and Sample Site Location: Sub-meter Global Positioning System (GPS) systems will be utilized to mark the vessel position during sample collection. Signal from a beacon GPS antenna (e.g., Raven, Starlink, Trimble, Hemisphere, Lowrance) shall be sent to an on-board computer and plotted on a monitor using Hypack navigation software.

Water Collection: Water samples will be collected with an ISCO field portable peristaltic pump. Teflon tubing will be used for the majority of the length for water sampling. A short section of acid cleaned, FDA approved, food grade, tygon tubing will be utilized with the peristaltic pump to allow for collection of water samples without potential contamination from an impeller driven water pump.

Sediment Collection: Bottom sediments will be collected with corers (e.g., Vibracore or Box core) or grab samplers (e.g., Vanveen, Clamshell). Bottom sediment type and surface water conditions at the time of sampling will determine which sampling device is most effective and safe to use. Multiple casts will be made with the selected sampler to collect the required volume of sediment from each sampling site.

All sediment collected will be described prior to being composited and/or homogenized. At a minimum, one representative vibracore will be collected within each Dredged Material Management Unit (DMMU) for purposes of logging and material characterization. The material from these vibracores will remain intact and in the core tube for transportation to the ERDC EL. Each core will be cut into five-foot sections and split longitudinally. Cores will then be logged while still moist. The core log data will be used to create the gINT logs.

Redundant field instrumentation required for the above data collection will be on hand during field operations in the event of instrument malfunction.

a) Decontamination: All sampling equipment contacting sediment or water samples will be cleaned and decontaminated in accordance with procedures described in Methods for Collection, Storage and Manipulation of Sediments for Chemical and Toxicological Analyses: Technical Manual (EPA 2001). Sampling devices, handling equipment, and vessel work area will be decontaminated after the entire substation is collected. If a substation is collected at different times the sampler, handling equipment, and vessel work area will be decontaminated between sampling events.

b) Pertinent Boring Information: Bottom sediments will be collected with coring devices (e.g., Vibracore or Box core) or grab samplers (e.g., Vanveen, Clamshell). Depth of sediment to be collected to represent the dredging prism and as indicated in the Sample Analysis Plan (SAP) will determine which sampling device is most effective and safe to use.

Multiple casts will be made with the selected sampler to collect the required volume of sediment from each sampling site.

Redundant field instrumentation required for the above data collection will be on hand during field operations in the event of instrument malfunction.

For estimating purposes, the Contractor may assume that a vibracore and surficial sample will both be collected at each of the sample locations. Any vibracores and surficial samples not collected will be deducted at the end of the period of performance.

Vibracore depth collection must be determined during SAP development, using the most recent project bathymetry (to be provided), in order to represent the existing dredging prism. The SAP must contain a table of estimated cubic yards of material, including current depth and allowable overdredge depth material. Cores will be advanced below ground surface by using galvanized pipe and core sleeves/liners. Each vibracore must recover at least 80% of the subsurface material unless refusal is encountered. Penetration graphs should be generated and incorporated into the final Data Report.

Sample coordinates will be entered into a GPS receiver capable of less than 20-meter accuracy, as well as a back-up unit. Sampling sites will be located onsite using the first unit and will be confirmed with the second unit. The depth at all stations will be recorded. At each site, water depth will be corrected to MLLW using a tide staff or the predicted tides from the National Oceanic and Atmospheric Administration (NOAA). The most recent bathymetric surveys will be used as a reference in the field to confirm depths.

A licensed Professional Engineer (PE) or Professional Geologist (PG) is not required to be present on the vessel during vibracore collection operations. An EIT (engineer in training), GIT (geologist in training), or Technician, experienced in and familiar with collection of vibracore and sediment samples according to the requirements of the SERIM and GreenBook, is sufficient to oversee the vibracore collection effort.

c) Composite Samples: Samples (3 sub-samples) belonging to each sampling zone or DMMU, shall be homogenized and tested as a single sample composite for analysis. Note, only material above the authorized dredge depth shall be included in the composite sample. The composited samples shall be stored in decontaminated 55-gallon drums with liners.

Multiple casts will be made with the selected sampler to collect the required volume of sediment from each sampling site.

d) Sample Homogenization (Preparation of the Samples): Sample homogenization procedures should be clearly detailed in the SAP in accordance with guidance documents listed in attachment. Field collected sediments will be transported to the laboratory for further processing. Discrete sediment sub-samples will be thoroughly homogenized to consistent texture for a minimum of five minutes using an appropriately sized overhead power mixer with a SS blade (e.g., Lightnin mixer model ND-1A, Rochester, NY, or similar). This will be done either within the high-density polyethylene (HDPE) buckets they were delivered in or by transferring to stainless steel (SS) pails.

e) Sample Compositing and Homogenization: The homogenized discrete sediments from each zone will be composited into HDPE drums to form the test material, or DMMU composite. To create each DMMU composite material, equal volumes of the individual discrete sediment collected within each zone will be combined and composited in a larger container and homogenized as described above. The approximate volumes from each site will be calculated by the contractor and provided within the SAP. Composited materials will be returned to a pre-cleaned HDPE container for cold storage.

Prior to the sampling trip, the volume of sediment needed will be re-calculated and enough sample volume will be collected to ensure sufficient volume for all analyses and archiving. Project specific field data sheets for each sub-sample location will be produced and on hand in the field. Field data sheets will include site conditions (e.g., prevailing weather, wind, air temperature), sample location (Global Positioning System [GPS] coordinates), date, time, and field personnel. Once the sediment subsample is collected the sediment character (e.g., color, odor, texture, debris) will be noted in the field data sheet. The sample device(s) utilized, and the duration of deployment will be recorded. The number of containers and the date & time placed in refrigeration will also be recorded.

f) Sample Storage and Transport: Upon collection, samples will be placed in a refrigerated truck, trailer or kept in coolers on wet ice and brought down to and maintained at a temperature of approximately 4C until delivered to the National Environmental Laboratories Accreditation Conference (NELAC) certified laboratory for analysis. Daily temperature logs and loading schedule will be recorded in the Daily Quality Control Reports (DQCR).

g) Storage and Disposal of Samples: The contractor or toxicology and chemistry laboratories will retain all remaining unused sample volume (4 1 (d)C, dark) until the data generated from the samples goes through Quality Assurance/Quality Control (QA/QC) and are approved as acceptable. Samples will be disposed of properly according to federal, state, and local laws.

h) Water Grab Sampling: Water samples will be collected consistent with the SERIM. All instruments should be calibrated by either the manufacturer suggested procedure or an approved standard operating procedure (SOP) in the SAP. Site water will be collected at at a location determined by USACE.

Water samples will be collected with an ISCO field portable peristaltic pump one (1) meter from the sediment surface. A short section of acid cleaned, FDA approved, food grade, Tygon tubing will be utilized with the peristaltic pump to allow for collection of water samples without potential contamination from an impeller driven water pump. Teflon tubing will be used for the majority of the length for water sampling. The two sections of tubing will connect with a stainless-steel hose barb. When collecting the inshore site water sample, in-situ measurements for water temperature, pH, dissolved oxygen, salinity, and conductivity will be measured 1 meter from the sediment surface.

In-situ Water Conditions: In-situ measurements of temperature, salinity, conductivity, pH, dissolved oxygen (DO), and depth will be collected at each sampling location. Water quality probe(s) (e.g., Aqua TROLL 600, YSI 63, YSI 600XLM, YSI 600OMS, YSI 6820, Oxi 330 meter (WTW; Weilheim, Germany) for DO will be calibrated according to manufacturer specifications prior to use. The probe will be placed in the water column and lowered to a depth 1m above the bottom. Salinity, temperature, conductivity, and pH will be measured in this manner. Water depth at each sampling station will be recorded with an Odom CV-100 or similar fathometer.

i) Repositioning Borings. The Government may reposition some borings based on future shoaling within the channel, as identified by surveys collected closer to the field effort. The number of sampling locations will not change.

In the event the Contractor is not able to access a boring location, or if a boring needs to be repositioned by more than 10 feet, the COR and Temporary Point of Compliance (TPOC) shall be immediately contacted to relocate any boring locations that cannot be accessed by the Contractor and the drilling vessel.

Deliverables:

a) Kick-off Meeting

Within 10 days after after award of each call, the Contractor shall lead a teleconference/Webex meeting with the COR and TPOC to informally discuss proposed methods of sampling. The purpose of this meeting is to ensure the Contractor's plan is appropriate to maintain sample integrity prior testing. Meeting minutes shall be provided electronically to the COR and TPOC within 3 days after the proposed meeting to document attendees, general discussion points, and resolution/outcome.

b) Draft Sampling and Analysis Plan/Draft Quality Assurance Project Plan (SAP/(Quality Assurance Project Plan [QAPP])

The SAP/QAPP shall be submitted electronically to the TPOC and COR for review and comment. USACE will submit to EPA for final approval.
