(3) For long-term contracts-

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code(s) assigned to this contract. The small business size standard corresponding to this NAICS code(s) can be found at https://www.sba.gov/document /support--table-size-standards.

(d) The small business size standard for a Contractor providing an end item that it does not manufacture, process, or produce itself, for a contract other than a construction or service contract, is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition-

(3) Was an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

Section M - Evaluation Factors for Award

SECTION M - Evaluation Factors for Award

ADDENDUM TO RFO FAR 52.212-2, EVALUATION-COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (FEB 2026) (DEVIATION 2026-O0038)

Basis for Award

The Government will award a contract resulting from this solicitation to the quote responsible whose quote conforming to the solicitation will be the most advantageous (best value) to the Government, price and technical factors considered. The Government will select the best-suited contractor by performing a comparative evaluation of conforming quotes to determine the best value. Quotes will be assessed against one another to determine which provides the most advantageous solution and best overall value, considering price and non-price factors. This may result in the Government awarding to an offer other than the lowest price.

The following factors will be used to evaluate offers:

1) Factor 1: Technical Capability; The Government will evaluate the offeror's technical quote to determine the degree to which it demonstrates a clear understanding and a sound approach to achieving the requirements of the Performance Work Statement (PWS). The sub-factors below are of equal importance.

Subfactor A: Technical Execution Plan: The quote will be evaluated on the suitability of the proposed execution plan to complete the requirements defined in PWS.

Subfactor B: Industry Certifications and Safety Compliance. Quoters must include evidence of Industry Certifications and Safety Compliance.

2) Factor 2: Price: The Government will evaluate the offeror's total price for reasonableness and completeness. While the Government seeks the best value, it will not be awarded to an offeror with a price that is determined to be unreasonably high or low; which may be an indication that the offeror does not understand the requirement and may be grounds for deeming a quote unacceptable.

Initial Compliance Check: All quotes will be reviewed for compliance with the RFQ's administrative instructions (e.g., active SAM registration, completeness of Volumes I and II, and conformity to the requested CLIN structures). Non-compliant quotes may be excluded from further review.

The Government reserves the right to reject quotes containing unbalanced, mathematically flawed, or unrealistically low pricing.

The following factors will be used to evaluate offers:

SEE ADDENDUM TO 52.212-2 FOR FACTOR EVALUATION

(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. (c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
