About this file
This solicitation document, issued by a Utah state agency, seeks qualified contractors for an HVAC solution serving Building 302 Intelligence Operations Floor and related spaces within an accredited ICD 705 facility. The project encompasses installation of a new nominal 10 or 15-ton ducted split heat pump system to serve the bullpen and two interior rooms, a new energy recovery ventilator (ERV), retention and rebalancing of the existing AHU-1 to serve three exterior rooms, and demolition of the existing 7.5-ton rooftop unit and two out-of-service computer room AC units with associated roof work. The solicitation is designated as a Total Small Business Set-Aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), limiting competition to eligible small businesses. Specific response dates, bid due dates, site visit requirements, and any scheduled bidders' conferences should be referenced within the document for timeline planning and participation requirements.
This solicitation establishes pricing terms and contractual conditions specific to small business participation, with the set-aside restriction ensuring that only qualified small business entities may submit proposals. The project scope reflects critical infrastructure improvements for an intelligence operations facility, indicating specialized requirements for HVAC systems operating within secure environments subject to ICD 705 accreditation standards. Funding sources and contract term details, including any renewal or extension options, are contained within the solicitation document and should be reviewed for financial planning and long-term commitment considerations.

Submission of Alternative Proposals (Tonnage Options):
Offerors must submit independent, distinct technical and price proposals for one or both of the tonnage capacities listed in the Schedule (SF-1449 Block 20).
Option A: 10-Ton Commercial HVAC System (CLIN 0001) Option B: 15-Ton Commercial HVAC System (CLIN 0002)

(Deviation 2026-O0038)
2026-02
Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Lowest Price Technically Acceptable (LPTA) source selection. The Government intends to award a single contract resulting from this solicitation to the responsible offeror whose technically acceptable proposal represents the lowest total evaluated price to the Government.
Separate Evaluation Lanes by Tonnage. Proposals will be grouped and evaluated strictly by tonnage capacity:
All proposals received for the 10-ton system (CLIN 0001A) will be evaluated and ranked only against other 10-ton proposals.
All proposals received for the 15-ton system (CLIN 0001B) will be evaluated and ranked only against other 15-ton proposals.
Evaluation Process: Within each respective tonnage group, the Government will-
Evaluate proposals for technical acceptability based on the criteria in the Statement of Work (SOW). Quotations evaluated as technically unacceptable will not be further evaluated, and their proposed pricing will not be considered for award.
Technical Acceptability of Schedule: The Government will evaluate the Offeror's proposed performance schedule to determine if it is logical, feasible, and realistically demonstrates the ability to complete all requirements within the mandated 90-calendar-day period of performance from the Notice to Proceed.
Determine the Total Evaluated Price.
3. Identify the lowest-priced, technically acceptable proposal within the 10-ton group, and the lowest-priced, technically acceptable proposal within the 15-ton group.
Final Selection:
The Government reserves the right to select either the 10-ton solution or the 15-ton solution for final award based on engineering requirements and final funding availability. Once the capacity determination is made, award will go to the lowest-priced, technically acceptable offer within that selected group.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
