This is a Request for Proposal (RFP) for a design-build contract to replace a boiler with a heat pump at Building 290 in the Jefferson Barracks Air National Guard Station in St. Louis, Missouri. The solicitation is a total small business set-aside with a $19 million small business size standard. The contract is a firm-fixed-price acquisition with a total performance period of 180 calendar days, including design and construction phases. The government will conduct a pre-proposal conference and site visit on 27 August 2025, with mandatory registration by 22 August 2025. Proposals will be evaluated based on technical risk and price, with the contract awarded to the most advantageous offeror. Funds are anticipated to become available prior to award, and the contract will be issued after appropriated funds are confirmed. The solicitation includes detailed requirements for insurance, payment procedures, and compliance with various federal acquisition regulations.

b. In the event the current prevailing Wage Determination is changed by the Department of Labor prior to the closing date of the solicitation, the most current wage determination is in effect. Should the wage rate change after closing, but prior to award, the updated Wage Determination will be incorporated by amendment and issued to all offerors that have not been eliminated from the competition. An addendum is only required if the offeror takes exception to any requirement in the solicitation.
(The Addendum does not have a page limitation, but shall only include information relevant to exceptions taken to the solicitation requirements.) The Government will assume an offeror takes no exceptions to any solicitation requirement if the offeror does not submit an Addendum identifying exceptions.
