Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Technical Capability, Delivery Schedule, and Price Evaluation are equally important in this evaluation.
Technical Capability - The government will evaluate the proposal to determine if the proposed Stationary Generator and Two-bottle Storage System meet or exceed the technical specifications outlined in the description of supplies. To be rated favorably, the proposal must include detailed technical specifications, product datasheets, and supporting documentation that clearly demonstrate compliance with all equipment requirements.
Delivery Schedule: The government will evaluate the bidder's proposed delivery timeline for feasibility, realism, and alignment with project milestones. While proposals must meet the baseline delivery schedule specified in the solicitation to be considered for award, accelerated delivery schedules that successfully shorten the overall lead time will be evaluated more favorably, provided the proposed timeline is realistic and fully supported by a credible execution plan.
Price Evaluation: The Government will calculate the total evaluated price by summing the proposed amounts for all Contract Line Items (CLINs) within the solicitation's pricing structure.
Prior to award, the FL ANG/FL USPFO Contracting Officer must determine the total proposed price to be both fair and reasonable (ensuring the price is not excessively high) and realistic (ensuring the price is not unrealistically low). The price realism evaluation will assess whether the bidder's proposed pricing reflects a clear understanding of the requirements, is consistent with the technical proposal, and poses no risk of poor performance or default.
(b) . The Government will evaluate offers for award purposes by addingOptions (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to theNotice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
