About this file
This is a Women-Owned Small Business (WOSB) Solicitation for a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a ceiling amount of $40,515,357.20 and a minimum guarantee of $7,400. The U.S. Army Contracting Command at Picatinny Arsenal (W15QKN-26-R-A071) is procuring commercially available GLOCK firearms, magazines, spare parts, holsters, tools, and training on a sole-source basis from Glock, Inc. (Manufacturer's CAGE: 0N2S7). The contract covers seven weapon system models: G17, G19, G19X, G26, G43X, G17T, and G19T, with associated magazines, Concurrent Spare Parts (CSP) kits, individual spare parts, and two training courses (MOS/Operator Course and Combined Armorers Course). All deliverables are priced on a Firm Fixed Price basis across 36 contract line items (CLINs), with delivery orders to be placed on an as-needed basis for multiple U.S. locations and overseas (OCONUS) destinations.
The contract incorporates FAR Part 12 commercial products and services acquisition procedures with extensive quality assurance, safety, and security requirements. Items require Item Unique Identification (IUID) marking per DFARS 252.211-7003, with direct identification marking on serialized receivers capable of withstanding the item's life cycle. Deliverables must comply with manufacturer specifications, ISO 9001:2015 quality management standards, MIL-STD-129 and MIL-STD-130 marking standards, and include serial number submissions to the Small Arms Serialization Program (SASP). Packing and marking requirements mandate commercial packaging for one-year protection with heat-treated wood packaging materials per ISPM 15 standards. The contract includes mandatory compliance with export control laws, International Traffic in Arms Regulations (ITAR), and prohibitions on involvement by restricted parties under Executive Order 13662. The Government Quality Assurance Representative will conduct inspections at the contractor's facility, with acceptance at the contractor's plant. Delivery Order 0001 will be issued at contract award for at least the minimum guarantee amount, with subsequent delivery orders issued as needed through the five-year performance period (September 10, 2026 through September 9, 2031).

2.1 Unit Package - A unit package shall be so designed and constructed that it will contain the contents with no damage to the item(s), and with minimal damage to the unit pack during shipment and storage in the shipping container, and will allow subsequent handling. The outermost component of the unit package shall be a container such as a sealed bag, carton or box.
2.2 Unit Package Quantity - Unless otherwise specified, the unit package quantity shall be one each part, set, assembly, kit, etc.
3. Intermediate Package

Pallet loads must be stable, and to the greatest extent possible, provide a level top for ease of stacking. A palletized load shall be of a size to allow for placement of two loads high and wide in a conveyance. The weight capacity of the pallet must be adequate for the load. The preferred commercial expendable pallet is a 40 x 48 inch, 4-way entry pallet although variations may be permitted as dictated by the characteristics of the items being unitized.
