SBU - CONTRACTING AND ACQUISITIONS

Statement of Work for Underground Cabling Plant Maintenance, Location Service, and Building Cable Additions at the U.S. Department of State, Diplomatic Security Service, Foreign Affairs Security Training Center (FASTC)

Purpose The Department of State (DoS), Diplomatic Security (DS) has a requirement to issue a contract for one base year, with four (4) option years, renewable at the Government’s discretion for emergency underground cable repairs. FASTC has approximately 150 manholes that connect 400 plus miles of single mode optical fiber and copper cabling underground. The underground cable is run in various legs totaling approximately 5 linear miles in concrete duct banks.

Distances between manhole junctions are between 300 – 500 feet with 300 being the most common. Fiber cable counts between 12-196 strands. Copper cable is typically 25 pair cable.

Any natural or manmade event that causes the underground cable to fail to transmit between junctions and/or buildings will be considered an emergency and shall require expedited repairs described in the provisions below.

This contract shall require the contractor to mark underground cable pathways on demand prior to construction, grading, or digging by others on the FASTC campus. The contractor will add the hourly rate to mark underground cable locations and itemize separately on the submitted quote.

This contract shall also include additional inside cabling of data drops in existing buildings.

The additional cabling of buildings will be procured using firm-fixed pricing. The government will provide the contractor with a detailed Statement of Work outlining the specific cabling requirements for each building, including the number and location of data drops, termination points, and any other pertinent details. In response to each SOW, the contractor will submit a firm- fixed price quote for the complete cabling installation and testing services required. The contractor’s quote must include all labor, materials, and other direct cost necessary to fully perform the work in accordance with the SOW. Once the government reviews and approves the contractor’s firm-fixed-price quote, a bilateral modification will be issued to incorporate the agreed-upon price into the contract.

The contractor will then perform the building cabling work as a distinct, separate firm-fixed-price contract line item, separate from the emergency underground cabling repair services.

Buildings consist of newly constructed commercial construction material and are office building, shop, and warehouse type facilities. Materials are cinderblock and/or sheet metal exterior.

Interior is cinderblock and/or metal framing and dry wall. FASTC campus covers 1350 acres and consist of 38 venues with between 1 to 11 buildings per venue. Requirements for additional interior cabling will be identified on a case by case bases and issued as firm-fixed-price line items through this contract. These line items will be quoted as normal business hours from 7:00 AM to 4:00 PM Monday through Friday and not considered part of the emergency underground cable repairs as outlined in the underground cable repair.

The contractor will include a statement in their quote that they shall adhere to all provisions in this
