INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT

SCHEDULE OF SERVICES, BLOCK 20

1. PERFORMANCE WORK STATEMENT

The contractor shall provide remote telephone operator services to U.S. Mission Spain & Andorra.

This includes all of Spain, with internal areas of coverage split between the U.S. Embassy in Madrid and the U.S. Consulate General in Barcelona.

The Contractor will need to provide fully trained and skilled teams of telephone operators. The operators will be the first point of contact for all calls. As such, they must be courteous, prompt, polite, professional, patient, helpful, and knowledgeable when acting as the ‘voice’ of the Mission.

Mission Spain & Andorra currently receives approximately 1,200 calls per month between Spanish and English:

Language Number of Calls English 672 Spanish 528

These figures are provided as a guide only based on recent experience. There are no limits on the number of calls which may be received each day. The call volume may fluctuate widely, for instance, should an emergency occur. Please note: the Contractor must plan for circumstances which create a high volume of calls should the Mission experience an emergency or other unexpected situation (see criteria 3 below). Calls may be received in English or Spanish.

The Contractor will adhere to a pre-approved script and processes to handle all incoming calls.

The operators will be required to screen each call received by following scripts provided by the Embassy’s Human Resources Office with input from the Mission’s Consular sections, other sections, and agencies within Mission. After-hours calls that are deemed by the telephone operator to be a true emergency in accordance with the definitions and instructions provided in the script will be passed by the operator to the Embassy Duty Officer for action.

The Contractor will need to satisfy the following criteria:

1. The contractor shall designate an international Spanish-based toll-free number to be accessible and free of charge to all callers.

2. The telephone operators must be fluent in English and Spanish at the Interagency Language

Roundtable (ILR) scale level 4 – full professional fluency in both reading and writing.

3. The Contractor must provide proof that they are able to provide services and support to accommodate any level of call volume.

4. The Government will require a record of each call/message received and the response provided by the operator. This record must include the time the call was received/made and the duration of the call.

a) FOR AFTER HOURS CALLS, a daily activity and call log report to be submitted via email by 0730 CET to the Contracting Officer’s Representative and the American Citizen Services Chief.

b) FOR CALLS DURING REGULAR HOURS, a weekly activity and call report log to be submitted via email at the end of each week to the Contracting Officer’s Representative.

c) INVOICING, a monthly activity and call report log to be submitted via email with the monthly invoice.

The Government will evaluate and monitor every call/message daily to ensure that the Statement of Work is followed.

5. The contractor must be able to provide services in English and Spanish from 8:30 a.m. to 5:30 p.m. CET Monday through Friday and provide services in English only during the rest of the time, or as otherwise directed by the Contracting Officer’s Representative.

6. The Contractor must be flexible in its work practices e.g. operating virtual call centers or home working in cases of severe weather or other situations to ensure continuation of service. The Contractor shall re-route calls to alternate locations in case of a localized power outage or natural disaster.

7. The Contractor will not create or maintain any records or information that is not specifically tied to this contract. Upon completion of the contract, all data will be returned to Mission Spain.

Schedule

Contract hours are 24/7, seven days a week. Embassy Madrid and Consulate General Barcelona occasionally have different schedules (i.e., when one will be closed and the other is open, or one closes early, and the other does not). For reference, the 2025 calendar of American and local holidays observed at each location is attached. (Attachment A). American and local holiday dates should be included in the price at no additional cost.

2. INVOICING

(a) The Contractor shall submit monthly invoices at the address shown in paragraph (d) below within 30 days from the end of each billing period. A proper invoice must include the following information:

- Contractor's name and bank account information for payments by wire transfers

- Invoice Date

- Contract Number

- Monthly activity and call log report showing a listing of all calls received, day, time, call duration, and response provided by the operator.

- Prompt payment discount, if any

- Name, title, phone number, and address of person to contact in case of defective invoice

(b) If an invoice does not contain the above information, the Government reserves the right to reject the invoice as improper and return it to the Contractor within 7 calendars days. The Contractor must then submit a proper invoice within 30 days from the date the invoice was rejected.

(c) The COR will take each summary invoice, review the detailed invoice and either approve for payment or advise of the inaccuracies found. It shall be the COR who will interact with the Contractor on any invoice problems.

(d) The Contractor will send all invoices to the following e-mail address:

MadridFMO.facturas@state.gov

(e) Payment shall be made in U.S. dollars by Electronic Funds Transfer (EFT) within 30 days after receipt of the proper invoice

(f) The Government will only pay for services that have been included in the contract and have been previously requested. The quantities shown in the pricing schedule are estimates only.

3. PERMITS

Without additional cost to the Government, the Contractor shall obtain all permits, licenses, and appointments required for the work under this contract. The Contractor shall obtain these permits, licenses, and appointments in compliance with applicable Spain country laws.

4. DISCLOSURE OF INFORMATION

Any information made available to the Contractor by the Government shall be used only for the purpose of carrying out the provisions of this contract and shall not be divulged or made known in any manner to any person except as may be necessary in the performance of the contract.

5. DELIVERY ORDERS

The Contracting Officer will issue delivery orders to order services to the Contractor for performance of work under this contract. If an order is given orally, it will be followed up by a written delivery order within 7 days.

6. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)

This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract.

The role of the Government is to monitor quality to ensure that contract standards are achieved.
