All equipment must be new; refurbished equipment is not acceptable. Quotes are valid for 60 calendar days from the response deadline. Evaluation will be conducted on an Acceptable/Unacceptable basis for technical merit (prioritized most heavily), followed by past performance on similar contracts (optional references), and price fairness and reasonableness. The anticipated award date is on or about September 15, 2026. All responsible sources may submit quotations, and this is a competitive action.

Offerors will be evaluated in the following order of precidence. Evaluation factors are ordered in the level of precidence from most highly weighted to less weighted.
1. Technical - The technical evaluation will be conducted on an Acceptable/Unacceptable basis. To be determined technically acceptable, the offeror must propose a complete, fully integrated, and highly functional office furniture layout. While the offeror must fulfill the baseline furniture requirements identified in the SOW, they are expected to utilize professional space planning flexibility to propose a solution that maximizes spatial efficiency, ensures ergonomic utility, and maintains aesthetic cohesion.

Vendors may, but are not required, to submit relevant references for awards of contracts in the same NAICS/PSC. Offerors who do not submit Past Performance references will not be excluded from competition.
3. Price - The Government will evaluate if the offeror’s total proposed price is fair and reasonable. A comparison of proposed prices received in response to the solicitation is the preferred and intended price analysis technique. If adequate price competition is not feasible, the government will determine price fair reasonableness by comparing the proposed prices to the result of the government’s market research, independent estimate, and/or other reasonable basis.
