SECTION 1 - INTRODUCTION
1.1 GENERAL
United States Geological Survey is issuing this Request for Quotation (RFQ) for services in accordance with the Statement of Work titled “Audio Visual Equipment – Denver Learning Center”, in Section 2.0.
Offerors will not be reimbursed for any costs incurred in developing their submission in response to this RFQ.
1.2 ANTICIPATED AWARD TYPE
The Government anticipates an award of a Firm-Fixed-Price (FFP) Purchase Order as a result of this RFQ.

Audio & Video Equipment for the Denver Learning Center
I. GENERAL INFORMATION
A. Introduction The purpose of this SOW is to acquire multiple audio and video (AV) systems for the new Denver Learning Center (DLC). The DLC is a collaborative event center supported by DOI University (DOIU) and the U.S. Geological Survey’s Office of Organizational and Employee Development (OED) aka: “The Collaborative.” The Collaborative requests the purchase of AV systems for six, technology enabled event rooms in Building 810 on the Denver Federal Center (DFC) in Denver, Colorado for the purpose of event support. Required equipment includes LCD display systems, microphone systems, video cameras, including installation, system testing, user training and applicable service/maintenance contracts. This hardware and software will allow a variety of delivery modalities for virtual meetings and instructional presentations to include live virtual instructor led training and traditional instructor led training using various platforms including ZOOM for Government, WebEx, Microsoft Teams and others. These systems will be used to support events including technical and informational meetings and instructional classes of all types. The Collaborative will deploy these and other tools as a portfolio of instructional support services for federal, state, and local government personnel including contractors and other collaborators.
B. Background In fiscal year 2020 a Reimbursable Work Agreement was approved by the Department of Interior (DOI) Chief Learning Officer and the USGS Office of Administration to construct a collaborative facility to replace the current Learning Center located in B-53 on the DFC. The existing facility has outdated AV systems and it is not in the best interest of the government to re-deploy these in the new location. Pre-Pandemic, the Bldg. 53 Denver Learning Center hosted up to 3,500 attendees annually. Continued impacts of the Pandemic are anticipated to affect participant travel and will require consideration/compliance with social distancing guidelines and other safety precautions as required by the CDC, State and Federal Government. The AV systems in this SOW will help support these needs.
C. Definitions/Applicable documents The term “AV” includes all manner of large and small room display systems, necessary cabling, audio systems including microphones, amplification systems, remote control cameras, podium-based controllers and associated hardware devices all known by a variety of trade names.
D. Scope

The objective of this SOW is to ensure all customers of the Denver Learning Center have access to appropriate technology to save government resources. Improving meeting and instructional presentation efficiency and engagement will save government personnel time and ensure group processes are effective in support of the respective missions of the Collaborative.
II. WORK REQUIREMENTS
A. Technical Requirements The Collaborative requests that six event rooms, consisting of three large classrooms and three smaller breakout rooms be configured with appropriate flat panel screens, microphone systems and controllers, as well as cabling for flat panel signage in several hallways. Also, one small meeting room will need cabling for two flat panel screens provided by customer. All systems must support current video presentation software including Zoom for Government, WebEx, and Microsoft Teams, each of which have recording and multi-screen features. All AV control systems must be simple and intuitive for customers. Applicable measurement of compliance for this procurement is delivery and installation, operational testing and user training for multiple in-room AV systems that can work both independently and interconnected between the three main classrooms as necessary. Access to software upgrades should be included as necessary. A helpdesk support service during business hours (6:30am – 5pm MTN Mon-Fri) is also required.
B. Deliverables Delivery and installation of all equipment will occur after vendor selection by the USGS Office of Procurement. Delivery, installation, testing and training on all associated systems is requested no later than 90 days after date of award.
III. AV SYSTEM COMPONENT EQUIREMENTS
A. Display Systems - Used for:

i. Cabling for, and mounting of, short throw projection system (customer supplied)
c. Hallway cabling and Mounting Hallway Display Monitors as electronic signage at 3 designated locations outside of classrooms (separate hallway locations).
i. All the above will support Web-Based Conferencing leveraging products (e.g. Zoom for government, WebEx, MS Teams, etc.)
ii. Utilizes in room PC or customer-provided computer.
iii. Government customer responsible for web/software product.
iv. The same camera used for the VTC system must also be able to be used for Web Conferencing.
v. Will use suspended microphones as part of Audio System.
vi. Camera video and microphone audio to the customer’s computer will be extended via USB or HDMI to the conference room table.
B. Audio Systems – Classrooms 8230-B, 8230-A and 8240
d. The audio systems must include the following:
i. Speakers
1. Ceiling mounted speakers and microphones capable of providing clear reception of audio content for all meeting attendees. The speakers will project sound into each classroom from selected multimedia sources as well as audio received from the in-room AV conferencing systems.
2. Incorporated analog telephone interface (POTS) to provide configurable/controllable audio and audio teleconferencing (ATC) capabilities
3. Built in Automatic Echo Cancelation (AEC)
4. Integrates seamlessly with the Web based unit.

5. Must be configured so that the AV system behaves like a single conferencing phone
ii. Microphones
1. Microphones for AV system must be suspended from ceiling.
2. Enough microphones should be installed to support speakers at conference room table as well as speakers from chairs around the perimeter of the room.
a. Microphones will be used only for audio transmission to the web-based conferencing computer. Audio from the microphones will not be sent to the local room speakers for reinforcement within the room.
7 Video Camera Systems - Classrooms 8230-B, 8230-A and 8240
a. Automated video cameras (2 ea.) are required in each of the three classrooms. Both cameras will be ceiling mounted. One camera will have ability to track the presenter as sh/e moves around the front of the classroom. The other camera will provide a view of the seated attendees in the classroom. Both cameras will be automatic and controllable at the podium and from the IT Lab (Room 8216).
b. Cabling only for a single wall mounted web video camera (to be supplied by customer) is also requested to be installed in each of the three conference rooms.
8 Control Systems - Classrooms 8230-B, 8230-A and 8240 and IT Lab 8216.
The control systems must include the following
a. 4 ea. (1) “Crestron” (minimum 8.7”, larger accepted) or comparable Wireless Touch Screen (or manufacturer/system comparable) with a tabletop dock must be provided as the control interface for the AV system. This unit must be able to be relocated anywhere in each of the three classrooms with power.
i. This user interface must have simplified control to facilitate end user self-service and provide advanced capability for technical staff to completely control the AV system. The program provided on the touch panel must have an easy to use, intuitive, GUI interface.
Common operations including modes of operation must be able to be accomplished at the top level of the GUI interface. When possible, detailed control of components should never go below one or two additional levels on the GUI interface. The touch panel must control all applicable components connected to the
Document Title system. All touch panel operations will be functionally oriented; manufacturer-unique elements will not present a concern for user.
ii. Final layout and functionality of the touch panel must be coordinated with the government customer.
b. The control processor built into the “Crestron” (or manufacturer/system comparable unit) will function as the central controller for the AV system in each room and provide all necessary control connectivity
c. Cabling inter connectivity between the 3 classrooms and the IT Lab.
9 Audio Visual Sources - The AV systems must include the following for audio visual connection/sources (Classrooms 8230-B, 8230-A and 8240 only):
a. HDMI connection for room-based PC.
b. HDMI connection for guest laptops or mobile devices
c. Connections will be used for local audio and video presentation of content or web-based conferences.
d. Location of any needed wall plate cabling connections for flat screens will be coordinated with the Government representative.
10 System Core: System Switching, Processing & Signal Transport
– Classrooms 8230-B, 8230-A and 8240 11 The AV system must include system cores for switching, processing and signal transport.
a. The core of each system must be an “All-In-One Presentation
System” capable of:
i. Providing for HDCP compliant, matrix switching, scaling, processing, signal conversion, long distance signal transport (when used with Transmitter & Receivers), amplification and control system capabilities.
ii. Utilizing signal transport technologies that allow for HD Video, audio, 10/100 Ethernet and control signals to be sent over a variety of cabling media such as Cat 6 twisted pair cable.
b. Audio-Video Bridge
i. Capable of receiving audio and video content from customer computing devices (e.g. laptop, pad devices, “Smart phones”)

a. The awardee will be responsible for supplying three (3) cabinet

i. Awardee will work with government customer to ensure that the cabinet/systems rack unit aesthetically fits room environment regarding size/look while also meeting the needs for housing the required equipment.
13 AV System Maintenance Technical Requirements. Period of
Performance includes base year and four option years.
1. Must include same business day phone support
2. Must also include next business day on-site technician support during period of performance.
3. Must include quarterly maintenance checkups
4. Service summary and/or cost estimates are required before failed component repair/replacement
5. Full failed component warrantees
IV. SUPPORTING INFORMATION
A. Place of Performance
All hardware and cabling in ceilings or behind walls will be installed in all 7 of the Denver Learning Center’s event rooms in Bldg.810 on the Denver Federal Center in Denver, CO. during near final construction phase.
B. Period of Performance.
90 days after date of award and with four, 12 mth maintenance option years.
C. Government Furnished Equipment (GFE)
USGS laptop computers will interface with the AV hardware and software.
D. Special Considerations.
Key personnel qualifications. The name(s) of the main OED on-site technical contact(s) will be provided upon award release.
E. Data Rights, Safety, Environment
N/A
E. Security/Privacy Issues Any third-party software loaded on government furnished equipment (GFE) will follow existing USGS and DOI security protocols.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid , is in excess of the simplified acquisition threshold , as defined in FAR 2.101, on the date of award of this contract , and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States , or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor ’s directly pertinent records involving transactions related to this contract .
(2) The Contractor shall make available at its offices at all reasonable times the records, materials , and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract . If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after
Document Title any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data , regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 14 days.

FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 7 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 4 years and 6 months (inclusive of FAR 52.217-8.

DIAR 1452.201-70 Authorities and Delegations (Sep 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

DIAR 1452.203-70 Restriction on Endorsements—Department of the interior (Jul 1996)
The Contractor shall not refer to contracts awarded by the Department of the Interior in commercial advertising, as defined in FAR 31.205-1, in a manner which states or implies that the product or service provided is approved or endorsed by the Government, or is considered by the Government to be superior to other products or services. This restriction is intended to avoid the appearance of preference by the Government toward any product or service. The Contractor may request the Contracting Officer to make a determination as to the propriety of promotional material.

Payment for Unauthorized Work
Document Title
No payments will be made for any unauthorized supplies and/or services, or for any unauthorized changes to the work specified herein. This includes any services performed by the Contractor of their own volition or at the request of an individual other than a duly appointed Contracting Officer. Only a duly appointed Contracting Officer is authorized to change the specifications, terms, and conditions under this effort.
Authority to Obligate the Government
The Contracting Officer is the only individual who can legally commit or obligate the Government to the expenditure of public funds. No cost chargeable to the proposed order can be incurred before receipt of a fully executed order or specific authorization from the Contracting Officer.
Release of News Information
No news release (including photographs and films, public announcements, denial or confirmation of same) on any part of the subject matter of this effort or any phase of any program hereunder shall be made without the prior written approval of the Contracting Officer.
Disclosure of Information
The contractor will maintain, transmit, retain in strictest confidence, and prevent the unauthorized duplication, use, and disclosure of personnel information. The contractor will provide personnel information only to employees, contractors, and subcontractors having a need to know such information in the performance of their duties for this project.
Information made available to the contractor by the Government for the performance of administration of this effort shall be used only for those purposes and shall not be used in any other way without the written agreement of the Contracting Officer.
The contractor agrees to assume responsibility for protecting the confidentiality of Government records, which are not public information. Each contractor or employee of the contractor to whom information may be made available or disclosed shall be notified in writing by the contractor that such information may be disclosed only for a purpose and to the extent authorized herein.
Notice Regarding Late Delivery/Delayed Performance
The contractor will immediately notify the Contracting Officer in writing in the event the contractor encounters difficulty in performance by giving pertinent details, including the date by which it expects to complete performance or make delivery. However, the notification will be informal only in character and will not be construed as a waiver by the Government of any contractual delivery schedule or date, or any rights or remedies provided by law or under this effort.

Correspondence
To promote timely and effective administration, correspondence shall be subject to the following procedures:
(a) Technical correspondence (where technical issues relating to compliance with the requirements herein) shall be addressed to the COR with an information copy to the Contracting Officer.
(b) All other correspondence, including invoices, (that which proposes or otherwise involves waivers, deviations or modifications to the requirements, terms or conditions of this contract) shall be addressed to the Contracting Officer with an information copy to the COR.
Points of Contact
Notwithstanding the Contractor’s responsibility for total management during the performance of this contract, administration of the contract will require maximum coordination between the Government and the Contractor. The following information identifies the individuals responsible for this coordination.
1) Contract Specialist and Contracting Officer
A Contracting Officer, in accordance with Subpart 1.6 of the Federal Acquisition Regulation, is the only person authorized to make or approve any changes in any of the requirements of this contract, and notwithstanding any clauses contained elsewhere in this contract, the said authority remains solely with a Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than a Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.
Additionally, no cost chargeable to any current and/or proposed contract can be incurred before receipt of a fully executed modification and/or contract or specific authorization from the Contracting Officer. The Contracting Officer is the exclusive agent of the Government with authority to enter into and administer contracts. The Contracting Officer must therefore ensure that all requirements of law and regulation are followed.
