Solicitation Summary: TCTS II/P6 Combat Training System

This is a Final Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (ID/IQC) contract to procure supplies and services supporting the U.S. Navy Tactical Combat Training System Increment II (TCTS II) and U.S. Air Force P6 Combat Training System (P6CTS). The Naval Air Warfare Center Training Systems Division seeks a contractor to develop and deliver an airborne subsystem (AS), ground subsystem (GS), remote range unit (RRU), portable support equipment subsystem (PSES), ancillary mission equipment, spares, and associated services including program management, systems engineering, non-recurring engineering, cyber engineering, logistics, depot support, and technical data delivery. The system provides secure air-to-air and air-to-ground encrypted data links for tactical training across multiple aircraft platforms with fixed and portable range configurations.

The solicitation includes 15 Contract Line Item Numbers (CLINs) with a Government-estimated ID/IQC contract ceiling of approximately $232.8 million. The five-year ordering period allows the Government to issue delivery orders and task orders over ten years from contract award. Pricing is structured as firm-fixed price for hardware (CLINs 0001-0003, 0005, 0009-0010, 0013), cost-plus-fixed-fee for systems engineering (CLIN 0008), and cost-reimbursable for travel (CLIN 0014). Offerors must meet prerequisite requirements including Cross Domain Solution Management Office (NCDSMO) Raise the Bar 1.2 or higher certification and National Security Agency (NSA) certification of the proposed End-item Cryptographic Unit (ECU) protecting collateral Secret or above data. Proposals are due by May 4, 2026, with evaluation based on technical merit (most important), past performance, and price. Small business participation of at least 8% is required for large business offerors. The Government anticipates award to one contractor providing the best value offer conforming to all solicitation requirements.
