About this file
This is a Final Request for Proposal (RFP) for the U.S. Navy Tactical Combat Training System Increment II (TCTS II) and United States Air Force P6 Combat Training System (P6CTS). The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida is procuring supplies and services to support range-tethered and untethered air combat training with secure air-to-air and air-to-ground data link capabilities for both the USN and USAF. The TCTS II system comprises four primary subsystems: the Airborne Subsystem (AS), Ground Subsystem (GS), Remote Range Unit (RRU) Subsystem, and Portable Support Equipment Subsystem (PSES). The system provides encryption, enhanced threat environment capabilities, and platform interfaces supporting multiple Type Model Series (T/M/S) aircraft, with operations on fixed ranges and portable configurations enabling autonomous, rangeless tactical training that is interoperable with existing range infrastructure and TCTS I/II variants.
Participation in this solicitation requires vendors to meet three critical prerequisites: (1) Cross Domain Solutions must be listed on the Cross Domain Solution Management Office (NCDSMO) List for Raise the Bar (RtB) 1.2 or higher; (2) offerors must provide a signed letter from the National Security Agency (NSA) certifying that the End-item Cryptographic Unit (ECU) planned for integration is certified to protect collateral Secret or above data; and (3) vendors must successfully complete the DD Form 2345 Military Critical Technical Data Agreement and receive Government approval to access the Final RFP and all attachments. A technical library has been established to provide access to relevant supporting documentation, with the DD 2345 form available within the solicitation attachments for requesting technical library access.
