About this file

This is a Final Request for Proposals (RFP) for the U.S. Navy Tactical Combat Training System Increment II (TCTS II) and U.S. Air Force P6 Combat Training System (P6CTS). The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida seeks procurement of supplies and services to deliver range-tethered and untethered air combat training with secure air-to-air and air-to-ground data links for both military branches. The TCTS II system comprises four primary subsystems: the Airborne Subsystem (AS), Ground Subsystem (GS), Remote Range Unit (RRU) Subsystem, and Portable Support Equipment Subsystem (PSES). The system provides encryption capabilities, enhanced threat environment simulation, and platform interfaces compatible with multiple Type Model Series (T/M/S) aircraft, operating in both fixed-range and portable configurations while maintaining interoperability with existing range infrastructure and TCTS I variants.

Participation in this procurement is subject to strict prerequisites. Offerors must have Cross Domain Solutions certified on the Cross Domain Solution Management Office (NCDSMO) Raise the Bar (RtB) 1.2 list or higher. Additionally, offerors must submit a signed letter from the National Security Agency (NSA) certifying that the End-item Cryptographic Unit (ECU) they plan to integrate is certified to protect collateral Secret or above classification data.
