About this file

This is a Request for Quotation (RFQ) for Warehouse Support Services from the Navy Medical Readiness Logistics Command (NMRLC), issued under Solicitation Number N0018926Q3103. The requirement is reserved exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and must be awarded through the SeaPort SDVOSB MAC contract vehicle. The solicitation uses a two-step evaluation process: Step One requires submission of past performance information by March 27, 2026, with only the most viable contractors invited to proceed to Step Two. Step Two submissions of technical and cost quotes are due by April 24, 2026. The base period of performance runs from June 15, 2026, to June 14, 2027, with five one-year options extending through December 14, 2031.

The requirement encompasses warehouse support services supporting all aspects of warehousing operations for NMRLC EXMEDS programs, including maintenance of Civil Engineering Equipment (Civil Engineer Support Equipment, Civil Engineer End Items, Configurable Shelters, Containers, and Expeditionary Tool Kits). Line items cover Labor (Cost Plus Fixed Fee pricing), Travel (Cost No Fee), and Other Direct Costs (Cost No Fee) for each contract period. Award will be made on a best-value trade-off basis, with the non-cost evaluation factors of Performance Approach and Past Performance weighted significantly more heavily than cost. Contractors must demonstrate relevant past performance within the past five years and present a detailed forward-looking performance approach addressing recruitment and retention strategies, key performance indicators, task prioritization, equipment maintenance approaches, and risk mitigation. All quotations must be submitted via email, with Volume I limited to 11 pages for the non-cost technical proposal and Volume II containing detailed cost breakdowns in Excel format with supporting documentation substantiating labor rates, indirect rates, and other cost elements.
