2. Background
The NMRLC is responsible for purchasing, kitting, sustainment, and issuance of Expeditionary Medical Systems (EXMEDS). Navy EXMEDS are designed and packed to be deployed in configurations which meet the individual requirements of each mission or designed, packed, and pre-positioned for deployment in anticipation of future missions. In each case, the Table of Allowances (TOA) which are sometimes also referred to as Authorized Medical Allowance Lists (AMALs) or Authorized Dental Allowance Lists (ADALs) which comprise EXMEDS is further categorized and packed into groups or assemblages designed to provide a specific functional capability (i.e., pharmacy, laboratory, surgery, radiology, intensive care wards, dental, power generation, power distribution, potable water, wastewater collection and storage, laundry, staff housing, galley, public works, etc.). These functional area assemblages are called Modules and are the building blocks for capability-based packages, used by NMRLC staff, to create EXMEDS configurations in the Defense Medical Logistics Standard Support (DMLSS) database or, Hospital Information Management System (HIMS) database, and other Department of Defense (DoD) authorized systems. These configurations can be as small as an individual Module packed in a medical backpack or as large as a 144-bed containerized EXMEDS. During extremely high volume surges a time extension may be granted on a case-by-case basis with approval from the Contracting Officer. The operation test shall ensure all power tools are operational, batteries are charged, hydraulic components function and do not leak, and all components are clean and not deteriorated. The inventory of on-hand items shall be verified against the appropriate TOA Viewer Assemblage or NMRLC kit listing to ensure they are complete and conform to current allowance requirements. The LTI /ERO shall be forwarded to the CEE Manager for acceptance and approval, upon completion, to complete required repairs. The CEE Manager shall determine and provide guidance to the Contractor for EXMEDS assignment. All Expeditionary Tool Kits shall be assigned to the Camp Maintenance Activity Code in DMLSS. Maintenance and inventories shall be documented using scheduled or unscheduled work orders in the DMLSS database system or other maintenance database as directed.
