RFQ Summary: Preventative Maintenance for Gym Equipment

This is a Request for Quotation (RFQ) issued by the Marine Corps Recruiting Depot San Diego (MCRD-SD) for preventative maintenance services for gym equipment at Walker Hall. Quotations are due by April 30, 2026 at 12:30 PM PST, with award expected shortly thereafter. The contract is designated for Women-Owned Small Businesses (WOSB), with a 100% set-aside for WOSB or Economically Disadvantaged WOSB (EDWOSB) firms. The North American Industry Classification Standard (NAICS) code is 811490 with a size standard of $9,000,000.00.

The contract structure includes a base period from May 15, 2026 to May 14, 2027 with four one-year option periods extending through May 14, 2031. Each contract period contains two contract line items (CLINs): preventative maintenance for gym equipment on a firm-fixed-price basis for 12 months, and over-and-above work covering vendor-specific parts and services not included in the base maintenance, priced hourly on a firm-fixed-price basis. Quoters must provide a detailed Capabilities Plan demonstrating ability to meet Performance Work Statement requirements, submit past performance records within three years, and submit pricing for all CLINs in U.S. dollars. Evaluation will be based on technical capability, price fairness and balance, and past performance. All work is to be performed at MCRD-SD, 1600 Henderson Avenue, San Diego, California 92140-5001, with inspection and acceptance at destination. Contractors must register in the Wide Area Workflow (WAWF) system for payment processing and comply with applicable FAR and DFARS clauses including those related to small business subcontracting limitations, buy American requirements, cybersecurity controls, and whistleblower protections.

Section M - Evaluation Factors for Award

Addendum to 52.212-2:

EVALUATION. This is a simplified acquisition in which the competing quotes will be evaluated using factors identified in FAR 52.212-2. Basis of Award will be made on the comparative evaluation of all quotations received in response to this RFQ. The Government expects to award a Firm-Fix Price, Single Award contract to provide Gym Preventative Maintenance in accordance with the PWS, with the option to extend the term of the contract pursuant of FAR 52.212-9. Therefore, quoters are cautioned to ensure that initial quotes contain your best terms from a technical, past performance, and price standpoint. The evaluation factors will not be subject to FAR Part 14 nor 15. Also, evaluation plans, score quotations, competitive range, nor soliciting revised quotations before communicating with quoters may not happen in accordance with RFO 12.203(c)(2). The following factors will be used to comparatively evaluate quotes:

1. TECHNICAL: Contractor shall submit a Capabilities Plan that demonstrates how the Contractor will provide the required product within the specifications of the PWS. Capabilities Plan shall provide evidence that the Contractor can meet the required tasks described in the PWS. The Capabilities plan should be detailed, complete, and fully demonstrate that the respective quoter fully understands the requirements in accordance with the PWS, more specifically, the following sections of the PWS: 3, 4, 5, 6, . Statements including but not limited to "I understand, can or will comply with all specifications" or statements 8, 10, 14 paraphrasing the specifications or other information contained in the Solicitation will be considered inadequate. Phrases such as "Standard procedures will be employed" and "well known techniques will be used" will also be considered insufficient. The Capabilities Plan will be evaluated in accordance with RFO 12.203(c).

2. PRICE: The contractor's price quote will be evaluated to determine fair and reasonable (See RFO 12.204(a)) and balanced (See RFO 15.404-6(a)).

(Sufficient information shall be provided to support capability to meet the required brand name products and services requested, to include but not limited to, product literature, product number, authorized service provider letter, etc...)

3. Past Performance: The Quoter shall submit the most recent (within 3 years) past performance record. This information is within Contractor Performance Assessment Reporting System (CPARS). If there is no information available, this can also be found within Federal Awardee Performance and Integrity Information System (FAPIIS), and/or (SPRS) Supplier Performance Risk System. If none of the past performance systems have a record available, the quoter must submit their own past performance record. Past Performance listed may include those entered by the Federal Government, state and local government agencies, and/or commercial customers. The Government reserves the right and considers using past performance information obtained from sources (from those above) other than those identified by the quoter. For each record, the quoter should identify the customer, contract number, period of performance, scope of work, and a brief description of performance outcomes (e.g., quality, timelines, responsiveness, and issue resolution).
