About this file

This is a Request for Proposal (RFP) for establishing a Multiple Awards Contract (MAC) Indefinite Delivery-Indefinite Quantity (IDIQ) contract for Next Generation Ammunition & Munitions Equipment (NGAME) support to the Air Force Life Cycle Management Center (AFLCMC). The solicitation FA853226RB002 was issued on July 27, 2026, with offers due by August 27, 2026, at 3:00 PM local time. The contract is rated under the Defense Priorities and Allocations System (DPAS) with a DO-A6 rating and covers munitions material handling equipment (MMHE) for rapid design, development, testing, and fielding of innovative solutions supporting transporting, loading, and unloading of conventional and nuclear weapons on aircraft across multiple platform types (fighter, bomber, cargo, tanker, unmanned).

The contract has a ten-year period of performance consisting of a three-year basic ordering period plus seven one-year options, with a total contract ceiling of $920,000,000 across all orders. The government will award one IDIQ contract and one task order for virtual post-award conference attendance valued at $100.00 as the minimum requirement. All orders must be issued exclusively by AFLCMC/ROKA Contracting Office, with no decentralized ordering authorized. Pricing arrangements will be determined at the order level and may include Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Cost Reimbursement No Fee (CRNF), Firm Fixed Price (FFP), and Fixed Price Incentive Fee (FPIF) structures. The RFP establishes on-ramp and off-ramp procedures for maintaining a solid awardee base of large and small businesses. Direct awards are restricted to entities with valid US CAE codes, and the Buy America Act requirement mandates all end items be manufactured in the US. No foreign participation is permitted, and no interim contractor support, contractor logistics support, or advisory and assistance services will be included under this contract.

Preamble

NOTE: See RFP Provisions, "The Combined Technical - Technical Risk Factors for Award" for information relative to proposal preparation and the Government's evaluation methodology.

As of the date of this solicitation, there are no applicable FASCA orders.

OVERVIEW: The purpose of this request for proposal (RFP) is to establish the Next Generation Ammunition & Munitions Equipment (NGAME) Multiple Award Contract

(MAC) Indefinite Delivery-Indefinite Quantity (IDIQ) contract for Munition Material Handling Equipment (MMHE) section within Support Equipment &Vehicles (SE&V) for a period of 10 years for the SEV division located at Robins AFB, GA. This RFP is intended to establish solid awardee base comprised of large and small business to meet non-commercial requirements. Decentralized ordering is not authorized under this contract. NGAME orders shall only be issued by AFLCMC/ROKA Contracting Office. The

NGAME IDIQ will be the Division's "mandatory use contract vehicle, covering end-to-end lifecycle of MMHE in support of warfighter in support of transporting, loading, and unloading of conventional and nuclear weapons on aircraft. and operations & maintenance (O&M) activities at operating locations worldwide. The supported aircraft platforms include, but are not limited to fighter, bomber, cargo/airlift, tanker, and unmanned. MMHE consists of items utilized on the ground to support munitions loading, transport, and maintenance activities. MMHE may be transported by multiple modes of transportation. The intent of this MAC is to allow rapid fund execution for designing, developing, testing, and implementing new solutions. This IDIQ is not intended for long-term sustainment, complete/full production runs, or build to print type acquisitions.

Further, the Delivery Orders will not contain Interim Contractor Support (ICS), Contractor Logistics Support (CLS), or Advisory and Assistance Services (A&AS) support.

NGAME will not accept any foreign participation. Direct awards will be restricted to entities with a valid US CAE code. The Buy America Act enforce that all end items must be manufactured in the US.

MINIMUM/MAXIMUM: The contractor shall furnish to the Government, when and if ordered, services or supplies, up to the "Maximum" (contract ceiling) amount of

$920,000,000 for all orders issued hereunder. The Government shall order at least the "Minimum" amount to each offeror under the basic contract. The Government will award one (1) IDIQ contract and one (1) task order to fund a one-time attendance to one (1) virtual post award conference attendance. The value of this minimum is

$100.00. The Government is not obligated to purchase any services or supplies from any awardee in excess of the referenced minimum of $100. Price analysis will still apply to each proposed Virtual conference price. The contract maximum requirement, as required by FAR 16.504(a)(4)(ii), is established as the total contract value of

$920,000,000. This total summation of dollar values of all issued orders under this contract shall not exceed $920,000,000. Once this value is reached, no further orders will be issued under this contract, regardless of any available contract term.

CONTRACT ORDERS: All requirements will be acquired by the issuance of individual orders. The NGAME IDIQ Statement of Objectives (SOO) is generic in nature and describes general support requirements. This contract will support non-commercial and will be determined on each order. Applicable provisions and clauses may be subject to completion for individual orders. This contract vehicle will include Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Cost Reimbursement No Fee (CRNF), Firm Fixed Price (FFP), and Fixed Price Incentive Price (FPIF) pricing arrangements and will be designated on each order. No prices are established at the basic IDIQ level. Cost/Price will be evaluated at the order level. See NGAGE Order Guide attached in Section J of this document for more information. Orders may place from date of award through the last day of the ordering period on the basic IDIQ contract. Period of Performance will be established on individual order and may extend beyond the final contract ordering period. Issued IDIQ contract will be authorized to issue orders that extend performance beyond one (1) year from the end of the ordering period, up to five

(5) years. Orders may be executed anytime from the date of award through the last day of ordering period on the IDIQ contract. The Government will not reimburse proposal costs. The order level requirement(s) will individually address any of the following if applicable: NSN, quality assurance, transportation requirements, warranty requirements, delivery requirements, first article requirements, CDRLS, and or contract type. The Government reserves the right, at the order level, to use an exclusion to fair opportunity when appropriate, to maximize small business participation and meet small business goals with the use of small business set-asides or sole source orders.

CONTRACT STRUCTURE: The Period of Performance (PoP) will be for a total of 10 years, including a basic contract period of three (3) years ordering period, and seven

(7), one-year options. The RFP and resulting contracts will contain FAR clause 52.2179, Option to Extend the Term of the Contract. The clause states that the Government may extend the term of the contract by exercising an option within a certain period. The options will be exercised after the initial three (3) year basic period. The inclusion of options will not obligate the Government to exercise them. Each individual delivery order will have its own established performance period based on the requirement, as well as supporting requirements documentation (Statement of Work, Purchase Description, etc. as applicable), Contract Line-Item Numbers (CLINs), and Contract Data

Requirements Lists (CDRLs). The NGAME Ordering Guide provides procedures for ordering and administration. The contract terms are identified and explained in this ordering guide to facilitate the purchasing process.

ON RAMPING: An on-ramp is defined as an opportunity to expand the awardee base for new awardees to become contractors on the NGAME contract vehicle. These on-ramp opportunities will efficiently maintain and ensure a solid awardee base structure to continue providing rapid products and services for the NGAME Program. On-ramping may occur more frequently for one or more contractors at the discretion of the Primary PCO, if it is determined in the best interest of the Government to support specialized requirements and/or programs. The Government is not obligated to conduct on-ramping opportunities. On-ramping opportunities are at the full discretion of the

Government.

OFF- RAMPING: An off-ramp is defined as the removal of an NGAME awardee for any one of the following reasons as determined by the Primary Procuring Officer

(PPCO) or at the awardees request. Inability to satisfactorily perform; Inability to rectify performance after written Government notice; Lack of responsiveness; Lack of adhering to digital domain; Excessive PARs and negative CPARs and releasing data and information without PCO permission.

All vendors shall submit a list of Points of Contact that should be contacted for each FOPR release at the order level. It is the contractor's responsibility to ensure that list remains updated throughout the course of the basic IDIQ contract, and the Government will not be responsible if a FOPR is not received due to incorrect or inadequate contact information.

52.209-1 Qualification Requirements. (Deviation 2026-O0038) (Feb 2026)

Qualification Requirements (Feb 2026) (Deviation 2026-O0038)

(a) Definition. As used in this clause-

Qualification requirement means a Government requirement for testing or other quality assurance demonstration that must be completed before award.

(b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item under this contract or simply a component of an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or their subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification.

(Name) Capt. Joshua Willis

(Address) RAFB

(c) If an offeror, manufacturer, source, product or service covered by a qualification requirement has already met the standards specified, the relevant information noted below should be provided.

Offeror's Name ____

Manufacturer's Name____

Source's Name ____

Item Name ____

Service Identification ____

Test Number ____ (to the extent known)

(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.

(e) If an offeror, manufacturer, source, product or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government's interest, award of this contract will not be delayed to permit an offeror to submit evidence of qualification.

(f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification. The reevaluation must be accomplished before the date of award.

52.211-11 Liquidated Damages-Supplies, Services, or Research and Development. (Sep 2000)

Liquidated Damages-Supplies, Services, or Research and Development (Sept 2000)

(a) If the Contractor fails to deliver the supplies or perform the services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of $NA per calendar day of delay [Contracting Officer insert amount].

(b) If the Government terminates this contract in whole or in part under the Default-Fixed-Price Supply and Service clause, the Contractor is liable for liquidated damages accruing until the Government reasonably obtains delivery or performance of similar supplies or services. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

(c) The Contractor will not be charged with liquidated damages when the delay in delivery or performance is beyond the control and without the fault or negligence of the Contractor as defined in the Default-Fixed-Price Supply and Service clause in this contract.

(End of clause)
