About this file
This is a Request for Quotation (RFQ) for Furnishing Management Support Services (FMSS) at RAF Lakenheath, RAF Mildenhall, and RAF Feltwell, issued by the 48th Contracting Squadron of the U.S. Air Force. The solicitation FA558726Q0012 seeks a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a five-year ordering period (December 1, 2026 through November 30, 2031) to provide haulage, maintenance, and repair services for government-owned furnishings and appliances across three RAF locations in the United Kingdom. Services include delivery, installation, disconnection, pickup, repair, cleaning, and maintenance of domestic and commercial appliances to residences, dormitories, and fire stations. The contract is not set-aside for small business. Quotations must be submitted electronically by June 23, 2026 at 14:00 BST and will be held firm for 90 calendar days from the receipt date.
Evaluation will be based on technical acceptability (Management Plan, Quality Control Plan, Mission Essential Plan, and Past Experience) and price, with award to the lowest-priced technically acceptable quote. Pricing is all-inclusive and firm-fixed-price, with line items organized by delivery radius zones and service types, including 17 distinct contract line items with estimated five-year quantities. Offerors must provide past performance evidence from contracts completed within the last five years with a minimum contract value of 500,000 GBP and one-year minimum performance period. The solicitation incorporates FAR and DFARS clauses including provisions for UK tax relief (20% VAT exclusion), compliance with UK Transfer of Undertakings Protection of Employment (TUPE) regulations, and continuation of essential contractor services during crisis situations. Funds are not currently available; government obligation is contingent upon appropriated funds. The incumbent contractor information will be made available upon request to support TUPE cost calculations.
