About this file

This is a solicitation for aircraft and aerospace ground equipment corrosion prevention cleaning services at Misawa Air Base, Japan. The U.S. Air Force, Pacific Air Forces (PACAF), issued solicitation FA520526Q0014 with an offer due date of May 20, 2026, at 12:00 AM. The acquisition is unrestricted and uses a Request for Proposal (RFP) method under RFO Part 12 for commercial products and services.

The contract requires washing, maintenance, and corrosion prevention services for F-16 and F-35 aircraft, as well as aerospace ground equipment (AGE) washing, from August 10, 2026, through August 9, 2027, with four one-year option periods extending through August 9, 2031. The base year includes four contract line items (CLINs): 108 F-16 corrosion prevention treatments, 108 F-35 corrosion prevention treatments, 5 cancellation fees, and 1,000 AGE wash services, all priced on a firm fixed-price, not-to-exceed basis. Identical option CLINs are available for each of the four option periods. Contractors must submit past performance information and capability statements; evaluation will prioritize past performance equally with price. The government may not commit to service calls up to the not-to-exceed amount. Inspection and acceptance occur at Misawa Air Base (DoDAAC F3D2B4), and invoicing is processed through Wide Area Workflow (WAWF) using the Invoice 2in1 document type. The contract includes standard DFARS and FAR clauses, including cybersecurity and covered defense information safeguarding requirements per NIST SP 800-171, tax withholding provisions for foreign persons, and multiple compliance certifications. The contracting officer is Alexander Holliday, reachable at 315-226-3895 or alexander.holliday@us.af.mil.
