About this file

This is a Solicitation (Request for Proposal) for a high voltage electrical circuit replacement project at the Dyess Air Force Base roundabout. The solicitation (FA466125Q0012) requires a contractor to provide labor, equipment, tools, materials, and supervision to establish new electrical circuits to switchgear, with a firm fixed price contract arrangement. The project is set aside for small businesses, with a mandatory site visit on 4 April 2025 at 2:00 PM CST at Building 7401, and proposals are due by 11 April 2025 at 2:00 PM. The contract performance period is 15 calendar days from the notice to proceed, with a period of performance from 5 December 2024 to 30 September 2025.

Evaluation will be based on two primary factors: technical acceptability and price, with technical proposals assessed on their ability to identify major milestones and corrective actions. Payment bonds and certificate of deposit are required, and proposals will be evaluated for completeness, reasonableness, and potential unbalanced pricing. The solicitation is issued by the 7 Cons CD unit of the Air Force Global Strike Command, located at Dyess AFB, Texas, with the point of contact being SrA Sydney Fontenot, and the contract is funded under the Product Service Code Z2QA for construction services.

Section L - Instructions, Conditions, & Notices to Offerors or Quoters Quote Preparation Instruction:

The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's quote. To assure timely and equitable evaluation of quotes, offerors must follow the instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirement of this solicitation.

Quotes shall be sent to SrA Sydney Fontenot at sydney.fontenot@us.af.mil and to 1st Lt Eamon Fitzpatrick (eamon.fitzpatrick.1@us.af.mil) NLT 11 Apr 2025 at 2:

00 PM.

The response shall consist of the following via electronic mail:

Cover page on company letterhead (1 Page) Section I - Technical (NTE 15 pages) Section II - Pricing Breakdown

Payment bonds and Certificate of Deposits are required for this solicitation, please provide details regarding these items with your solicitation. Failure to provide these will result in the solicitation being deemed un-technically acceptable.

Offers will be evaluated utilizing the following evaluation criteria:

Basis for Award of Quote: A single contract will be awarded to the Offeror whose quote conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this solicitation). The Government will evaluate the technical volumes on an acceptable or unacceptable basis. Any factor or subfactors evaluated as "Unacceptable" will render the entire quote unacceptable and, therefore not awardable. All quotes will be evaluated for technical acceptability. The total price will be calculated as the sum of the contractor's prices submitted for each CLIN. If the quote with the lowest price is determined technically acceptable, the Government will evaluate the contractor's price, for price completeness and reasonableness, as described above. If the lowest priced quote is technically acceptable and the price is complete and reasonable, this contractor's quote represents the best value to the Government and award will be made to that contractor. If the lowest priced quote is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that contractor. If after interchanges with that contractor, their quote is technically acceptable and remains the lowest priced, as well as complete and reasonable, the contract will be placed with that contractor. If the Government deems the quote not easily correctable, or if at any time it becomes other than the lowest priced quote, the order will be placed with the next lowest priced quote (also deemed complete and reasonable) that is technically acceptable. Interchanges will take place as necessary or deemed appropriate by the Government. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint.

However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.

Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the order selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this solicitation.

Site Visit:

Mandatory site visit will take place 4 April 2025 at 2:00 PM (CST). Offerors will meet at Bldg 7401. If you need access to the base, please let SrA Sydney Fontenot know NLT 2 Apr 2:00PM, and she will meet you at the visitor's center at 1:30 PM on 4 April 2025. Offerors not in attendance will have their proposal declared as invalid during evaluation of proposals. Submission and receipt of questions are due by 12:00 PM (CST), 7 April 2025

Section M - Evaluation Factors for Award Evaluation Factors:

Responses to this solicitation will be evaluated against the following factors and subfactors:

Factor 1: Technical Factor 2: Price

Factor 1: Technical

Technical proposals will be assessed in accordance with Table 1 below. The evaluation team shall review the Work Performance, Plan, and Schedule and determine acceptable or unacceptable ratings and description outlined in Table 1.

Table 1. Technical Ratings

Rating Description

Acceptable Proposal is deemed acceptable when the contractor adequately identifies major milestones and corrective actions to meet the requirements of the solicitation

Unacceptable Offers are deemed unacceptable when they are deficient in description and/or do not adequately identify major milestones and corrective actions to meet the requirements of the solicitation.

Factor 2: Price

a. Price proposals should support the proposed technical approach and will be evaluated for (1) completeness, (2) reasonableness and (3) unbalanced pricing. The Government also reserves the right to evaluate price proposals for cost realism. The pricing proposal shall follow the divisions of the price breakdown provided.

Offerors are expected to comply with divisions indicated in the pricing breakdown. The question-and-answer period shall be used to discuss any variations in divisions of the pricing breakdown. Offerors whose price is determined to be incomplete or unreasonable will not be considered for award. Offerors who do not follow the divisions of the price breakdown may render their proposal unacceptable. The Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.

b. The price will be calculated as the sum of the contractor's proposed prices for each CLIN. Evaluation of options or optional CLINs shall not obligate the Government to exercise such options or optional CLINs.

c. Completeness. The proposal will be reviewed to determine the extent to which all the price elements have been addressed. The contractor's proposed price and other information will be evaluated to ensure continuity and traceability of prices to the technical volume and between the initial proposal and any revisions thereto.

The review will determine the adequacy of the contractor's proposal in addressing and fulfilling the requirement.

d. Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2).

e. Unbalanced pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
