About this file

This is a Standard Form 30 (SF 30) Amendment to Solicitation FA466125Q0014, extending the response due date and modifying key solicitation details for a services contract. The amendment changes the response due date from 23 Apr 2025 to 01 May 2025, shifts the response time from 12:00 PM to 02:00 PM, and updates the product/service classification from Personal Property to Services with a Z2QA Product Service Code. The solicitation is for an unspecified service to be awarded on a firm fixed price basis.

Key submission requirements include a cover page, 15-page technical section, and pricing breakdown, with mandatory payment bonds and Certificates of Deposit. Quotes must be sent electronically to specific Air Force contacts by 01 May 2025 at 2:00 PM. An optional site visit is scheduled for 28 April 2025 at 2:00 PM (CST) at the Base Roundabout, with base access requiring prior coordination. The government will evaluate quotes on technical acceptability and price, with the intent to award to the lowest-priced technically acceptable offer, reserving the right to conduct interchanges with offerors if necessary.

Quote Preparation Instruction:

The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's quote. To assure timely and equitable evaluation of quotes, offerors must follow the instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirement of this solicitation.

Quotes shall be sent to SrA Sydney Fontenot at sydney.fontenot@us.af.mil and to 1st Lt Eamon Fitzpatrick (eamon.fitzpatrick.1@us.af.mil) NLT 1 May 2025 at 2:

00 PM.

The response shall consist of the following via electronic mail:

Cover page on company letterhead (1 Page) Section I - Technical (NTE 15 pages) Section II - Pricing Breakdown

Payment bonds and Certificate of Deposits are required for this solicitation, please provide details regarding these items with your solicitation. Failure to provide these will result in the solicitation being deemed un-technically acceptable.

Offers will be evaluated utilizing the following evaluation criteria:

Basis for Award of Quote: A single contract will be awarded to the Offeror whose quote conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this solicitation). The Government will evaluate the technical volumes on an acceptable or unacceptable basis. Any factor or subfactors evaluated as "Unacceptable" will render the entire quote unacceptable and, therefore not awardable. All quotes will be evaluated for technical acceptability. The total price will be calculated as the sum of the contractor's prices submitted for each CLIN. If the quote with the lowest price is determined technically acceptable, the Government will evaluate the contractor's price, for price completeness and reasonableness, as described above. If the lowest priced quote is technically acceptable and the price is complete and reasonable, this contractor's quote represents the best value to the Government and award will be made to that contractor. If the lowest priced quote is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that contractor. If after interchanges with that contractor, their quote is technically acceptable and remains the lowest priced, as well as complete and reasonable, the contract will be placed with that contractor. If the Government deems the quote not easily correctable, or if at anytime it becomes other than the lowest priced quote, the order will be placed with the next lowest priced quote (also deemed complete and reasonable) that is technically acceptable. Interchanges will take place as necessary or deemed appropriate by the Government. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint.

FA466125Q00140001

However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.

Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the order selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this solicitation.

Site Visit:

Optional site visit will take place 28 April 2025 at 2:00 PM (CST). Offerors will meet at the Base Roundabout, by the flag pole. If you need access to the base, please let 1st Lt. Eamon Fitzpatrick and SrA Sydney Fontenot know, eamon.fitzpatrick.1@us.af.mil and sydney.fontenot@us.af.mil, and they will meet you at the Dyess AFB Visitor's Center at 1:30 PM on 28 April 2025. Submission and receipt of questions are due by 29 April 2025 at 2:00 PM (CST).
