About this file

This document is a combined synopsis/solicitation for commercial services issued by the Department of Veterans Affairs (VA) National Cemetery Administration (NCA). The purpose of this procurement is to engage a contractor to conduct Annual Workplace Evaluations (AWEs) and provide Industrial Hygiene (IH) monitoring support at NCA national cemeteries and facilities.

The contractor will be required to have qualified safety and health assessors, including Certified Industrial Hygienists, to identify and evaluate workplace hazards and provide recommendations for mitigation. The work will be performed over a base period of one year with four option years. Proposals are due by September 17, 2024. Award will be made to the responsible offeror whose proposal represents the best value to the Government, with past performance and technical approach being more important than price. This procurement is set aside for Service-Disabled Veteran Owned Small Businesses.

SUMMARY INTRODUCTION

National Cemetery Administration (NCA) owns and operates a significant infrastructure portfolio of

National Cemeteries throughout the nation. NCA is committed to protecting its workers from hazardous conditions in the workplace.

Additionally, the Occupational Safety and Health Administration (OSHA) requires that Federal agencies establish a comprehensive program for the evaluation of Federal employee occupational safety and health programs. All areas and operations of each workplace, including office operations, shall be inspected at least annually. The purpose of this procurement is to engage a contractor with the necessary health and safety expertise to conduct Annual Workplace Evaluations (AWEs) and to provide Industrial Hygiene (IH) monitoring support for NCA nationwide. This approach will ensure that NCA receives expert third-party feedback by an independent and highly skilled firm with extensive experience and credibility in this critical area. This firm should be to both identify hazards and how those hazards should be mitigated.

Statement of Work: National Cemetery Administration Annual Workplace

Evaluation and Industrial Hygiene Monitoring Support

1. BACKGROUND

This document outlines the scope and steps to be taken to create a methodology to obtain expert insight into the safety problems and solutions that workers across NCA could be exposed to and how to mitigate them to prevent future injury and illness, as well as meeting OSHA’s and VA’s long-standing mandate to perform AWEs and IH monitoring at NCA locations including field and

Document Number: 36C78624R50386 PROCESSED Page 21 of 63 district offices.

Monitoring compliance with these OSHA and VA requirements is essential to understanding and mitigating the health and safety risks to NCA employees and visitors. Rules and regulations are examined for proper adherence and for providing critical information required for taking corrective actions to improve program and facility-level compliance. The AWEs also provide an opportunity for the Collateral Duty Safety Officers (CDSO) to consult with third party experts during the AWEs.

The current situation requires action in the form of a national AWE technical capability accessible by all NCA cemeteries and district offices to minimize potential risks to the employees and visitors, minimize potential impacts to facility operations, and mitigate vulnerabilities in the sustained execution of the NCA mission.

TRAVEL

Much of the work described in this Statement of Work (SOW) will require travel by the Contractor.

Anticipated requirements for travel include Contractor or combined Contractor/NCA staff teams performing facility assessment visits, AWEs, inspections, or training, all travel will be in accordance with the Federal Travel Regulations. Travel shall be included in the price proposal. In addition, all travel must be pre-approved by the Contracting Officer’s Representative (COR).

The Contractor will visit up to 135 NCA facilities, at least once during each period of performance.

Each AWE visit will include a Pre-Visit Conference Call, Opening Conference, and Closing

Conference with the facility Director, Assistant Director (if applicable) and Collateral Duty Safety

Officer CDSO, followed up with a written AWE report that will be delivered the COR who will submit the report to each facility and NCA leadership. Each IH monitoring visit will include a Pre-Visit

Conference Call and a meeting at the time of arrival to coordinate details with on-site personnel, as needed. A written report of the results of the IH monitoring will follow.

AWEs at most NCA facilities will require a one-day visit plus travel to and from the facility. Some of the larger facilities could require 2 days depending on size and complexity. The Contractor will be responsible for preparing a draft schedule each year for approval by the COR based on the locations to be visited that year. The schedule will be made to minimize travel and combine individual visits within a normal work week.

4. Scope of Work

NCA objectives are to promote enhancement of the safety inspection program including inspection consistency, effectiveness, rater reliability and data quality through the completion of AWEs. To meet these objectives, the Contractor will follow the approach detailed below. These phased milestones will serve to systematically form the basis to validate NCA’s AWE Program and IH monitoring objectives;

implement NCA’s standard AWE process; orient and train safety assessors for optimal effectiveness;

and conduct AWEs selected in coordination with NCA management, field staff, and the Contractor

(currently estimated at up to 135 NCA facilities during each annual period of performance). The

Contractor will also include a summary report of major systemic safety issues, trends, and areas for focus 30 days before the end of the period of performance and an annual briefing to senior NCA leadership if requested.

Phase 1 – Conduct NCA AWE Program Review

The Contractor will conduct a comprehensive evaluation of the NCA AWE program, in collaboration with NCA Safety Program Management staff. The purpose of this evaluation is to assess the effectiveness of the AWE program, as well as the IH monitoring objectives, in achieving desired outcomes. The evaluation will also identify best practices and lessons learned to guide the execution of the AWE program.

The evaluation will involve several key steps. First, there will be a thorough review of the program's execution and data analysis. This will ensure that the program is being implemented correctly and that the collected data is accurate and reliable. Additionally, the NCA Safety Inspection Program Objectives will be verified to ensure that they align with the goals of the AWE program. This will involve a collaborative review with NCA safety program leadership to determine the current and future goals, priorities, vulnerabilities, and operational considerations of the facilities involved in the AWE program.

Document Number: 36C78624R50386 PROCESSED Page 23 of 63

The evaluation will include a review of the facility's workload considerations and critical desired outcomes. This will help identify any potential challenges or areas for improvement in the AWE program.

The evaluation will include a quarterly review (4 times per year, within 30 days of the end of each fiscal quarter) of findings, broken out by location, severity, and category. It will also include an annual comprehensive program review that includes status of safety goals, year over year performance trends, and upcoming priority activities. This will allow for a comprehensive assessment of the program's progress and effectiveness.

Phase I evaluation will provide valuable insights and recommendations for enhancing the NCA AWE program, Noise Monitoring, and Silica Exposure Monitoring. By identifying best practices and lessons learned, the evaluation will guide the future execution of the program, ensuring its continued success in achieving desired outcomes.

Phase I will also include an evaluation of all AWE data that has been entered into the VA-approved occupational safety and health (OSH) management information system (MIS). This evaluation will provide a statistically based evaluation across the NCA and, if available, across the last three years’ evaluations.

Phase 2 – Conduct One Year Cycle of AWEs

During this Task Order Period of Performance, the Contractor will conduct AWEs at NCA facilities identified by NCA Safety Program Management Office. Key work steps include:

o Develop AWE Deployment Schedule. The AWE deployment priorities will be established by the

NCA Safety Program Management Office. The AWE schedule will consider accessibility, proximity, and complexity to streamline logistics requirements. The NCA Safety Program

Management Office will work with the Contractor who will develop the draft schedule. The schedule will group multiple NCA facilities into a single trip where the AWEs can be completed in a given week based on geography, proximity, and other travel considerations. Due to the nationwide footprint and number of locations to be visited annually, multiple AWEs need to be performed simultaneously.

o Update AWE Agenda. The Contractor will provide the AWE draft agenda at the start of Phase 2 efforts. The schedule will be modified by the Contractor as required to meet team, logistics and

NCA Safety Program Management Office requirements.

o Conduct AWEs

Planning/Preparation. The AWE Contractor team will review applicable regulations for the facility based on the answers to the pre-AWE questionnaire (developed as part of the protocol), prepare an AWE Team Plan for each facility visit to minimize time impacts to

NCA facilities operations, and review the protocol so that all the AWE steps will be followed to complete the review. The Contractor will create the Opening Conference Guide and

Facility Schedule. NCA Safety Program Management Office will coordinate with the

Contractor for any AWEs attended by NCA observers. Copies of the prior AWE reports will be provided by the COR.

Facility Visit. The Contractor will conduct the AWE facility visit/audits. In conducting the facility visit, the Contractor will gather information that will be used to confirm compliance with applicable internal and external standards as well as the NCA AWE Checklist. The

Document Number: 36C78624R50386 PROCESSED Page 24 of 63 facility visit will begin with an Opening Conference, review of the Pre-AWE Questionnaire to confirm the responses, verification of the Facility Visit Schedule, review the status of prior findings, and a perform a facility orientation tour. The team will conduct interviews of staff, observe operations, and review records to gather AWE data and develop findings.

Preliminary findings will be discussed with facility management to ensure that the information gathered is correct and the Contractor will conduct a Closing Conference to review all findings at the conclusion of the AWE.

Data Synthesis/Reports. The Contractor will create an AWE report using a format and content approved by the NCA Safety Program Management office to report findings of the

AWE conducted, listing of the findings, any standard not being met, Risk Assessment Code

(RAC), the location of the finding, the actual observation, and recommended corrective action to be taken. In addition to a narrative report, an Excel table will be required which includes the findings information.

Report Development and Delivery. The Contractor will develop the AWE report and then review before delivering to the NCA Safety Program Management office. The review will consist of an evaluation for consistency and data integrity as well as a technical edit to ensure reports meets the VA and NCA defined level of quality. The Contractor will make any edits/changes identified by the NCA and deliver the final report, within 14 calendar days of the conclusion of the AWE, to the NCA Safety Program Management Office who will distribute the results as appropriate.

During the POP of this contract the new Occupational Safety and Health (OSH)

Management Information System (MIS) or designated data base is scheduled to come online.

The vendor will be expected to enter findings from the AWE into the new data base. At that point a decision will be made as to how that will be accomplished, whether Government equipment will be furnished or not, and the costs to meet all VA IT Security requirements.

A contract modification will be issued.

Phase 3 – Conduct Industrial Hygiene (IH) Monitoring and Exposure Assessments

Conduct qualitative and quantitative IH monitoring and exposure assessments for known hazards will be a regular and reoccurring tasking each contract year. The Contractor will conduct IH monitoring and exposure assessments at NCA facilities identified by the NCA Safety Program Office on an annual basis

(up to 135 facilities per year). The assessments will be managed by a Certified Industrial Hygienist (CIH) and may be conducted by Industrial Hygienists. The assessments will identify chemical, biological, and non-ionizing radiation exposures risks at the facility. Where exposure determinations can’t be determined by qualitative means, quantitative analysis shall be performed. Assessments and monitoring events will generally last one working day per hazard; multiple NCA personnel may be monitored concurrently during a single event. Contractor shall schedule monitoring to occur within 4-6 weeks of request by NCA

Safety Program Management Office. The assessments generally will be performed independently of the

AWEs.

Quantitative IH noise exposure assessments shall be conducted in accordance with 29 CFR 1910.95 and Appendix A through I.
