IF YOU IDENTIFY YOUR ENTIRE RESPONSE AS EXEMPT FROM PUBLIC DISCLOSURE, OR IF YOU DO NOT SUBMIT A REDACTED COPY AS REQUIRED, THE STATE MAY, IN ITS SOLE DISCRETION, DETERMINE YOUR BID OR PROPOSAL NONRESPONSIVE AND INELIGIBLE FOR AWARD. (b) By submitting a response to this solicitation or request, Offeror (1) agrees to the public disclosure of every page, or portion thereof, of every document regarding this solicitation or request that was submitted at any time prior to entering into a contract (including, but not limited to, documents contained in a response, documents submitted to clarify a response, and documents submitted during negotiations), unless the page, or portion thereof, was redacted and conspicuously marked "Trade Secret" or "Confidential" or "Protected", (2) agrees that any information not redacted and marked, as required by these bidding instructions, as a "Trade Secret" is not a trade secret as defined by the Trade Secrets Act, and (3) agrees that, notwithstanding any claims or markings otherwise, any prices, commissions, discounts, or other financial figures used to determine the award, as well as the final contract amount, are subject to public disclosure. (c) If your offer includes any information that you claim is exempt from public disclosure, you must submit one complete copy of your offer from which you have removed or concealed such information (the redacted copy). Except for the information removed or concealed, the redacted copy must be identical to your original offer. (d) Do not mark your entire response (bid, proposal, quote, etc.) as confidential, trade secret, or protected. If only portions of a page are subject to some protection, do not redact the entire page.

The redacted copy must reflect the same pagination as the original and show the empty space from which information was redacted. The Procurement Officer must be able to view, search, copy and print the redacted copy without a password. If your response, or any part thereof, is improperly marked as confidential or trade secret or protected, the State may, in its sole discretion, determine it nonresponsive. (e) On the redacted copy, you must identify the basis of your claim by marking each redaction as follows: You must separately mark with the word "CONFIDENTIAL" every page, or portion thereof, that you redacted and claim as exempt from public disclosure because it is either (1) a trade secret as defined in Section 30-4-40(a)(1) of the Freedom of Information Act, or (2) privileged and confidential, as that phrase is used in Section 11-35-410. You must separately mark with the words "TRADE SECRET" every page, or portion thereof, that you redacted and claim as exempt from public disclosure as a trade secret pursuant to Section 39-8-20 of the Trade Secrets Act. You must separately mark with the word "PROTECTED" every page, or portion thereof, that you redacted and claim as exempt from public disclosure pursuant to Section 11-35- 1810. All markings must be conspicuous; use color, bold, underlining, or some other method in order to conspicuously distinguish the mark from the other text. (f) In determining whether to release documents, the State will detrimentally rely on your redaction and marking of documents, as required by these bidding instructions, as being either "Confidential" or "Trade Secret" or "Protected". By submitting a response, you agree to defend, indemnify and hold harmless the State of South Carolina, its agencies, officers and employees, from every claim, demand, loss, expense, cost, damage or injury, including attorney's fees, arising out of or resulting from withholding information by the State of South Carolina or any of its agencies, that you have redacted or marked as "Confidential" or "Trade Secret" or "Protected". III. SCOPE OF WORK/SPECIFICATIONS

1. Purpose and Background The South Carolina Emergency Management Division (SCEMD) requires a managed hosting environment for its public-facing website(s) that reliably supports both routine informational traffic and the extreme, short-notice surges associated with hurricane, flood, winter storm, and other emergency operations. Because SCEMD's website is a primary public information channel during declared emergencies, availability, elastic capacity, and security are mission-critical requirements, not optional enhancements.

This Statement of Work (SOW) describes the outcomes and technical requirements the awarded Contractor's hosting environment must meet. It is written to describe the capability needed; any qualified Offeror capable of meeting the requirements below and demonstrating that capability through the technical and security documentation described in Section 5 is eligible to propose.

2. Scope of Services The Contractor shall provide fully managed hosting, content delivery, security, and support services for SCEMD's public website(s) and associated content management system (CMS), covering both steady-state operations and emergency activations, including:

• Managed infrastructure for a non-public-facing CMS environment used for content authoring and staging, with a controlled promotion/replication workflow to production.

• Production web-serving capacity sized for normal daily traffic, with the demonstrated ability to scale elastically during activated emergencies.

• Content delivery network (CDN) services to offload static assets, imagery, and large file downloads from origin infrastructure.

• Security monitoring, DDoS mitigation, and managed firewall/WAF services.

• Backup, retention, and disaster recovery services meeting the objectives in Section 8.

• 24x7x365 technical support and incident response.

3. Hosting Environment and Elastic Capacity

1. The Contractor shall maintain a non-public CMS instance used exclusively for content authoring, workflow approval, and staging. The CMS shall not be directly exposed to public traffic.

2. Baseline production capacity shall consist of a minimum of two load-balanced web-serving instances, in addition to the CMS instance, sufficient to serve routine public traffic with headroom for normal traffic variability.

3. The Contractor shall provide auto-scaling or rapid manual-scaling capability able to expand production web-serving capacity to a level sufficient to sustain SCEMD-directed emergency traffic loads, historically on the order of approximately one million requests per minute during significant activations, without service degradation. The Offeror shall describe its scaling methodology (automatic threshold-based scaling, pre-staged capacity, or a combination) and the maximum sustained request volume it can support.

4. Scaling from baseline to emergency capacity, once initiated, shall complete within 45 minutes. Scaling shall be triggerable both automatically (based on defined traffic thresholds) and manually at SCEMD's request.

5. Emergency-mode capacity shall be sustainable for the duration of an activation, which may extend from hours to multiple weeks depending on event type, without additional lead time or contract modification.

6. The Contractor shall provide a CDN with a geographically distributed edge/point-of-presence footprint sufficient to reduce origin load for static assets, imagery, documents, and large file downloads, with cache invalidation available on demand.

7. The hosting environment shall support unmetered/unlimited inbound and outbound bandwidth; the Contractor shall not impose traffic-based throttling during declared emergencies.

4. Security and Compliance Requirements Given the sensitivity of SCEMD's mission and its designation as critical infrastructure supporting statewide public safety communications, the hosting environment and all associated infrastructure SHALL meet the following minimum security posture:

• The Contractor's services and all associated infrastructure shall comply with the South Carolina Division of Information Security's Information Security and Privacy Standards (SCDIS-200), consistent with South Carolina state law and applicable appropriations provisos governing information security and privacy for state agency information systems.

• The environment, and all backup and storage locations, shall operate under a current FedRAMP authorization at the Moderate impact level or higher.

• A fully redundant, geographically separated failover environment, independently capable of assuming full production operations, is required (NIST SP 800-53 CP-6, Alternate Storage Site, and CP-7, Alternate Processing

Site). Offerors shall describe the geographic separation between primary and failover sites and the mechanism (automatic or manual) for failover.

• Network perimeter protection via managed firewall and web application firewall (WAF), with signature and behavioral detection capable of identifying and mitigating Layer 3/4 and Layer 7 (application-layer) DDoS attacks without manual intervention for common attack patterns (NIST SP 800-53 SC-7, Boundary Protection, and SC-5, Denial of Service Protection).

• Endpoint and host-based malware/anti-virus protection and intrusion detection/prevention capability across all infrastructure supporting the SCEMD environment, with defined escalation procedures for confirmed threats (NIST SP 800-53 SI-3, Malicious Code Protection).

• Multi-factor authentication (MFA) for all administrative and privileged access to the SCEMD environment as a baseline requirement (not solely available upon request), with support for phishing-resistant methods (e.g., FIDO2/WebAuthn or PIV/CAC) for privileged accounts (NIST SP 800-53 IA-2 and IA-2(1)/(2), Identification and Authentication).

• Encryption of all SCEMD data at rest (AES-256 or equivalent) and in transit (TLS 1.2 or higher, with a defined deprecation path to TLS 1.3) (NIST SP 800-53 SC-28, Protection of Information at Rest, and SC-8, Transmission Confidentiality and Integrity).

• The Contractor shall maintain a Security Information and Event Management (SIEM) platform, or equivalent centralized log correlation and monitoring capability, covering all applications, instances, and supporting infrastructure within the SCEMD environment, with log retention sufficient to support incident investigation (NIST SP 800-53 AU-6, Audit Record Review, Analysis, and Reporting, and AU-11, Audit Record Retention).

• The SIEM/monitoring capability shall provide continuous, automated monitoring of all related applications and instances for unusual usage patterns and anomalous behavior, with defined alerting thresholds (NIST SP 800-53 SI-4, System Monitoring). The Contractor shall notify SCEMD of confirmed or suspected security alerts, consistent with the incident notification timeline established in this Section, and shall retain the ability to forward relevant security event logs to SCEMD or the State's designated SIEM/monitoring tooling upon request.

• Upon SCEMD request, an independent penetration test, with an executive summary of results and remediation status made available to SCEMD (NIST SP 800-53 CA-8, Penetration Testing).

• A documented vulnerability management program with defined remediation timeframes commensurate with severity (e.g., aligned to FedRAMP/NIST-consistent timelines for Critical, High, and Moderate findings) (NIST SP 800-53 RA-5, Vulnerability Monitoring and Scanning, and SI-2, Flaw Remediation).

• Upon request, to allow SCEMD to assess the current security posture of the infrastructure continually, the Contractor shall provide a monthly security status summary report covering current infrastructure status, open and closed vulnerabilities, and a Plan of Action and Milestones (POA&M), inclusive of the underlying Infrastructure-as-a-Service (IaaS) platform on which the SCEMD environment is hosted (NIST SP 800-53 CA-5, Plan of Action and Milestones).

• Named point of contact and defined notification timeline (not to exceed 4 hours from confirmation) for any security incident affecting SCEMD's environment or data (NIST SP 800-53 IR-6, Incident Reporting, and IR-4, Incident Handling).

5. Documentation and Evidence of Capability To be considered responsive, Offerors shall submit, at minimum:

• Evidence of current FedRAMP authorization at Moderate or higher, including the FedRAMP Marketplace package identifier and date of most recent continuous monitoring assessment.

• A description of the physical locations (region/metro, not necessarily exact address) and ownership structure of primary and failover data center facilities.

• A summary of the proposed elastic scaling architecture and evidence (e.g., prior burst events, load testing results, or reference examples) that the proposed environment can meet the traffic and scaling requirements in Section 3.

• A current System Security Plan (SSP) summary or equivalent, and a Disaster Recovery/Continuity of Operations Plan, made available for SCEMD review upon request or contract award.

• Documentation of the results of the two (2) most recent Incident Response tests (per NIST SP 800-53 control IR-3, Incident Response Testing) and the two (2) most recent Contingency/Disaster Recovery Plan tests (per NIST SP 800-53 control CP-4, Contingency Plan Testing), including test dates, scenario/methodology, and summary findings, made available to SCEMD upon request or contract award.

• Past-performance examples demonstrating a minimum of five (5) years of experience in hosting public-facing government or emergency-management websites, including any experience supporting activated-disaster traffic surges.

6. Network and Connectivity

• Minimum of 10 Gbps redundant internet connectivity at the primary hosting facility, delivered via physically diverse paths and, where feasible, diverse upstream providers (NIST SP 800-53 CP-8, Telecommunications

Services).

• The failover facility shall maintain connectivity sufficient to assume full production load without degradation (NIST SP 800-53 CP-7, Alternate Processing Site).

• The Contractor's network architecture shall be built on Border Gateway Protocol (BGP) using provider-independent (PI) IP address space under the Contractor's control, such that SCEMD's public-facing IP address(es) can be announced from either the primary or the failover facility (NIST SP 800-53 CP-7, Alternate Processing Site, and SC-7, Boundary Protection).

• Failover between the primary and failover facilities shall be accomplished through BGP route withdrawal and re-announcement, without requiring a change to SCEMD's public IP address(es), re-issuance of DNS records, or reliance on DNS propagation/TTL expiration, so that failover is seamless from the perspective of public users and any systems with SCEMD's IP…
