About this file

This is a solicitation document from the West Virginia Department of Environmental Protection (DEP), Office of Oil and Gas, for the plugging and reclamation of an abandoned oil and natural gas well designated as the S.R. Hill Well Plugging Project (API# 47-097-00290) located in Upshur County, Ritchie County, West Virginia. The project involves a single abandoned well requiring comprehensive plugging, site remediation, and reclamation services. The mandatory pre-bid meeting was scheduled for August 20, 2025, at 11:00 a.m. eastern time at the well site. The technical questions deadline was August 22, 2025, at 2:00 p.m. eastern time. The solicitation closed on October 6, 2025, at 10:30 a.m. Addendum No. 5 modified the bid opening date to October 6, 2025, and added specifications regarding jurisdictional wetland construction requirements, tie mats, silt fence, cellar specifications, and Nationwide Permit conditions. The contract scope includes 32 distinct line items covering rig and crew services (60 hours minimum), mobilization and demobilization, site preparation, heavy equipment operations, casing and tubing materials, pumping services, disposal of various waste streams, and site reclamation including monument installation.

Pricing is based on hourly rates for labor and equipment, lump-sum pricing for site preparation and reclamation, and per-unit pricing for materials and supplies. All bids must be submitted electronically through wvOASIS Vendor Self Service (VSS). The Department will obtain and pay for all local, state, and federal permits necessary for contract completion. Work is restricted to Monday through Friday, with a maximum of ten-hour workdays unless Department approval is obtained. The contractor must comply with West Virginia Erosion and Sediment Control Field Manual standards, Nationwide Permit conditions, and all applicable state water quality requirements. The well sits in a low-lying, swampy area with jurisdictional wetland considerations requiring protective measures including tie mats, silt fencing, and proper equipment staging. The project includes specifications for cement plugging at multiple depths, casing removal operations, and specialized services such as cement bond logging and wireline perforation work. Performance requirements mandate strict environmental compliance and coordination with the DEP Project Coordinator throughout all phases of work.

IV. PROJECT DESCRIPTION

1.0 Site-based considerations:

The well sits in a field, but it is in a low lying, very wet, swampy area. The access road is a bridge off of Rt. 33-119, Corridor H, then traveling eastward through a field.

2.0 Well-specific considerations:

The Office of Oil and Gas does have a well record for the subject well API# 47-097-00290. The record shows that the total depth (TD) of the well is 4290 feet. 6-5/8” casing was set to 2252 feet.

The 6-5/8” casing shows to be set on a packer that is set in 8-1/4” open hole. 902 feet of 8-1/4" casing was run. Also, 325 feet of 10” casing was installed in the well along with 37 feet of 13” casing. The record shows the well was shot using 65 quarts of nitroglycerine from 4260 feet to

4269 feet.

V. PROJECT WORK PLAN

Contract work may require site remediation of the well site prior to the commencement of plugging operations.

Project will commence, generally, as follows:

1. Pre-mobilization site remediation, if necessary,

2. Site preparation,

3. Connect rig to well,

4. Clean out well to total depth,

5. Set prescribed plugs and monument,

6. Reclaim site including removal of stream crossings, and

7. Submit invoice to DEP.

Site Preparation Plan

This well sits in a low-lying area in a field between Corridor H and the Upshur County Regional

Airport. The access road leads from Corridor H, then through the field. Some mowing may be needed to confirm the route as the grass in the field makes it difficult to see the exact route.

The support staging area is outside Wetland 4 and will be 50’ x 50’. The tubing trailers will be staged on the east side of the Wetland 4 drainage ditch and will be 30’ x 40’. Dirt will be excavated and stockpiled for use in reclamation at project completion.

Refer to Appendix C for the branched access plan that leads to the well and jurisdictional Wetland

4, the stream crossing over the drainage ditch, and a support staging area just north of the well.

After disconnecting the production line, a cellar will need to be installed around the wellhead and then stone or rip-rap placed around the cellar to bring the elevation up to create a workable area around the site.

Proposed Plugging Work Plan:

1. Notify Project Coordinator (PC) within 24 hours of plugging commencement.

2. Prepare the site and access road for the rig and other plugging equipment. Install 24” (min) cellar around the well head. Use E & S Controls where necessary.

3. Check pressure on production casing.

4. Bleed pressure from the well into a tank or other leak proof facility.

5. Fill the well bore with fluid, if possible.

6. Run sand line tool string or other measuring device into the well to check TD of the well.

Notify PC if unable to get to 4290’.

7. Trip in the hole with tubing to TD. Pump enough 6% bentonite gel to fill the hole up to

~2250 feet, followed by a 200-foot cement plug. (Benson Sand Completion Plug)

8. Allow cement to harden. Tag plug to confirm depth of TOC. Add additional cement if necessary. If TOC is good TOOH with tubing.

9. Run a cement bond log, (CBL) to confirm the 6 ⅝” casing is not cemented.

10. Attempt to release the packer to remove the 6 ⅝” casing. If unable to release the packer, then sever the 6 ⅝” casing at a free point above the packer.

11. Remove the 6 ⅝” casing from the well.

12. TIH with tubing and set a cement plug from 50 feet below the packer to 50 feet above the casing cut.

13. Pump a cement plug across the Berea and Gantz sands, 2000’ to 1800’.

14. Ensure the hole is full of 6% bentonite Gel between all cement plugs.

15. Pump the elevation plug from 1481 feet to 1381 feet.

16. Run a CBL on the 902 feet of 8” casing to determine if it is cemented. If not attempt to pull the casing. If partially cemented, sever the casing at the free point and remove what can be recovered. If cemented to surface then pump a 100-foot cement plug across the casing shoe, and / or the casing cut.

17. Repeat Step 16 on the 325 feet of 10” casing and the 37 feet of 13” casing.

18. With gas shows reported at 598’, plan on placing a cement plug from 550’-650’.

19. Coal seams are reported at 406 feet and 236 feet. Place a cement plug from 450 feet to 200 feet.

20. If successful, fill the remaining well bore with cement and install the well marker monument, 10 feet in ground, 3 feet above ground, 6-inch minimum diameter with the API number and plugging date attached.

21. Rig down, remove all production equipment, and reclaim the well site.

Note: Any casing found in the well without cement in the annulus that cannot be retrieved must be perforated and cemented at all saltwater, freshwater, coal, oil, gas, casing shoe and elevation points.

Site Reclamation Plan

Once plugging operations have been completed and all production equipment has been removed, the cellar will have to be removed, and a permanent monument placed to mark the location of wellbore. The monument should be a minimum 6” diameter, extending 10 feet into the wellbore and 3-1/2 feet above ground level. The monument should have the API number and plugging date permanently attached to it.

Use the stockpiled wetland soil for reclamation at project completion. Wetland soil should be redistributed as close as possible to its point of origin. The area around the well and the access road will need to be smoothed out and any E&S controls removed. This site is slated to become a recreational area. Final grading will be done as that project moves forward. No seeding and mulching will be required.

See Attachments A & B for specific guidelines regarding wetland reclamation.
