If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. 1. To ensure a timely and equitable evaluation of the proposals, the Offerors must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirement of this solicitation. If awarded the contract, the contractor is required to submit a signed copy of the contract confirming receipt of the contractual document within two (2) business days.
2. Please provide a statement/paragraph indicating that the offeror understands and can meet (via Prime or Sub-Contractor) the technical requirements as indicated in the Performance Work Statement (PWS).
a. In addition to the above, please provide an overview of the technical approach, including management that the offeror will employ to accomplish the tasks indicated in the PWS.

The following is inserted as new paragraph (d) of the provision:
(a) BASIS FOR CONTRACT AWARD: This is a competitive total small business set-aside in which competing offerors will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis.
Price Evaluation Factor. Initially, offers shall be ranked according to total overall price from lowest to highest. The overall proposal price will be the Total Evaluated Price.
Only the lowest priced offer will be evaluated for technical acceptance and past performance (See Addendum to 52.212-1 Instructions to Offerors para 3a). If the lowest priced offer is technically acceptable (See Addendum to 52.212-1Instructions to Offerors para 2, 2a, 3a-d, & 5), no other offer will be evaluated for technical acceptance. If the lowest priced offer is found to be not technically acceptable, then the next lowest priced offer will be submitted for technical evaluation, and so on until an offer is found to be the lowest priced offer that is technically acceptable.

EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
