L-4.2. Factor 1: Technical Capability

L-4.2.1. Subfactor A, Program Management Plan. Describe your integrated management approach to provide an organizational structure that consists of an appropriate leadership hierarchy, assigned roles and responsibilities, lines of authority, and cohesive functional relationships to ensure satisfactory performance of all the program areas noted in the SABER General Provisions at Attachment 1. Also, provide your communications approach with effective lines of communication, reporting, progress checkpoints, and interfaces between management, technical staff, subcontractors/teaming partners, and the Government to ensure continuity and mission success.

L-4.2.2. Subfactor B, Staffing Plan. Provide your integrated approach for hiring and retaining qualified management and technical personnel for the job categories/positions required by the SABER General Provisions at Attachment 1. The staffing plan shall state the qualifications of positions outlined in the General Provisions.

Resumes are not requested nor will they be evaluated.

L-4.2.3. Subfactor C, Seed Project. Offeror shall provide a proposal for Langley Project MUHJ 20-4072, Renovate Interior Auditorium of Facility 15 - reference solicitation Attachment 2. The proposal shall capture all required labor, tools, materials, supplies, equipment and all other items necessary to successfully complete the project. The proposal shall include a separate technical proposal and a separate price proposal. The technical proposal shall include an AF Form 3064, Contract Progress Schedule that properly denotes all expected disciplines and efforts required to complete the project in a feasible manner that coincides with the requested period of performance of one hundred thirty (130) calendar days. Furthermore, the technical proposal shall include a detailed AF Form 66, Schedule of Material Submittals. The proposal shall also include a detailed price proposal that identifies the necessary line items/tasks from the applicable R.S. Means guides dated 2020. The price proposal shall properly include all expected disciplines required to complete the project and that each discipline is priced according with R.S. Means at an expected level of effort per the statement of work. The price proposal shall include the bid coefficient.

L-4.2.3.1. Subfactor C, Seed Project Site Visit. A site visit for the seed project will be held on 19 Mar 2021 at 9:

00 AM ET at Facility 15 on Langley AFB. Offeror shall email the POCs noted in Section L paragraph L-2 above no later than 4:30 PM ET on 16 Mar 2021 to advise of their intent to attend the site visit. Offeror shall submit: Company Name, Full Name of Individual(s) attending (to include their middle initial), Gender, and Date of Birth. Offeror is allowed no more than two personnel to attend the site visit. The site visit is not mandatory, but it will provide a more in-depth insight to the project and thus should allow offeror to submit a more precise seed project proposal for evaluation. It is the Government's intention to award a task order for the seed project at the SABER awardee's proposed price soon after award of the IDIQ.

L-4.3. Factor 2: Past Performance.

L-4.3.1. This acquisition is a best value source selection utilizing a subjective tradeoff evaluation methodology whereby past performance may be traded for price. Past performance history will be evaluated on a basis significantly more important than cost or price considerations; however, cost/price will contribute substantially to the selection decision.

L-4.3.2. Offeror shall submit thorough, accurate, and complete past performance information (PPI). Offeror submitted PPIs and Contractor Performance Assessment Reports (CPARs) will be the primary sources used in evaluation. The Government may use additional sources of information in its evaluation, at its discretion.

Additional information can come from any sources available to the Government.

L-4.3.3. Offeror shall submit the Commercial and Government Entity (CAGE) code and Data Universal Numbering System (DUNS) number of the Prime Offeror and each team member, partner or subcontractor included in your proposal. Include written consent from all subcontractor or team members to allow the Government to address any evaluated past performance directly with the Prime Offeror.

L-4.3.4. If PPI is submitted from prior organization structures, (e.g. mergers, subsidiaries, purchases, novation's, etc.) submit a detailed change history, to include company names, CAGE codes, DUNS numbers, and specific dates.

L-4.3.5. Past Performance Information (PPI) Reference Sheets (Section L: Attachment 1): Submit a minimum of three and a maximum of six separate PPIs for contracts, task orders, or calls that are recent and relevant as defined in Section M. It is the offeror's responsibility to explain how their chosen PPIs are relevant; however, the Government is not bound by the offeror's opinion in determining relevancy. Three of the submitted PPIs should be for the Prime Offeror if available. PPIs submitted for a basic IDIQ or Blanket Purchase Agreement (BPA) will be considered a single PPI reference.

L-4.3.6. Past Performance Questionnaires (PPQ) (Section L: Attachment 2): If a submitted PPI reference does not have a Contractor Performance Assessment Report (CPAR), the Government shall use the attached PPQ as a tool for evaluating. All PPQs are to be submitted to the Government by the POC identified in Section 3 of the Attached PPQ, via email to the 633 CONS personnel listed in paragraph L-2.1. above. Any PPQs submitted directly by an offeror will not be considered. It is the sole responsibility of the offeror to send out and track the completion of a PPQ to ensure it is received by the proposal deadline.

L-4.4. Factor 3: Price

L-4.4.1. The Unit Price Guide (UPG) to be utilized for this contract is R.S. Means. All line items in the R.S.

Means Facilities Construction Guide are considered pre-priced line items. The offeror will be responsible for proposing two priced elements -- coefficient rates and design fees.

L-4.4.2. Coefficient Rates. Offeror's coefficient rates shall represent its costs for labor, overhead, profit, general & administrative expenses, bond premiums, taxes, mobilization, demobilization, and all other associated costs as noted in the General Provisions at Attachment 1. Coefficient rates will be multiplied against the localized unit prices in the R.S. Means Facilities Construction Guide and then multiplied by the City Cost Index (CCI) to calculate the finalized task order price. The coefficient shall represent "net" (equal to 1.0) or a percentage "decrease from" (e.g. .82) or an "increase from" (e.g. 1.12) to the unit prices listed in the appropriate R.S. Means Facility Construction Cost Data Unit Price Book. The pricing coefficient is not subject to economic price adjustments and will remain unchanged for the existing terms and conditions of the contract.

L-4.4.2.1. Since JBLE is separated into two geographical locations, an independent coefficient rate for Langley AFB and Fort Eustis may be proposed by the offeror. Furthermore, an independent coefficient rate may be proposed for the 203 Red Horse Squadron (Camp Pendleton State Military Reservation, Virginia Beach, VA) and the 200 Weather Flight (Sandston, VA). Note: the 192 Virginia Air National Guard Contracting Office (located on Langley AFB) will be given decentralized authority to write its own task orders using the SABER IDIQ in support of the 203 Red Horse Squadron and the 200 Weather Flight.

L-4.4.2.2. The IDIQ contract will be awarded with a single standard and nonstandard coefficient rate for Langley AFB, Fort Eustis, Virginia Beach, and Sandston (unless offeror elects to propose same coefficient for all locations). Projects categorized as standard take place during normal working hours (0730 - 1630), Monday through Friday excluding federal holidays. Projects categorized as nonstandard typically take place outside of the normal working hours, or in a secure area where the contractor must be escorted. The nonstandard coefficient may be utilized to account for loss of productivity while working in secure areas, working on weekends, and working during nonstandard hours only. In addition, the nonstandard coefficient may be used to accelerate contractor's performance to include multiple shifts during both standard and nonstandard hours.

L-4.4.3. Minimal Design. The concept of the SABER program provides for a 35% design level of effort.

However, on occasion some portions of a design may require up to a 65 to 80% design effort depending upon the nature and complexity (i.e. mechanical/electrical) of the project. A 100% design level effort may be necessary when Professional Engineer (PE) Certification is required. For purposes of supplying a minimum design fee, the offeror shall price at a 35% design level of effort.

L-4.4.3.1. Minimal Design Ranges/Fees. The minimal design ranges are broken out into the following three categories of magnitude. The offeror shall provide a FFP design fee amount for each minimum design range category for the base and all option year periods.

Category 1 (Low), minimum design range: $2,000.01 - $50,000.00 Category 2 (Medium), minimum design range: $50,000.01 - $300,000.00 Category 3 (High), minimum design range: Over $300,000.00

L-4.4.4. Pricing Schedule - Solicitation Attachment 3. Offerors shall complete the Pricing Schedule at Attachment 3 of the solicitation by inserting its proposed standard and nonstandard coefficient rates and minimum design fees for each Contract Line Item Number (CLIN), including all option periods. The three minimum design fee amounts shall be inserted as single project amounts.

L-4.4.4.1. The pre-built Pricing Schedule formula will add the offeror's standard and nonstandard coefficient rates together and multiply that total by $19M (estimated dollar value per year for the contract) to reach the total coefficient amount for the base and each option period for Langley AFB, Fort Eustis, Virginia Beach, and Sandston. The pre-built formula will add the sum of the offeror's three proposed minimum design fee amounts for the base and each option period to the total coefficient amount to reach the offeror's overall total proposed price.

L-4.4.5. Offerors shall fully explain the basis for development of its coefficients and design fees. Unreasonably high or unrealistically low coefficient rates or minimum design fees, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirements or the coefficient/minimum design amount represent an unacceptable risk to the Government.

L-4.4.6. Total Evaluated Price (TEP). The TEP consists of all offeror proposed amounts for the base and all option periods (including the 6-month extension of services period IAW FAR 52.217-8, Option to Extend Services). The SABER Seed Project noted at paragraph L-4.2.3. is not a factor of the TEP and therefore shall not be included in this total.

L-4.4.7. Certified Cost or Pricing Data. Since adequate price competition is expected, contract award will be made without obtaining certified cost or pricing data; however, other than cost or pricing data may be requested after receipt and evaluation of proposals if necessary to make a determination of price reasonableness.

L-4.4.8. Responsibility Determination. In order to expedite the responsibility determination required by FAR 9.103(b), offeror shall provide documentation from its financial institution showing its adequate financial resources, or the ability to obtain them (see FAR 9.10403(a)). This documentation will only be used to establish responsibility in the event of contract award, and will not be used to evaluate proposed pricing.

Section M - Evaluation Factors for Award

M-1. BASIS FOR CONTRACT AWARD.

M-1.1. A tradeoff source selection process will obtain best value in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, Department of Defense (DoD) Source Selection Procedures effective 31 Mar 2016, and Air Force Federal Acquisition Regulation (AFFARS) Mandatory

Procedures (MP) 5315.3 for Source Selection, 2019 Edition.

M-1.2. An award can be made to a higher rated, higher priced offeror if the Source Selection Authority (SSA) determines that it is in the best interest of the Government to do so.

M-1.3. Per FAR 52.215-1(f)(4), the Government intends to award without discussions. Should the SSA determine that discussions are necessary, a competitive range determination will be made prior to conducting.

This range will be comprised of the most highly rated proposals based on the ratings of all factors.

M-1.4. The Contracting Officer (CO) will notify offerors in writing when their proposals are excluded from the competitive range or otherwise eliminated from the competition. That notice shall state the basis for the determination and that a proposal revision will not be considered.

M-1.5. Evaluation Notices (ENs) will be issued to offerors in the competitive range. Formal responses to ENs and final proposal revisions (FPRs) will be considered in making the source selection decision for award.

M-1.6. FPRs will be submitted by each offeror in the competitive range at the conclusion of discussions.

Unexplained, or inadequately explained, revisions or exceptions to terms and conditions may significantly impact evaluation of the offeror's proposal. Significant departures from previous proposal submissions may render the offer unacceptable to the Government.

M-2. EVALUATION FACTORS AND METHODOLOGY

M-2.1. Proposals will be evaluated using three evaluation factors: (1) Technical Capability, (2) Past Performance, and (3) Price. Past Performance is the most important. Past Performance and Technical Capability when combined are significantly more important than price; however, price will contribute substantially to the selection decision. The greater the equality of proposals for factors other than price, the more important price becomes in selecting the best value for the government.

M-2.2. Evaluating Factor 1: Technical Capability.

M-2.2.1. Technical will be rated as acceptable or unacceptable. There are three subfactors under the Technical evaluation factor. All three subfactors are equal in importance and all three must be found acceptable for the Technical Capability factor to be determined acceptable. Any technical proposal determined unacceptable will be ineligible for award. Proposals will be evaluated on the offeror's demonstration of the following for each subfactor:

M-2.2.2. Subfactor A, Program Management Plan. The offeror provided an effective integrated management approach that demonstrates an organizational structure that consists of an appropriate leadership hierarchy, assigned roles and responsibilities, lines of authority, and cohesive functional relationships to meet satisfactory performance of all the program areas noted in the SABER General Provisions at Attachment 1. The offeror provided a compressive communications approach that consists of effective lines of communication, reporting, progress checkpoints, and interfaces between management, technical staff, subcontractors/teaming partners, and the Government to ensure continuity and mission success.

M-2.2.3. Subfactor B, Staffing Plan. The offeror provided an effective integrated approach for hiring and retaining qualified management and technical personnel for the job categories/positions required by the SABER General Provisions at Attachment 1. The offeror's staffing plan stated the qualifications of positions outlined in the General Provisions.

M-2.2.4. Subfactor C, Seed Project. The offeror provided a proposal for Langley Project MUHJ 20-4072, Renovate Interior Auditorium of Facility 15. The offeror's proposal captured all required labor, tools, materials, supplies, equipment and all other items necessary to successfully complete the project. The offeror's proposal included a separate technical proposal and a separate price proposal. The offeror's technical proposal included an AF Form 3064, Contract Progress Schedule that properly denoted all expected disciplines and efforts required to complete the project in a feasible manner that coincides with the requested period of performance of one hundred thirty (130) calendar days. The offeror's technical proposal included a properly detailed AF Form 66, Schedule of Material Submittals. The offeror's proposal included a detailed price proposal that identified the necessary line items/tasks from the applicable R.S. Means guides dated 2020. The offeror's price proposal properly included all expected disciplines required to complete the project and each discipline was properly priced in accordance with R.S. Means at an expected level of effort per the statement of work. The offeror's price proposal included the bid coefficient.

M-2.2.5. Factor 1 Ratings. Each subfactor above will be assigned a technical rating from the following chart.

The ratings for each of the subfactors will focus on each offeror's proposal meeting or not meeting the requirements of the solicitation.

Technical Ratings for Factor 1

Adjectival Rating of Acceptable Description: Proposal meets the requirements of the solicitation.

Adjectival Rating of Unacceptable Description: Proposal does not meet the requirement of the solicitation

M-2.2.6. Evaluating Factor 2: Past Performance.

M-2.2.6.1. A Performance Confidence Rating will be assigned to each offeror based on three aspects of past performance evaluation, (1) Recency, (2) Relevancy, and (3) Quality. Past performance information (PPI) determined non-recent or not relevant will not be further evaluated.

M-2.2.6.2. Recency. Each PPI must be determined recent in order to be considered relevant. Recent is an active contract performance (minimum of 6 months) during the last five years as of the release date of this solicitation.

Contracts that were started prior to this time, but still in effect with active performance (minimum of 6 months) as of five years from the date of this solicitation, will be considered recent.

M-2.2.6.3. Relevancy. The following criteria will be used to determine the relevancy of each recent PPI submitted:

Relevancy Ratings for Factor 2

Rating of Very Relevant Description: Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Rating of Relevant Description: Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Rating of Somewhat Relevant Description: Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Rating of Not Relevant Description: Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

M-2.2.6.4. Quality. The Government will review all recent and relevant past performance information collected and determine the quality of the offeror's performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. A separate quality assessment rating will not be assigned, but rather the offeror's overall record of performance quality will be used to assign a confidence rating.

M-2.2.6.5. Performance Confidence Assessment Rating: Each offeror will receive one overall performance confidence rating, as follows:

Performance Confidence Assessment Ratings for Factor 2

Rating of Substantial Confidence Description: Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Rating of Satisfactory Confidence Description: Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Rating of Neutral Confidence Description: No recent/relevant performance record is available or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Rating of Limited Confidence Description: Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

Rating of No Confidence Description: Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

M-2.2.6.6. Adverse past performance is defined as past performance information that supports 1) a less than satisfactory rating on any evaluation subfactor; or 2) any unfavorable comments received from sources without a formal rating system that cause evaluator concern. When a relevant performance record indicates performance problems, the Government will consider the number and severity of the problems and the appropriateness and effectiveness of any corrective actions taken (not just planned or promised). The Government may review more recent contracts or performance evaluations to ensure corrective actions have been implemented and to evaluate their effectiveness. In accordance with FAR 15.306(b)(4), communications must be held with any offeror who will be excluded from competition because of adverse past performance information, unless the offeror has previously had the opportunity to comment on such information.

M-2.2.6.7. Offerors without a record of relevant and recent past performance or for whom information on past performance is not available will not be evaluated favorably nor unfavorably, and as a result, will receive a "Neutral Confidence" rating for this factor.

M-2.2.7. Evaluating Factor 3: Price

M-2.2.7.1. Price proposals will be evaluated using techniques established in FAR 15.404-1 to ensure the Government receives a fair, reasonable, and balanced price. Comparison of proposed prices in response to the solicitation is the preferred and intended price analysis technique. The basis for a fair and reasonable determination will be the offeror's Total Evaluated Price (TEP). The TEP consists of the total proposed prices for the base period, option years 1 through 4, and 50 percent of the option year 4 price to represent the price for the optional extension of services in accordance with FAR Clause 52.217-8, Option to Extend Services.
