L-4.2. Factor 1: Technical Capability
L-4.2.1. Subfactor A, Program Management Plan. Also, provide your communications approach with effective lines of communication, reporting, progress checkpoints, and interfaces between management, technical staff, subcontractors/teaming partners, and the Government to ensure continuity and mission success.
L-4.2.2. Subfactor B, Staffing Plan. Provide your integrated approach for hiring and retaining qualified management and technical personnel for the job categories/positions required by the SABER General Provisions at Attachment 1. The staffing plan shall state the qualifications of positions outlined in the General Provisions. Resumes are not requested nor will they be evaluated.
L-4.2.3. Subfactor C, Seed Project. Offeror shall provide a proposal for Langley Project MUHJ 20-4072, Renovate Interior Auditorium of Facility 15 – reference solicitation Attachment 2. The proposal shall capture all required labor, tools, materials, supplies, equipment and all other items necessary to successfully complete the project. The technical proposal shall include an AF Form 3064, Contract Progress Schedule that properly denotes all expected disciplines and efforts required to complete the project in a feasible manner that coincides with the requested period of performance of one hundred thirty (130) calendar days. Furthermore, the technical proposal shall include a detailed AF Form 66, Schedule of Material Submittals. The proposal shall also include a detailed price proposal that identifies the necessary line items/tasks from the applicable R.S. Means guides dated 2020. The price proposal shall properly include all expected disciplines required to complete the project and that each discipline is priced according with R.S. Means at an expected level of effort per the statement of work. The price proposal shall include the bid coefficient.
L-4.2.3.1. Subfactor C, Seed Project Site Visit. A site visit for the seed project will be held on 24 May 2021 at 9:00 AM ET at Facility 15, Room 203, located at 45 Nealy Avenue on Langley AFB. Offeror shall email the POCs noted in Section L paragraph L-2 above no later than 4:30 PM ET on 19 May 2021 to advise of their intent to attend the site visit. The Government will submit a DoD SAFE drop-off request to each offeror planning to attend the site visit. The offeror shall upload a Government provided Excel spreadsheet noting the following information no later than 2:00 PM ET on 21 May 2021 so base passes are made available: Company Name, Full Name of Individual(s) attending (to include their middle initial), Gender, and Date of Birth. Offeror is allowed no more than two personnel to attend the site visit. The site visit is not mandatory, but it will provide a more in-depth insight to the project and thus should allow offeror to submit a more precise seed project proposal for evaluation. It is the Government’s intention to award a task order for the seed project at the SABER awardee’s proposed price soon after award of the IDIQ.
L-4.3. Factor 2: Past Performance.
L-4.3.1. This acquisition is a best value source selection utilizing a subjective tradeoff evaluation methodology whereby past performance may be traded for price. Past performance history will be evaluated on a basis significantly more important than cost or price considerations; however, cost/price will contribute substantially to the selection decision.
L-4.3.2. Offeror shall submit thorough, accurate, and complete past performance information (PPI). Offeror submitted PPIs and Contractor Performance Assessment Reports (CPARs) will be the primary sources used in evaluation. The Government may use additional sources of information in its evaluation, at its discretion. Additional information can come from any sources available to the Government.
L-4.3.3. Offeror shall submit the Commercial and Government Entity (CAGE) code and Data Universal Numbering System (DUNS) number of the Prime Offeror and each team member, partner or subcontractor included in your proposal. Include written consent from all subcontractor or team members to allow the Government to address any evaluated past performance directly with the Prime Offeror.
L-4.3.4. If PPI is submitted from prior organization structures, (e.g. mergers, subsidiaries, purchases, novation’s, etc.) submit a detailed change history, to include company names, CAGE codes, DUNS numbers, and specific dates.
L-4.3.5. Past Performance Information (PPI) Reference Sheets (Section L: Attachment 1): Submit a minimum of three and a maximum of six separate PPIs for contracts, task orders, or calls that are recent and relevant as defined in Section M. It is the offeror’s responsibility to explain how their chosen PPIs are relevant; however, the Government is not bound by the offeror’s opinion in determining relevancy. Three of the submitted PPIs should be for the Prime Offeror if available. PPIs submitted for a basic IDIQ or Blanket Purchase Agreement (BPA) will be considered a single PPI reference.
L-4.3.6. Past Performance Questionnaires (PPQ) (Section L: Attachment 2): If a submitted PPI reference does not have a Contractor Performance Assessment Report (CPAR), the Government shall use the attached PPQ as a tool for evaluating. All PPQs are to be submitted to the Government by the POC identified in Section 3 of the Attached PPQ, via email to the 633 CONS personnel listed in paragraph L-2.1. above. Any PPQs submitted directly by an offeror will not be considered. It is the sole responsibility of the offeror to send out and track the completion of a PPQ to ensure it is received by the proposal deadline.
L-4.4. Factor 3: Price
L-4.4.1. The Unit Price Guide (UPG) to be utilized for this contract is R.S. Means. All line items in the R.S. Means Facilities Construction Guide are considered pre-priced line items. The offeror will be responsible for proposing two priced elements --coefficient rates and design fees.
L-4.4.2. Coefficient Rates. Offeror’s coefficient rates shall represent its costs for labor, overhead, profit, general & administrative expenses, bond premiums, taxes, mobilization, demobilization, and all other associated costs as noted in the General Provisions at Attachment 1. Coefficient rates will be multiplied against the localized unit prices in the R.S. Means Facilities Construction Guide and then multiplied by the City Cost Index (CCI) to calculate the finalized task order price. The coefficient shall represent “net” (equal to 1.0) or a percentage “decrease from” (e.g. .82) or an “increase from” (e.g. 1.12) to the unit prices listed in the appropriate R.S. Means Facility Construction Cost Data Unit Price Book. The pricing coefficient is not subject to economic price adjustments and will remain unchanged for the existing terms and conditions of the contract.
L-4.4.2.1. Since JBLE is separated into two geographical locations, an independent coefficient rate for Langley AFB and Fort Eustis may be proposed by the offeror. Furthermore, an independent coefficient rate may be proposed for the 203 Red Horse Squadron (Camp Pendleton State Military Reservation, Virginia Beach, VA) and the 200 Weather Flight (Sandston, VA).
Note: the 192 Virginia Air National Guard Contracting Office (located on Langley AFB) will be given decentralized authority to write its own task orders using the SABER IDIQ in support of the 203 Red Horse Squadron and the 200 Weather Flight.
L-4.4.2.2. The IDIQ contract will be awarded with a single standard and nonstandard coefficient rate for Langley AFB, Fort Eustis, Virginia Beach, and Sandston (unless offeror elects to propose same coefficient for all locations). Projects categorized as standard take place during normal working hours (0730 - 1630), Monday through Friday excluding federal holidays.
Projects categorized as nonstandard typically take place outside of the normal working hours, or in a secure area where the contractor must be escorted. The nonstandard coefficient may be utilized to account for loss of productivity while working in secure areas, working on weekends, and working during nonstandard hours only. In addition, the nonstandard coefficient may be used to accelerate contractor’s performance to include multiple shifts during both standard and nonstandard hours.
L-4.4.3. Minimum Design. The concept of the SABER program provides for a 35% design level of effort. However, on occasion some portions of a design may require up to a 65 to 80% design effort depending upon the nature and complexity (i.e. mechanical/electrical) of the project. A 100% design level effort may be necessary when Professional Engineer (PE) Certification is required. For purposes of supplying a minimum design fee, the offeror shall price at a 35% design level of effort.
L-4.4.3.1. Minimum Design Ranges/Fees. The minimum design ranges are broken out into the following three categories of magnitude. The offeror shall provide a FFP design fee amount for each minimum design range category for the base and all option year periods.
Category 1 (Low), minimum design range: $2,000.01 - $50,000.00 Category 2 (Medium), minimum design range: $50,000.01 - $300,000.00 Category 3 (High), minimum design range: Over $300,000.00
L-4.4.4. Pricing Schedule – Solicitation Attachment 3. Offerors shall complete the Pricing Schedule at Attachment 3 of the solicitation by inserting its proposed standard and nonstandard coefficient rates and minimum design fees for each Contract Line Item Number (CLIN), including all option periods. The three minimum design fee amounts shall be inserted as single project amounts.
L-4.4.4.1. The pre-built Pricing Schedule formula will add the offeror’s proposed standard and nonstandard coefficient rates together and multiply that total by the annual dollar amount estimated for work to be completed to obtain the overall proposed coefficient amount. The pre-built Pricing Schedule formula will also multiply each of the offeror’s proposed minimum design fee amounts by the estimated quantity of each design range to obtain the overall proposed minimum design fee amount. The total proposed amount of the coefficient rates and the minimum design fees will be added together to reach the offeror’s overall total proposed price.
L-4.4.5. Offerors shall fully explain the basis for development of its coefficients and design fees. Unreasonably high or unrealistically low coefficient rates or minimum design fees, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirements or the coefficient/minimum design amount represent an unacceptable risk to the Government.
L-4.4.6. Total Evaluated Price (TEP). The TEP consists of all offeror proposed amounts for the base and all option periods plus 50% of the Option Year 4 pricing to evaluate the 6-month extension of services period IAW FAR 52.217-8, Option to Extend Services. The SABER Seed Project noted at paragraph L-4.2.3. is not a factor of the TEP and therefore shall not be included in this total.
L-4.4.7. Certified Cost or Pricing Data. Since adequate price competition is expected, contract award will be made without obtaining certified cost or pricing data; however, other than cost or pricing data may be requested after receipt and evaluation of proposals if necessary to make a determination of price reasonableness.
L-4.4.8. Responsibility Determination. In order to expedite the responsibility determination required by FAR 9.103(b), offeror shall provide documentation from its financial institution showing its adequate financial resources, or the ability to obtain them (see FAR 9.104-3(a)). This documentation will only be used to establish responsibility in the event of contract award, and will not be used to evaluate proposed pricing.
