PERFORMANCE WORK STATEMENT
Project Title: JBMDL Open House and Air Show (OHAS) Jumbotron Plus Live BroadcastPower in the Pines 2025
Purpose:
To pre-stage multimedia equipment to communicate incident response procedures to a 125,000-person crowd during the 2025 Joint Base McGuire-Dix-Lakehurst (JBMDL) Open House and Air Show (OHAS). To use these multimedia capabilities to share our Joint Base story with the audience both in-person and virtually.
Event Information:
1. 16 - 18 May 2025
a. "Middle/High-School Career Day" - morning of Fri, 16 May 2025
b. "Family &Friends (DOD ID Holder) Day" - afternoon of Fri, 16 May 2025
c. "Power in the Pines(General Public) OHAS" - Sat, 17 May - Sun 18 May 2025
d. Thu, 15 May 2025 is setup and Mon, 19 May 2025 is teardown and clean-up
e. Air Show duration is planned for 4 hrs with the possibility of 1 hr of delays
f. Air Show timeline is planned for 1200 to 1540 EST, with margins for delays to 1640 (rain or shine)
2. McGuire Airfield on JBMDL, NJ, in-person and online audiences
a. In-person experience: 125,000 people per day on Saturday and Sunday
b. Online experience: On at least Facebook, YouTube, and the JBMDL website on Saturday and Sunday.
Description of Service(s) Needed:
1. Online Experience:
a. A minimum of 4.5 hours with up to 5.5 hours of hosted, continuous live streaming coverage of the event on the 2 weekend days of the OHAS. For context, the notional plan is to stream 1130 to 1600 EST, with possibility of an additional hour due to delays. These times are for illustrations and subject to change.
b. Two professional commentator(s) to host the live stream on Saturday and Sunday.
c. Contractor shall provide internet. Internet (WiFi, Hotspot, etc.) will not be supplied by the base.
d. One (1) equipment operator or team to provide at least 3 live interactions on-site of the event of up to 10 minutes each on Saturday and Sunday. The contractor will provide video and sound support and JBMDL will provide on-air talent. The Government will not provide manning for cameras or other contractor-owned equipment.
e. One (1) equipment operator or team to provide one live interaction on-site of the event of up to 10 minutes on Friday to be recorded and played on Saturday and Sunday. The contractor will provide video and sound support and JBMDL will provide on-air talent. The Government will not provide manning for cameras or other contractor-owned equipment.
f. Contractor shall be able to capture multiple angles of the live show.
g. Pre-produced multimedia content is provided by the JBMDL team no later than 14 calendar days prior to the event. The content is 10 videos of 1 to 5 minutes in length. Formatting or minor editing to fit the feel of the rest of the produced content is expected.
h. Graphics and animations for professional transitions and presentation of content.
i. Production shall utilize extensive, immersive production elements including act intros, on-screen graphics identifying aircraft, pilots, maneuvers, facts and figures.
j. The contractor will be provided with and shall incorporate features about the base, related recruitment opportunities and roles, local history, with ability to seamlessly transition to preproduction content in the event of emergency or sudden non-availability of aircraft. Aerial performers may also provide background information to be included no later than 14 calendar days prior to event.
k. Audio for the "Online Experience" will incorporate some of the on-site announcer content provided by a separate contractor, specifically air show radio transmissions and Thunderbird narration. This requires interfacing with the sound system provided by the Air Boss contract.
l. Interface with the Air Boss, Announcer, and Sound System contractor to utilize their audio content as appropriate. The contractor will provide the audio cables to and from the Sound System contractor no further than 200 feet between the two service providers.
m. The Government will provide electrical power at a single location for the production trailer and the host's streaming stand.
2. The in-person experience on the screens is a different experience from the online streaming experience--there are overlaps in the live In-person Experience:
video, but the audio and prepared multimedia packages aren't synced. Three days total of multi-camera digital video production system with video playback and graphic overlay for video distribution to the on-site large mobile screens, commonly referred to as jumbotrons:
a. Portions of the online experience, specifically host interviews with the Installation Commander, preproduced multimedia content, live interactions, will also be broadcast to the in-person audience via contractor provided screens. For portions that are synced between the in-person and online streaming experience, the Air Boss service provider will be lead for synchronizing the timing.
b. Between 4.5-5.5 hours of live ground and air show demonstrations on screen on location.
c. Periodically, an event layout map with highlights of attractions and activities, with possibility of voiceover description, shall be displayed on all screens.
d. Provide, setup, operate, and teardown two (2) large display equipment consisting of two mobile screens measuring a minimum of 22 feet wide with a 16:9 aspect ratio mounted on self-driven vehicles or towed trailers.
e. Provide, setup, operate, and teardown two (2) medium display equipment measuring a minimum of 16 feet wide with a 16:9 aspect ratio for use within the primary spectator area of the event.
f. Provide a video output via an HDMI cable to five JBMDL-provided TVs in the sponsorship chalets and Commander's tent. The responsibility of the contractor is to provide a wired or wireless link to the TV's location, will terminate in an HDMI output, and cables and transmission equipment will be secured for safety.
g. The contractor will provide power for each large screen and each medium screen. The Government will provide electrical power for the TV HDMI drop locations.
3. :Post-Event Content
a. The contractor shall provide the Government all footage within 14 days after the event via mailed DVD, external drive, or Government agreed upon methods of digital transmission.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) As used in this clause- Definitions.
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Electronic invoicing.

(c) To access WAWF, the Contractor shall- WAWF access.

(d) . The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than Comptroller General Examination of Record sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
