About this file

This is a Solicitation Addendum 2 document issued by Robeson Community College (RBCC) in North Carolina that provides answers to vendor questions regarding Janitorial Services solicitation 119-07012025-1. The solicitation seeks comprehensive janitorial and custodial services covering approximately 215,856 square feet across 19 main campus buildings and three off-site locations. Services are required Monday through Friday with first shift operations from 7:00 a.m. to 4:00 p.m. and second shift from 3:00 p.m. to 11:00 p.m., with weekend and holiday access as needed. The solicitation opened on January 15, 2026, at 2:00 p.m. ET, with written questions due by December 29, 2025, at 5:00 p.m. and vendor responses provided by January 8, 2026. A mandatory site visit was scheduled for December 17, 2025, with failure to attend resulting in automatic proposal rejection. The initial contract term is three years beginning January 1, 2026, or upon final execution, with the vendor required to start work within ten business days of the effective date. The evaluation criteria total 100 points distributed across Project Organization (20 points), Technical Approach (20 points), Cost Proposal (20 points), Vendor Experience (20 points), and References (20 points).

Key contractual requirements include that RBCC will award to a single vendor for all locations and will not allow price adjustments or escalation clauses, requiring vendors to bid based on their ability to complete the full contract term. Criminal background checks must be current and completed within ninety days of the contract effective date and may be obtained from nationally accredited third-party providers. A performance bond equal to three months of contract value is required within 15 days of award, and general liability and other required insurance must be maintained. The vendor must name an Onsite Supervisor two weeks prior to the contract start date and cannot subcontract services. Monthly invoicing follows net payment terms not later than 30 days after receipt of a correct invoice or acceptance of goods, with service acceptance evaluated within seven business days. Grounds for termination include failure to meet with the Contract Coordinator regarding valid complaints three times in a month, failure to cover special events two times consecutively or six times annually with sufficient notice, failure to remove non-compliant employees, failure to maintain sufficient supplies for two concurrent months, and vendor failure to notify the State within thirty days of any criminal litigation or investigation involving the vendor or its officers and directors.
