About this file
This is a Request for Quotations (RFQ) for nationwide evidence storage, transportation, disposal, and management services for the FDA's Office of Criminal Investigations (OCI). The FDA seeks a single prime contractor to provide receipt, custody, transportation, storage, management, accountability reporting, and disposition of property including pharmaceutical products, medical devices, tobacco products, food products, and documentation. Services must be available in all 50 states and U.S. territories, with current estimated storage volumes ranging from 1 pallet in Massachusetts, New York, and Puerto Rico to 269 pallets in Florida and 190 pallets in New Jersey.
The contract is structured as a Time and Materials award with a base period of six months and four 12-month option periods plus a 30-day transition out option. Phase I submissions are due March 31, 2026, and must include relevant experience narratives, past performance documentation, and small business subcontracting plans. Offerors selected after Phase I evaluation will proceed to Phase II, consisting of oral presentations addressing technical capability and on-the-spot scenario responses, followed by pricing submission using the required Pricing Worksheet (Attachment B). The evaluation prioritizes technical capability, relevant experience, past performance, and small business participation over price. Contractors must maintain facilities meeting security requirements (motion sensors, alarm contacts, restricted access), provide 24/7 dispatch capability, furnish transportation equipment (box trucks, tractor-trailers), maintain climate-controlled and hazmat storage capabilities, and manage disposal through online auctions, sealed bid sales, destruction, or release to authorized parties. All contractor personnel require appropriate certifications and licenses, including CDL endorsements and hazmat handling certificates, and must comply with federal security, privacy, and environmental regulations.

2.1 INTRODUCTION AND BACKGROUND
The purpose of this Statement of Work (SOW) is to obtain contractor services to provide processing, transportation, storage, and disposal of property/evidence services to the Food and Drug Administration’s (FDA’s) Office of Criminal Investigations (OCI).
The mission of the Food and Drug Administration (FDA) is to protect the health of the American public (www.fda.gov). For more than one hundred (100) years, FDA has been the international leader ensuring safe food, cosmetics, human drugs, biologics, veterinary products, medical and radiological devices, and tobacco products. As part of its mission, the FDA receives documents from a variety of public and private entities, including regulated industry. Throughout FDA’s history, document control and records management has played a vital role in the Agency’s regulation process and, ultimately, in the mission to protect public health. This allows FDA to comply with federally mandated document control and record keeping requirements, while maintaining a high level of accountability to the citizens of the United States. To ensure proper organization and management of documents and records materials, the FDA complies with regulations set forth in the Federal Records Act per United States Code (U.S.C.), Title 44, Chapters 29 thru 33; Title 36 Code of Federal Regulations (CFR), Chapter 12; and National Archives and Records Administration (NARA) guidance.
