Factor 1: Technical Approach

Offerors shall submit a narrative discussion that describes Offerors’ approach to the work.

The offeror’s narrative shall describe its approach to accomplishing the work identified in the Statement of Work (SOW) and project documents. The offeror shall provide sufficient details to demonstrate a clear understanding of the project requirements, constraints, and risks, and to describe the specific methods, procedures, resources, and sequencing it will use to complete the work successfully.

To be considered acceptable, the offeror must do more than restate the requirements; it must demonstrate in detail how it will meet those requirements through a well-defined and feasible approach. Generic statements indicating the ability to perform the work without supporting explanation will be evaluated as lacking sufficient detail or understanding.

Factor 2: Past Performance

The Offeror is responsible for collecting and submitting completed PPQs. CPARS may be submitted in lieu of PPQs where available.

If fewer than three (3) PPQs or CPARS are received, the Government will evaluate all available past performance information.

Offerors without relevant past performance history may submit a statement indicating such, and will be evaluated in accordance with RFO 15.202(c)(1), which provides for a neutral rating.

VOLUME 2

Factor 5: Price

Volume 2 should be submitted in a separate file from Volume 1. The price proposal should be broken down into sections as defined below.

Section 1: The name(s) and title(s) of the person(s) authorized to negotiate and sign a contract. Also, provide a Certificate of Corporate Authority or other applicable documentation of authorized signature(s) for each authorized individual.

Section 2: The Offer (the SF1442) duly executed with an original signature by an official authorized to bind the company.

Section 3: Acknowledgement of all amendments to the solicitation in accordance with the instructions on the Standard Form 30 (Amendment form).

Section 4: The completed section of the solicitation (i.e., Representations, Certifications, and Other Statements of Offerors). All cost and pricing data supplied by Offerors will represent data other than certified cost or pricing data as defined by RFO 2.101.

Representations, Certifications, and Other Statements may also be accomplished via sam.gov, but must be complete and up to date prior to the proposal deadline.

In addition, Offerors must be verified through the U.S. Small Business Administration (SBA) as a certified Service-Disabled Veteran-Owned Small Business (SDVOSB) under NAICS code 236220 (Commercial and Institutional Building Construction). Verification and certification through SBA must be current as of the proposal submission date.

Section 5: Each Offeror is required to complete the cost/price schedule (page 5 of this solicitation) and fully complete the Division Price Schedule (Attachment 7). The base proposal shall include all work identified in the SOW, specifications, and drawings.

Section 6: Each Offeror is required to provide a bid/bond per RFO 52.228-1.

(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.

(d) Alternate offers.

(1) When an offer includes foreign solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.

(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of the clause at FAR 52.225-9 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.

(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material. An offer based on use of the foreign construction material for which an exception was requested—

(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.

(d) Alternate offers.

(1) When an offer includes foreign construction material, other than designated country construction material, that is not listed by the Government in this solicitation in paragraph (b)(3) of FAR clause 52.225-11, the offeror also may submit an alternate offer based on use of equivalent domestic or designated country construction material.

(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of FAR clause 52.225-11 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.

(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of FAR clause 52.225-11 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic or designated country construction material, and the offeror shall be required to furnish such domestic or designated country construction material. An offer based on use of the foreign construction material for which an exception was requested—

(ii) May be accepted if revised during negotiations.

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
