SECTION 1 - THE SCHEDULE

1. SCOPE OF CONTRACT
The Contractor shall provide mobile telephone services to the Embassy of the United States of
America in Jerusalem, Israel. The prices listed below shall include all labor, materials, insurance
(see FAR 52.228-4 and 52.228-5), overhead, and profit. The Government will pay the
Contractor on a monthly basis for Standard Services that have been satisfactorily performed.
Temporary Additional Services are defined as overseas add on packages added to an existing cell-phone plan. These services shall support specific requirements as requested by the US
Government.The Contractor shall provide Temporary Additional Services in addition to the scheduled services specified in this contract. The Contracting Officer shall order Temporary
Additional Services on an as needed basis. This work shall not be subcontracted. The
Contracting Officer may require the Contractor to provide Temporary Additional Services with
24 hour advance notice.
The Contractor shall include in its next regular invoice details of the Temporary Additional
Services and, if applicable, the materials provided and requested under these services. The
Contractor shall also include a copy of the Contracting Officer’s written confirmation for the
Temporary Additional Services.
The 5G Coverage should be always provided to all the US Embassy devices/ lines (within the 5G capable Network).
2. PERIOD OF PERFORMANCE
The contract will be for a one-year period from the date of the contract award, with 4 (four) one-year options to renew.
3. PRICING
(a) The Contractor shall provide the services for the base period of the contract at the rates shown in Section III and any option years exercised by the U.S. Government.
(b) The quantities of supplies and services specified in the Schedule are estimates only and are not guaranteed by this contract.
(c) The Contractor shall furnish to the Government, when and if ordered, the supplies or services as specified in the Schedule. The Government may issue orders requiring delivery to multiple destinations, or performance at multiple locations. Except as specified in the Delivery-Order limitations clause or in the paragraph below, there is no limit on the number of orders that may be issued/ordered.
(d) Prices shall remain firm and fixed for the entire duration of the contract.
(e) The prices listed below shall include all labor, materials, overhead, and profit.
(f) Line-item prices do not include VAT, which must be shown separately on invoices.
(g) The Contractor should be able to provide/ activate actual sims, and also e-sims.

VALUE ADDED TAX. Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. The amount of VAT to be charged is 18 %. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. It is included in each performance period.

During this contract period, the Government shall place orders totaling a minimum of
$10,000.00. This reflects the contract guarantee minimum for this period of performance. The amount of all orders shall not exceed $500,000.00. This reflects the contract maximum for this period of performance.

5. DEFINITIONS AND ACRONYMS
Agency – U.S. Government activity at post, such as State Department, Foreign Commercial
Service, or Foreign Agricultural Service.
Business Day – Monday through Friday, 08:00 – 16:30, except holidays listed in Section 2, DOSAR 652.237-72, “Observance of Legal Holidays and Administrative Leave.”

Emergency - An unforeseen combination of circumstances that calls for immediate action. The term emergency includes, but is not limited to, disasters, forest fires, evacuations, floods, war and civil unrest.

SMS – “Small Messaging System” is a system using written messages with 160 alpha-numeric characters.
Smart Phone – A line of wireless handheld devices that supports e-mail, Mobile telephone test messaging, internet faxing, web browsing and other wireless information services.
DATA – E-mail and Internet capabilities
Overseas DATA – E-mail and Internet capabilities in areas outside of the State of Israel, the
West Bank, and Gaza
Overseas Voice – Voice communication capabilities in areas outside of the State of Israel, the
West Bank, and Gaza
Clone Phone - A cell phone containing a SIM card that has been reprogrammed to transmit the
ESN and MIN belonging to another legitimate cell/Smart phone.
USB Stick Modem - A Vodacom SIM card which is loaded with data bundles that allow you to access the internet.
6. PERFORMANCE WORK STATEMENT
This solicitation is for cellular voice and data services and equipment. The U.S. Embassy is using an estimated amount of 1800 lines for official purposes. The Contractor shall provide complete mobile telephones services for the U.S. Embassy of Jerusalem and its affiliated offices throughout the State of Israel, the West Bank, and Gaza.

Detailed Billing of Calls Made
The Contractor shall ensure that the connection through its network is of the highest quality possible and shall be uninterrupted, clear, and with no static. Network problems shall be remedied immediately, and the COR must be immediately informed of any problems and their resolution.
6.1 Coverage
6.1.1 Grade of Service
The Contractor shall ensure the service on a 24-hour basis in all of Israel. Including the ability to have roaming agreements that allow call to and receive calls in all major cities and villages throughout the West Bank and Gaza.
6.1.2 Calls & Data within Israel, the West Bank, and Gaza
The Contractor shall ensure on a 24-hour basis at least 90% local network coverage around Israel and have roaming agreements that will all the same coverage in the West Bank, and Gaza with special consideration to all urban areas and main traffic routes.
6.1.3 National Coverage
The Contractor must ensure excellent network coverage across all areas of the country, prioritizing locations with weak or no reception. Full network coverage must be guaranteed in all regions, including Israel, the West Bank, and Gaza, which are critical for Embassy personnel activities. In areas where coverage is currently poor but essential, the Contractor is required to provide a detailed plan and timeline for improving network availability.
Note: Connectivity must be seamless in all areas where American Embassy employees reside. These locations include, but are not limited to, Jerusalem, Tel Aviv, Natanya, Herzliyah, Kfat Shemaryahu, Beer Sheva, Katamon, Arnona, David’s Village, French
Hill, Beit Hanina, Shu’fat, Essawiyeh, Sheikh Jarrah, Beit Safafa, Wadi El-Joz, Old City, Modi’in, Qalandia, Kofor Aqab, Ramallah, Beer Zeit, Taybeh, Bethlehem, Beit Jala, Beit
Sahour, Nablus, Jenin, and Tul Karem.
Additionally, the services provided by the Contractor must utilize the 5G network as the default technology wherever 5G coverage is available, ensuring compatibility with all US
Embassy devices and lines.
6.1.4 In-building Coverage
The Contractor will make sure that all the facilities stated below have full network coverage. The Contractor shall provide all the necessary equipment at no additional cost to the Government to ensure full coverage including basements, parking lots, etc. All improvements will be done by the Contractor at no additional expense to the government.
A list of all US Government Facilities is provided in Attachment 1, which will be furnished to all qualified bidders.
6.1.5 International Calls
The Contractor shall ensure uninterrupted international connectivity for phone calls from all locations within Israel, the West Bank, Gaza and all major cities worldwide, including (but not limited to): some villages within the West Bank and Gaza; all locations in the United States, Europe, and other countries where agreements between providers is established such as Jordan and all European countries. There shall be an option to restrict lines to have access to international dialing at no additional charge.
6.1.6 International Roaming
The Contractor shall provide as extensive international roaming connectivity as possible, with the special interest of the Government for roaming within the West Bank, Gaza, Jordan, Egypt, Europe and the USA. There shall be an option to restrict lines to have access to international roaming (voice & data) at no additional charge.
All Embassy personnel travelling outside of Israel who have one of the overseas data add on packages shall have the international roaming service automatically turned on once the employee arrives in the country outside of the state of Israel. Lines that have an approved add on plan shall have the plan initiated only on months that the employee of the phone travels overseas. Charge of the plan will only be initiated during those months and will occur automatically. Once the user consumes the roaming data package assigned to his/her line, the roaming should be blocked automatically, to avoid any extra charges. If an employee does not have one of the international roaming add on plans, roaming services for the employee’s line shall be blocked.
The vendor shall provide an up-to-date listing of roaming agreements for
Voice, SMS/MMS, and Data for all countries that it has roaming agreements with. If possible, provide this list via a website that can be accessed publicly.
Any country that signs a roaming agreement with Israel within the Contract period of performances will be added automatically to the Contract packages at no extra cost (no change on the agreed prices of the contract packages).
6.1.7 SMS and MMS Messaging
The Contractor shall provide 24/7/365 access to around the clock SMS and MMS messaging.
6.1.8 Voice Mail
Standard Practice
A Voice Mailbox shall be available for each number separately as per standard practice. The Contractor will indicate the standard ringing time before a call is diverted to the mailbox. The response shall also include the range of delays that can be programmed by the user.
Voice Prompt Language
The Contractor shall provide Voice Mail services in English and Hebrew languages.
Message Indicators
After a message is left in Voice Mailbox, an immediate message will be sent to the mailbox owner, generating both a visual and sound indication of the existence of the new message. The visual indicator will show the caller ID of the party leaving the message (if it was not blocked).
This immediate indication is very important to Embassy personnel and shall work smoothly. When unit is in a good reception area, the message shall arrive with a delay of no more than a few seconds. This is a key requirement.
Direct Reply
The owner will be able to reply to the message by selecting the reply option from the voice menu.
The owner will be also able to dial the number directly from the received messages inbox in the mobile unit.
Voicemail Cancellation
The Contractor shall be able to cancel the voicemail for any number upon the
Embassy request.
Distribution of Messages
The Contractor shall have the ability to distribute voice messages:
1. To a predetermined distribution list.
2. To ad-hoc distribution list.
3. To individuals from the phone directory.
Upon request, the Contractor shall allow the voicemail service to continue for an additional 60 days, if the user number has been changed; the message will allow the calling parties to be informed on the new number.
At the end of the contract period, if the contract is not renewed, the Contractor shall allow the voicemail service to continue for an additional 60 days. The message will allow the calling parties to be informed on the new number.
6.1.9 Internet Capability
The Contractor shall provide Internet connection through its network that shall be accessed through all devices.
6.1.10 Equipment
6.1.10(a) SIM Cards
The Contractor shall offer the Government SIM CARDS that are compatible with all models of Smart Phones that are available in the commercial market. The Contractor shall provide a web-based portal to allow Embassy telecom team the capability to activate SIMM Cards as needed, once payment for the new service has been completed.
6.1.10(b) E-SIMS
The Contractor shall be able to offer the e-sim service. The Contractor shall provide a web-based portal to allow Embassy telecom team to activate the e-sims as needed.
The Contractor shall provide a plan for moving the Embassy lines from actual sims to virtual sims (E-Sims Service).
6.1.10(c) Standards
All equipment and services will meet all applicable Israeli standards and will have all required and necessary permits. The only exception is radiation levels: Mobile phone units must meet American safety standards regarding radiation emitted by cell phones.
This standard currently states that 1.6 W/kg per 1 gram of tissue is the maximum allowable radiation level. The responses shall include information on the radiation levels of each handset model proposed.
6.1.11 Customer Service
The Contractor shall provide technical support for setting up voice mail, roaming questions, questions on the phone features, number changes, lost or stolen telephone reporting, manufacturer’s warranty information, and all other matters concerning the mobile communication services through the Contractor’s Project Manager.
6.1.11(a) Escalation
Offerors shall present a well-defined escalation path for service issues. The response shall include the hierarchy of escalation and contact information for each person on the list.
Account Focal Point
The Contractor’s Project Manager shall be a dedicated service representative for the
Embassy. The Project Manager shall report directly to the COR and have a dedicated back-up person.
6.1.11(b) Business Service Desk
Offerors shall provide the phone number and email address for a Business Service Desk.
Availability
• The account focal point (Project Manager) will be available from
0800-1700 Monday through Friday. And during emergencies.
• The Business Service Desk will be available 24 hours a day, 7 days a week except for the holy day of Yom Kippur.
Resolution
• Commitment of maximum 90 minutes response time to Embassy focal point from the Project Manager.
• Commitment of maximum 30 minutes response time for Embassy calls to the Business Service Desk.
• Business Service Desk shall have access to Embassy's program terms and conditions, with no need for the caller to explain/ask.
• Once the issue has been resolved, a notification email shall be sent to the COR.
6.1.11(c) Solution Level Service(s)
• Seven days a week and 24 hours a day, Help-Desk support and troubleshooting for technical issues shall be available in English to individual mobile phone users. This shall be accomplished with a dedicated Business
Service Desk (Moked Eski) that shall be described in the response (see
Section 34).
• More than 90% of the time connectivity is at maximum bit speed.
• Less than three connectivity breakage per month.
• The USG has the ability to discontinue service on individual phones; orders to discontinue service will only be recognized if they come from the COR and/or CO.
• The Contractor shall offer at no additional charge, the application that allows simple message generation to individuals or pre-defined groups.
• The response shall indicate the capabilities of sending SMS messages from a mobile phone to fixed groups or pre-defined groups of users.
• The response shall indicate the capability to send SMS messages through the
Internet.
• The ability to connect through secure connection to Embassy dedicated servers to obtain specific information by sending an SMS.
• The ability to get indications of message received and message read.
• Other means for sending and receiving messages.
• The contractor shall not allow commercial external groups the ability to send group SMS messages on all devices and SIMM Cards.
• The contractor shall not allow outgoing SMS messages to external commercial sources. At no time will the contractor allow external commercial sources to incur additional costs to the Government via SMS incoming or outgoing.
7. INVOICING
The Contractor shall submit monthly invoices in soft copies to the COR and/or DBO
A cover page which would include the Client’s name (American Embassy), the account number, invoice number, invoice date, the period the charges pertain to, and the company’s VAT number. It would have only three charging line items on it:

No other charging line items should be included on the cover page.
A cost breakdown of the services to include (in minutes, cost and total): Airtime, SMS, internet surfing, DATA plan, international roaming (charges for airtime, SMS units, and data), fees for other cellular providers and advanced features.
A break down per phone indicating the various charges of the phone numbers that belong to the client number. The columns format should look like the following:

If an invoice does not contain the above information, the Government reserves the right to reject the invoice as improper and return it to the Contractor within 7 calendars days. The Contractor must then submit a proper invoice.
The COR will take each summary invoice and furnish the detailed invoice to the appropriate official in each individual Government agency. That agency representative will review the detailed invoice and either approve for payment or advise the COR of the inaccuracies found. It shall be the COR who will interact with the Contractor on any invoice problems.

Payment shall be made in local currency by Electronic Funds Transfer (EFT) within 30 days after receipt of the proper invoice
(f) The Government will provide annual proof of a direct exemption of Value Added Tax
(VAT); according to host country VAT laws.
8. KEY PERSONNEL
8.1 The Project Manager must be able to converse in English. The Contractor shall assign the below key person who shall be the direct liaison with the COR concerning all work related to this contract. It shall be the Project Manager’s task to direct, schedule, supervise, inspect and test the work under this contract, and to receive instructions from the COR. The Project Manager shall be available Monday through Friday from 08:00 – 17:00, in addition to emergencies on weekends and holidays.

8.2 During the first 90 days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is required due to illness, death, or termination of employment.
The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required below to the Contracting Officer at least 15 days before making any permanent substitutions.
8.3 After the first 90 days of performance, the Contractor may substitute a key person if the
Contractor determines that it is necessary. The Contractor shall notify the Contracting Officer of the proposed action immediately. Prior to making the substitution, the Contractor will provide the information required below to the Contracting Officer.
8.4 The Contractor shall provide a detailed explanation of the circumstances requiring the proposed substitution, a complete resume for the proposed substitute. The proposed substitute shall possess qualifications comparable to the original key person. The Contracting Officer will notify the Contractor of its approval or disapproval of the substitution within 15 calendar days after receiving the required information. The Government will modify the contract to reflect any changes in key personnel.
9. PERMITS
Without additional cost to the Government, the Contractor shall obtain all permits, licenses, and appointments required for the work under this contract. The Contractor shall obtain these permits, licenses, and appointments in compliance with applicable Israel country laws.
10. GOVERNMENT FURNISHED PROPERTY
10.1 The Government intends to use Government Owned cell phones as listed in Attachment
1. The Contractor shall provide a fully functional SIM card, telephone number, and appropriate security codes for all existing Government cell-phones.
10.2 A list of Cell-Phone Types that the Government owns and intends to use with the services provided in this contract shall be provided in Attachment 1:
11. ADDITION OF NEW LINES
11.1 The Contractor will provide a fully functional SIM card, telephone number, and appropriate security codes to the COR within 24 hours after receiving a delivery order under the contract.
NON-OFFICIAL LINES
11.2 This Contract is valid only for official Government needs.
12. DISCLOSURE OF INFORMATION
Any information made available to the Contractor by the Government shall be used only for the purpose of carrying out the provisions of this contract and shall not be divulged or made known in any manner to any person except as may be necessary in the performance of the contract.
13. TECHNOLOGICAL REFRESHMENT
After contract award, the Government may; pursuant to FAR clause 52.212-4 - Contract Terms and Conditions –Commercial Items, paragraph (c), Changes; request changes within the scope of the contract. These changes may be required to improve performance or react to changes in technology.
The Contractor may propose for the Government’s technological refreshment, substitutions or additions for any provided products or services that may become available as a result of technological improvements. The Government may, at any time during the term of this contract or any extensions thereof, modify the contract to acquire products which are similar to those under the contract and that the Contractor has, or has not, formally announced for marketing purposes. This action is considered to be within the scope of the contract. At the option of the
Government, a demonstration of the substitute product may be required. The Government is under no obligation to modify the contract in response to the proposed additions or substitutions.
Such substitutions or additions may include any part of, or all of, a given product(s) provided that the following conditions are met and substantiated by documentation in the technological refreshment proposal:
The proposed product(s) shall meet all of the technical specifications of this document and conform to the terms and conditions cited in the contract.
The proposed product(s) shall have the capacity, performance, or functional characteristics equal to or greater than, the current product(s).
The proposal shall discuss the impact on hardware, services, and delivery schedules. The cost of the changes not specifically addressed in the proposal shall be borne entirely by the Contractor.
Contractor has the right to withdraw, in whole or in part, any technological refreshment proposal prior to acceptance by the Government. Contractor will use commercially reasonable efforts to ensure that prices for substitutions or additions are comparable to replaced or discontinued products. If a technological refreshment proposal is accepted and made a part of this contract, an equitable adjustment, increasing or decreasing the contract price, may be required and any other affected provisions of this contract shall be made in accordance with FAR clause 52.212-4, paragraph (c), Changes, and other applicable clauses of the contract.
14. DELIVERY ORDERS
The Contracting Officer will issue delivery orders to order phone and services to the Contractor for performance of work under this contract. If an order is given orally, it will be followed up by a written delivery order within 7 days.
15. SURVIVABILITY AND RECOVERY
The Contractor shall have a working system of network survivability in case of emergencies and serious disasters when all networks may be jammed or when parts of the network are destroyed.
The Contractor shall have a recovery plan in place that shall deal with such occurrences.
16. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The
QASP provides a method for the Contracting Officer's Representative (COR) to monitor
Contractor performance, advise the Contractor of unsatisfactory performance, and notify the
Contracting Officer of continued unsatisfactory performance. The Contractor, not the
Government, is responsible for management and quality control to meet the terms of the contract.
The role of the Government is to monitor quality to ensure that contract standards are achieved.
