MINUTES FROM PRE-PROPOSAL CONFERENCE OF APRIL 7th, 20254

SOLICITATION 19IS7025R0001 Cellular Telecommunication services

Introduction

Mr. Ahmed S Wali, the Contracting Officer relayed a message that he would not be able to attend due to an unforeseen emergency and that he has delegated the contract specialist to lead the conference. Mr. Chanan Stern, the Contracting Specialist welcomed all attendees, and the following Government Attendees were introduced:

1. Mr. Chanan Stern – Contract Specialist.

2. Ms. Ranya Dahdal – Procurement Supervisor.

3. Mr. Dongni Alcantara – Chief Diplomatic Technology Officer.

4. Mr. Nelson-Rey H Balagot - Diplomatic Technology Infrastructure Unit Chief.

5. Mr. Dwayne E Singleton - Diplomatic Technology Officer.

6. Ms. Wafa Sheikh - Telecommunication Supervisor.

7. Ms. Vartou V Torrosian – Telecom Mobile Coordinator.

8. Ms. Mirna Farraj - Deputy Procurement Supervisor.

9. Mr. Ronen Ben Eli – Procurement Agent.

10. Ms. Sarit Baranes – Procurement Agent.

11. Mr. Amir Abu-Sway - Telecommunication Specialist.

12. Nour Abdelal - Telecommunication Specialist.

All attendees introduced themselves. The Contracting Specialist thanked all attendees for coming and expressed his hope to have a fruitful and mutually beneficial working relationship.

Discussion of the Solicitation Package

The following sections of the solicitation were highlighted:

1. Proposal due date, time, and delivery requirements were specified. It was emphasized that all proposals may be delivered electronically.

2. Confirmation that offers that do not meet the deadline and submission requirements will not be considered.

3. SF1449 – The completion and signing of the SF1449 was discussed

4. Section 1 Pricing – Contract line items were discussed. Each line item needs to be priced as stated on the solicitation with a total based on the estimated quantities. Minimum and

Maximum was discussed.

5. Section 1 Scope of Work was discussed. All the required services were mentioned, as was the performance schedule.

6. Section 1, Quality Assurance and Surveillance Plan (QASP) was discussed.

7. Section 2 Contract Clauses were discussed and the Clause 52.222-50, Combating

Trafficking in Persons (Nov 2021) was emphasized.

8. Clause 52.229-12 was discussed as was the requirement for the contractor submitting proposal need to submit a signed W-14 form if they are a foreign (non-American) contractor.

9. Section 3 was discussed as was the importance of the technical proposal. The requirement to complete the Cybersecurity (C-SCRM) questionnaire was discussed as well as what is required for the submittal of a successful proposal.

10. Reviewed Section 4 – Evaluation Factors. It was noted that the U.S. Government will award the contract to the lowest priced and technically responsible offeror.

11. Reviewed Section 5 – Representations and Certifications – This section was explained in detail, and it was emphasized to all that the certifications need to be signed and certified as part of the technical proposal. The offerors need to provide their TIN (for American firms) and CAGE code. NDAA certification and requirement was discussed.

12. It was emphasized that all questions that might arise prior to submission of the proposal may be submitted in written form and that all answers to questions will be posted in

SAM.GOV and the US Embassy Web site. A deadline for submitting questions shall be marked on an official amendment to the solicitation.

The attached questions were asked and answered during the conference. See Attachment C.

Conclusion

The conference concluded and attendees were thanked for their presence and expression of interest in serving the U.S. Government. The meeting was adjourned.

ANSWERS TO QUESTIONS ASKED AT THE PRE-PROPOSAL CONFERENCE

Question #1: For listing international roaming counties, should the vendor also list the names of the carriers for each country?

Answer #1: Yes, Section 1.6.1.6, 3rd paragraph of the solicitation states, “The vendor shall provide an up-to-date listing of roaming agreements for Voice, SMS/MMS, and Data for all countries that it has roaming agreements with. If possible, provide this list via a website that can be accessed publicly. Any country that signs a roaming agreement with Israel within the Contract period of performances will be added automatically to the Contract packages at no extra cost (no change on the agreed prices of the contract packages)”

Question #2: Should the vendor provide roaming agreements with international telecom companies?

Answer #2: Yes, Section 1.6.1.6, 3rd paragraph of the solicitation states, “The vendor shall provide an up-to-date listing of roaming agreements for Voice, SMS/MMS, and Data for all countries that it has roaming agreements with. If possible, provide this list via a website that can be accessed publicly. Any country that signs a roaming agreement with Israel within the Contract period of performances will be added automatically to the Contract packages at no extra cost (no change on the agreed prices of the contract packages)”

Question #3: What is meant by the Contract maximum stated in section 1?

Answer #3: Section 1, pages 10, 16, 22, 28, 34 & 40 of the solicitation state, “During this contract period, the Government shall place orders totaling a minimum of $10,000.00. This reflects the contract guarantee minimum for this period of performance. The amount of all orders shall not exceed $500,000.00. This reflects the contract maximum for this period of performance.”

Question #4: Are there any line-item packages that do not include international roaming?

Answer #4: No, all the line items for cell service package have international roaming included.

Question #5: Is there a list with all the government facilities an address that require service?

Answer #5: The list of all facilities and their addresses that require service under this solicitation has now been added as attachment 3 to the solicitation, through amendment 0001 of the solicitation.

Question #6: What are the working days and hours required for the Business Service Desk?

Answer #6: In accordance to Section 1, 6.1.11(b) of the solicitation, “. The Business Service Desk will be available 24 hours a day, 7 days a week except for the holy day of Yom Kippur.”

Question #7: What financial information needs to be submitted with the proposal?

Answer #7: Section 3, Instruction to offerors paragraph 3 states, that the offeror must show “Evidence that the offeror/quoter can provide the necessary personnel, equipment, and financial resources needed to perform the work”. This evidence needs to be certified financial information from either a bank or other certified financial office (such as a chartered accountant) that shows the financial health of the offeror.

Question #8: What is meant by covered telecommunication equipment in the reps of 52.204-24 and 52.204-6?

Answer #8: Covered telecommunications equipment or services refer to telecommunications and video surveillance equipment or services produced by specific Chinese entities, including Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company, as well as their subsidiaries or affiliates.

Question #9: Due to the Passover holiday can the submission date me extended?

Answer #9: Yes, the submission due date for offers has been extended on Amendment 0001 of the solicitation to now read May 5, 2025, 14:00 Israel Standard Time.
