Angostura Dam Spillway Concrete Repair

Angostura Unit, Cheyenne Division, Pick-Sloan Missouri Basin Program, South Dakota

Solicitation No. 140R6024R0007

Foreword - 1

ANGOSTURA DAM SPILLWAY CONCRETE REPAIR

Pick-Sloan Missouri Basin Program

South Dakota

FOREWORD

Work under these specifications is located approximately ten (10) miles south of Hot Springs, South Dakota, in Fall River County. The dam is located 2.8 miles southwest of US Highway 18 and is accessible via North Angostura Road (County Highway 1A), and North Dam Road.

PRINCIPAL COMPONENTS OF WORK to be performed under these specifications include:

1. Removing and replacing damaged concrete on the downstream face of the spillway.

2. Improving the Angostura Powerplant access road and extending a temporary access road into the river channel downstream of the spillway.

3. Removing the temporary access road from the river channel, to return the river channel area to its natural state.

BACKGROUND:

The Bureau of Reclamation constructed Angostura Dam between 1946 – 1949. Angostura Dam is located on the Cheyenne River approximately 10 miles southeast of Hot Springs, South Dakota and approximately 60 miles south of Rapid City, South Dakota. The dam consists of a 967-foot-long concrete gravity structure and a 1,063-foot-long zoned earth embankment with a hydraulic height of 136 feet and a reservoir storage capacity of 123,048 acre-feet. The 274-foot-wide-by-117-foot-tall spillway is a mass-concrete ogee-crested overflow structure within the concrete portion of the dam, with a total discharge capacity of 247,000 cubic feet per second.

Releases are controlled through five (5) 50-foot-wide-by-30-foot-tall radial gates, which are kept submerged throughout the year to accommodate reservoir operations. The spillway chute increases in slope from 0 to 55 degrees over a length of approximately 110 feet, and at its base is a 180-foot-long-by 10-foot-deep stilling basin that also remains full year-round. The downstream face of the spillway exhibits significant degradation due to freeze-thaw cycling, particularly along the lift lines and contraction joints where slow but constant seepage through the dam contributes to ice accumulation throughout the winter. Also prevalent across the downstream face are large pop-outs caused by the saturation, expansion, and dislodgement of the 6-inch-minus aggregate used in the original concrete.

THE REPAIR PLAN includes the following:

• Removing approximately 4,500 total square feet of concrete (in multiple repair locations) to a depth of six inches

• Installing lateral reinforcement bars at each of the repair locations

Foreword - 2

• Preparing the exposed surfaces for new concrete placement

• Placing new cast-in-place concrete or shotcrete to the original grade, and trowel-finishing the surface to a tolerance of 1/8-inch (abrupt) or 1/32-inch (gradual)

• Improving the Angostura Dam access road.

• Extending a temporary access road into the river channel downstream of the spillway.

• Removal of the temporary access road need not be accomplished by November 30th.

THE PRIMARY ISSUES include the following:

1) Constant seepage under the radial gates and through block joints and lift lines of mass concrete spillway structure.

2) Freeze-thaw cycling above waterline causes delamination and spalling across the downstream face, primarily along the block joints and lift lines.

3) Expansive aggregate popouts (6-inch minus).

4) Previous concrete repairs have failed, and 50% protrude up to ¾ inches above original grade.

5) Rough spillway surface may lead to further damage during high flows.

6) Water will remain on the radial gates during construction

7) Stilling basin has unknown wall seepage and groundwater conditions, as the stilling basin has never been dewatered.

CONSTRUCTION CONSTRAINTS include the following:

• Vehicular and equipment access to the spillway is very limited. The concrete portion of the dam crest is only 9 feet wide, and no vehicular access is permitted across the metal grated bridge deck above the radial gates. Side access is limited to 50 feet away on one side only. An old service road leads to an abandoned powerplant near the river channel downstream, but it is currently inadequate for heavy traffic and does not provide access to the riverbed or stilling basin.

• To avoid potential flood releases through the spillway, the anticipated spillway construction window is between August 15 and November 30.

• The reservoir cannot be lowered during construction, whereby water will remain on the radial gates.

• The stilling basin cannot be dewatered; therefore, material falling into it should be avoided.

• In accordance with State law, the Government may arrange for removal of the long-eared bat, with the implication being that trees may only be cut between November 1st through April 14th of the respective calendar year(s) to build and/or maintain the temporary roadway to the face of the dam.

Foreword - 3
